The minimum requirement is an average annual turnover of at least €1.5 million over the three most recently closed financial years before publication of the contract notice, generated in the field of GTC installation and programming works.
The required evidence includes certified financial statements for the three most recently closed financial years, the completed and signed financial information form in Annex VII, evidence of appropriate professional risk insurance and evidence of civil liability insurance suitable for the services and works covered by the contract.
Technical and professional capacity
The tenderer must have an ISO 9001:2015 quality management certification or an equivalent certified quality management system covering the activities relevant to the contract.
The tenderer must have experience in installing and configuring GTC systems involving at least 3,000 points. The tenderer must present descriptive records and certificates of satisfactory performance for three completed projects carried out during the three years preceding the current year.
Certificates issued by equivalent bodies established in any EU Member State may be accepted, provided that the certifying body complies with the relevant European quality certification standards.
Use of third party capacities
A tenderer may rely on the economic, financial, technical or professional capacities of other entities, regardless of the legal relationship between them. The tenderer must prove that the necessary resources will be available by submitting a binding undertaking from those entities.
Entities whose capacities are relied upon must submit their own declarations concerning exclusion and provide evidence of their relevant capacity. For technical and professional capacity, the supporting entity must perform the works for which its capacity is required. Where financial or economic capacity is provided by another entity, the tenderer and that entity must accept joint and several responsibility for performance.
Exclusion and compliance requirements
Each tenderer must submit the declaration on honour concerning the exclusion and selection criteria. The relevant exclusion grounds include insolvency, non-payment of taxes or social security contributions, serious professional misconduct, fraud, corruption, criminal organisation, money laundering, terrorism-related offences, child labour or trafficking, serious contractual misconduct, irregularities, obstruction of audits and conflicts of interest.
The contracting authority may request supporting documents during the procedure. These may include recent criminal record extracts, equivalent official documents, tax and social security certificates, information on ownership and control structures, and evidence concerning beneficial owners and persons with representation or decision-making powers.
Tenderers, subcontractors, suppliers and entities whose capacities are relied upon must comply with applicable EU restrictive measures. The tender must include the required declaration concerning restrictive measures adopted in relation to Russia's actions destabilising the situation in Ukraine. Entities falling within the prohibited categories may not participate unless a legally applicable exception applies.
Tenderers must also avoid conflicts of interest and professional conflicts that could affect the impartial execution of the contract. Any actual or potential conflict must be disclosed and addressed without delay.
Consortium and subcontracting conditions
Consortia must complete the relevant group information form and provide a legally valid agreement or equivalent document showing the group's structure, the role and responsibilities of each member, the applicable legal form and the joint and several liability of the members.
The lead member or authorised representative may be required to represent the group and issue invoices on behalf of the other members. The Parliament may require the successful group to adopt a specific legal form if this is necessary for proper contract performance.
Subcontractors must be declared in the tender using the relevant forms. The tenderer remains fully responsible for the performance of subcontracted work. Any subcontractor not identified in the offer requires prior written authorisation from the Parliament during contract execution.
The Parliament may request evidence of a subcontractor's legal, financial, economic, technical and professional capacity and may require replacement of a subcontractor that does not satisfy the applicable requirements.
Award methodology
The award criterion is price only. Among tenders that satisfy the exclusion, eligibility, selection and technical requirements, the contract will be awarded to the tender offering the lowest total price calculated using the estimated quantities in the unit price schedule.
The estimated quantities in the financial offer form are for tender comparison and ranking only. They do not create a purchasing obligation for the Parliament and do not guarantee a specific workload or revenue level.
The tender documents establish an acceptability threshold under which the tender price must be less than 1.5 times the estimated value. On the stated estimated value, this corresponds to a price below €9 million. This threshold is an acceptability condition and does not replace the €6 million maximum procurement value or the lowest-price award criterion.

The opportunity metadata contains an additional date of 1 January 2026, but the detailed official tender record identifies 21 December 2026 at 15:00 Europe/Paris as the deadline for receipt of tenders. Applicants should rely on the deadline displayed in the live portal and allow sufficient time for final upload, validation and electronic submission confirmation.
Applicants should not wait until the final hours to upload documents. The portal information indicates that individual attachments must be below 50 MB and that the system permits up to 200 files per tender. The exact permitted file types, naming requirements and system requirements should be checked in the eSubmission interface before finalising the tender.
Framework operation and contract duration
The framework contract enters into force when signed by both parties. It has an initial duration of one year and may be renewed three times by tacit renewal for successive one-year periods, subject to a maximum total duration of four years.
Specific works may be ordered only through purchase orders issued under the framework. A purchase order must be signed by the Parliament and countersigned by the contractor before the relevant works begin. Purchase orders may be signed before expiry of the framework, and the framework terms continue to apply to those orders after framework expiry.
The successful contractor must return a dated and signed duplicate of a purchase order within five working days of its dispatch. The purchase order specifies the work description, deadlines, quantities, unit prices, place of execution, special conditions, invoicing requirements and applicable penalties.
Commercial and contractual conditions
The contractor must accept the procurement documents and may not impose its own commercial or contractual conditions. The offer must remain valid for 180 calendar days from the submission deadline and, if selected, the contractor must perform the works in accordance with the tender documents and framework contract.
Prices include all costs connected with performance. Price revision is possible from the second year under the contractual indexation formula. The Parliament does not require a financial guarantee under the tender specifications.
Electronic invoicing is generally required through PEPPOL or the Funding and Tenders Portal, subject to the alternatives and exceptions set out in the draft contract. Payment is conditional on proper performance, acceptance of the works and submission of a compliant invoice with the required contract and purchase order references.
The draft contract provides for penalties of €250 per day for certain delays in the operational schedule and €100 per day for delay in submitting an offer or quotation. A penalty of €5,000 may apply for failure to return a general access key or equivalent key under the stated contractual conditions. Other remedies include price reductions, recovery of damages, replacement execution and termination rights.
The contractor must obtain all permits, authorisations, accreditations and licences required for performance. It must comply with applicable environmental, social, labour, tax and data protection rules and ensure that its personnel have the necessary qualifications, training and experience.
Environmental and social obligations
The successful contractor must comply with applicable environmental legislation and the European Parliament's environmental management requirements under EMAS. The contractor may be required to demonstrate that personnel have received appropriate technical, safety and environmental training.
The contractor must also promote equality and diversity and comply with the principles of non-discrimination and equal treatment. The contract refers specifically to gender equality, integration of persons with disabilities and the elimination of discrimination based on protected characteristics.
Intellectual property, confidentiality and data
Unless otherwise provided, the Parliament acquires ownership of newly created results and the associated intellectual property rights upon acceptance. Pre-existing materials remain subject to their existing rights, but the contractor must provide the Parliament with the licences necessary to use them for the purposes specified in the contract.
The contractor must identify pre-existing rights and guarantee that the delivered results can be used without infringement of third-party rights. Any required authorisations, licences, rights of use, image permissions or moral rights arrangements must be secured by the contractor.
Confidential information and documents received during performance may not be disclosed or used outside contract execution without prior written authorisation. Data processing must comply with the applicable EU data protection framework, including the rules applying to EU institutions and, where relevant, the General Data Protection Regulation.
Applicant suitability assessment
This opportunity is most suitable for established building automation, building management systems, electrical installation or technical building services contractors with demonstrable GTC programming and integration capability.
A strong applicant should be able to demonstrate all of the following:
1. At least €1.5 million average annual turnover in the specified GTC installation and programming field over the required three-year period.
2. Experience with GTC installation and configuration involving at least 3,000 points.
3. Three completed and relevant projects within the specified reference period, supported by satisfactory performance certificates.
4. ISO 9001:2015 or equivalent quality certification.
5. Appropriate professional risk and civil liability insurance.
6. Capacity to work in occupied or security-sensitive institutional buildings in Strasbourg.
7. Ability to manage purchase orders, reporting, commissioning, acceptance and electronic invoicing over a four-year framework period.
8. Capacity to comply with EU restrictive measures, environmental requirements, confidentiality obligations and security procedures.
Key risks and issues to address
The main commercial risk is that the €6 million value is an estimate and maximum framework value rather than a guaranteed order volume. The Parliament expressly has no obligation to issue orders for the estimated quantities.
The lowest-price award method creates substantial margin pressure. Tenderers should verify that every unit rate covers labour, programming, equipment, travel, testing, documentation, insurance, compliance costs, warranty obligations and possible schedule risks.
The technical qualification threshold is material. Applicants unable to evidence the 3,000-point GTC experience requirement or three satisfactory completed projects may fail selection even if they offer a low price.
Subcontracting and reliance on third party capacity require careful documentary planning. The Parliament can scrutinise the exclusion status and capacity of subcontractors and supporting entities and can require changes or reject entities that do not meet the requirements.
The framework contains operational penalties, acceptance conditions, price reduction rights and substitution remedies. Applicants should conduct a detailed review of the technical specifications and draft contract before pricing.
Recommended preparation plan
1. Register the organisation or confirm its existing participant identification details and ensure that the organisation's EU Login access is operational.
2. Download and review the current invitation letter, administrative specifications, technical specifications, financial offer form, draft purchase order and draft framework contract.
3. Confirm that the tenderer meets the €1.5 million average annual GTC turnover requirement.
4. Select three relevant completed references and obtain certificates of satisfactory performance.
5. Assemble evidence of at least 3,000 GTC points installed and configured.
6. Confirm the validity and scope of ISO 9001:2015 or equivalent certification.
7. Obtain current insurance evidence and certified financial statements.
8. Decide whether to tender alone, as a consortium or with subcontractors, and prepare all corresponding declarations and undertakings.
9. Complete the unit price schedule carefully and verify the calculation against the estimated quantities.
10. Review restrictive measures, ownership, beneficial ownership and subcontractor compliance requirements.
11. Submit questions through the portal before 8 December 2026 at 23:59 Europe/Paris.
12. Upload and validate the tender well before 21 December 2026 at 15:00 Europe/Paris and retain the electronic submission receipt.
Overall assessment
This is a substantial, technically specialised public works opportunity for building automation and centralised technical management contractors. The €6 million maximum value and four-year framework period provide the potential for a significant institutional customer relationship, but there is no guaranteed order volume and award is based exclusively on the lowest admissible price.
The opportunity is commercially credible for firms that can satisfy the specific turnover, ISO certification, 3,000-point experience and three-project reference requirements. A competitive tender will require disciplined cost modelling, strong technical evidence, complete administrative documentation and careful management of the framework's penalty, acceptance, subcontracting and compliance provisions.
