Key exclusion and selection requirements (step 1):Exclusion: standard EU exclusion grounds under the Financial Regulation (fraud, corruption, insolvency, irregularity). Selection: legal/regulatory capacity (registration), economic/financial capacity (average yearly turnover last 3 years > €1,000,000; Annex 7 simplified financial statement and accounts required), technical/professional capacity including required certificates and experience (minimum 3 similar projects in last 3 years >= €200,000 each; ISO certifications: ISO 9001 quality; ISO 14001 environment; ISO 41001 facilities management; ISO 45001 occupational health & safety; ISO 50001 energy management where applicable), workforce size (average ≥100 employees over last 2 years) and provision of a Facility/Project Manager + backup each with minimum 5 years relevant experience and English proficiency B2 or equivalent. Only candidates admitted after step 1 will be invited to step 2. Tenders must comply with minimum requirements and will be evaluated on the most economically advantageous tender (MEAT) formula. Price (40%) and Quality (60%). Price evaluation uses cheapest-price ratio weighted to 40% and quality scoring to 60%.
- 1Price: 40% (total price of the tender covering all requirements).
- 2Quality: 60% split into sub-criteria: (1) Quality of Facility Management System and operational governance (max 16 points); (2) Organisation of work, quality control and risk management (max 25 points); (3) Framework contract management, resource planning and team qualifications (max 10 points); (4) Environmental sustainability, eco-friendly supplies and low-emission equipment (max 9 points). Total qualitative points = 60.
The technical scoring uses detailed sub-criteria with scoring bands from 'Outstanding' to 'Inadequate' and precise point ranges. Scoring methodology and formulas are provided in the tender specifications; the TS score = price points + technical quality points, ties favour the lower-priced tender.

Practical tips and risks
- 1Register early in the Participant Register and get your PIC ready; set up EU Login and eSubmission accounts well before the deadline and test uploads (system supports Chrome and Firefox).
- 2Follow mandatory templates exactly (Annex numbers) and ensure declarations are signed by authorised representative (QES recommended).
- 3Identify any subcontractors >20% share early and secure commitment letters (Annex 5.1); if relying on external capacities for selection criteria use Annex 5.2 commitment letters and supporting evidence.
- 4Prepare audited financial statements and Annex 7 Simplified Financial Statement for the last three closed financial years; turnover minimum average €1,000,000 over last three years is a selection criterion.
- 5Prepare ISO certificates (or equivalent) and three project references with client contacts; contracting authority may contact clients to verify.
- 6Ensure compliance with ENISA security requirements (Appendix 2) and data protection (Annex V and VI) since processing of personal data and on-site security checks are required.
- 7Be aware that variants are not allowed; tender must strictly comply with minimum requirements.
- 8Read the draft Framework Service Contract (Annex II) carefully; it contains essential clauses on IP, data protection, audits, price revision and termination.

Scope of services
The required services are broad and include a dedicated on-site facilities management team, routine and reactive maintenance, maintenance management, cleaning, reception, helpdesk support, outdoor landscape and indoor plants, ESG compliance, EMAS support, pest control and mosquito disinfection, building and asset information management, ICTS feasibility assessment, operational and strategic asset management, variable service management, feasibility studies, project management for refurbishment and upgrading works, ad hoc service delivery, lifecycle planning for the buildings where relevant, and in-house event management and catering support. External event management support services and security services are excluded from the scope.
Eligibility and participation
Eligible candidates may apply as a sole economic operator or as a joint group. Subcontracting is allowed, but it cannot be used to circumvent access rules or the restrictions linked to involved entities. - One request to participate per candidate is allowed
- Joint bids must appoint a group leader
- All group members in a joint request assume joint and several liability
- Identified subcontractors and entities relied on for capacity must be declared where required
- Cross subcontracting between competing bidders is forbidden
- Variants are not allowed
Selection and qualification requirements
The request to participate must demonstrate legal, economic, financial, technical and professional capacity. The minimum requirements are substantial and indicate that ENISA is seeking a mature service provider with a strong corporate footprint, relevant certifications, and proven experience in complex facilities management.
| Criterion | Minimum requirement | Evidence and note |
|---|---|---|
| Legal and regulatory capacity | Registration in a relevant trade or professional register | Applies to each involved entity for the tasks under its competence |

Commercial terms and evaluation
The award combines price and quality, with price weighted at 40 percent and quality weighted at 60 percent. Quality is assessed across methodology and service governance, quality control and risk management, contract management and team qualifications, and environmental sustainability, including eco-friendly supplies, energy performance and low-emission equipment. The financial tender must be in euros and free of VAT, duties and other charges. The framework contract is initially for 12 months and may be renewed three times, up to the stated 48 month maximum. Within three years after signature, ENISA may also use a negotiated procedure with the contractor for repeat similar services up to 50 percent of the initial framework ceiling.
Submission and document requirements
Requests to participate must be submitted electronically and only through the portal submission system. The procedure uses a two-step restricted model, so detailed technical specifications are provided in step 2 only to candidates selected after the first-stage assessment. The request package includes the declaration on honour, administrative identification form, evidence of signatory authority, subcontractor declarations where applicable, financial statements, project reference lists, and relevant certificates. All documents requiring signature should preferably be signed with a qualified electronic signature.
Practical applicant considerations
- Prepare evidence of turnover, references and ISO certifications well in advance
- Ensure the proposed team includes both the principal manager and a backup manager
- Describe the service methodology clearly, especially service levels, KPIs and response times
- Address sustainability credibly, including eco-products, energy-efficient equipment and environmental management
- Check the role of each consortium member and subcontractor before submission
- Make sure the electronic file set is complete, correctly named and submitted before the deadline
