Additional Web Data

Servicios de limpieza del Centro de Satélites de la Unión Europea

This is a public procurement opportunity, not a grant. The European Union Satellite Centre, SatCen, intends to award a single-operator framework agreement for cleaning services at its premises in Torrejón de Ardoz, Madrid, Spain. The authoritative opportunity record is available on the EU Funding and Tenders Portal opportunity page.

Executive assessment

The opportunity is suitable for established professional cleaning companies with demonstrable experience in comparable office environments, sufficient financial capacity, certified quality and environmental management systems, and the ability to operate in a security-sensitive EU agency location. The procurement is commercially significant but operationally demanding because the successful contractor must maintain service continuity, comply with access and security requirements, assume specified outgoing cleaning staff under Spanish employment law, and provide services through a framework agreement that does not guarantee any minimum volume of orders.

Scope of the procurement

The procurement covers professional cleaning services for a SatCen building of approximately 5,340 square metres across three floors. The premises have approximately 200 employees and 200 workstations, an estimated 2,000 visitors per year, and approximately 20 events per year.

The ordinary service is generally performed Monday to Friday during the SatCen working schedule of 07:15 to 15:00. The technical documentation describes a core cleaning operation involving four permanent cleaning workers and a glazier. The contractor must maintain adequate cover during holidays and absences, including the availability of appropriately authorised replacement personnel where required by the security conditions of the site.

The framework may also be used for extraordinary and emergency cleaning services and for additional hourly support to the four permanent cleaning workers. These services may be requested outside ordinary working hours, including on non-working days, subject to the technical specifications and individual order forms.

The detailed technical requirements are contained in the official Technical specifications document.

Framework agreement and commercial implications

The agreement is a framework contract with one economic operator and no reopening of competition. SatCen will issue service orders under the framework. Signing the framework agreement does not itself create an obligation for SatCen to place orders or spend the full estimated value. Binding obligations arise only from individual order forms issued under the framework.

The maximum estimated value for the entire potential 48 month term is €720,000 excluding VAT. This is a ceiling and not a guaranteed revenue commitment. Applicants should therefore assess the opportunity against their own break-even volume and staffing requirements rather than assuming that the full value will be ordered.

The framework has an initial 12 month term and may be renewed three times for additional 12 month periods. Prices remain fixed during the first 12 months. From the second year, annual price review may be requested in accordance with the formula in the draft contract.

SatCen may also acquire additional similar services from the same contractor within three years of signature up to a maximum of 50 percent of the initial contract value, subject to the applicable procurement rules and contract conditions.

Eligible applicants

Participation is open on equal terms to natural or legal persons established in the European Union or the European Economic Area. Applicants must be legally authorised to perform the services and must provide evidence of registration in the relevant commercial or professional register.

Joint tenders by consortia or Spanish temporary business groupings are permitted. Each consortium member must satisfy the applicable exclusion requirements. Consortium members assume joint and several responsibility for performance, and each member must sign the required documents unless authority is formally granted to a lead member.

A business may participate only once as a tenderer, whether as an individual tenderer, consortium leader, or consortium member. Subcontractors may participate as subcontractors in more than one tender, subject to the tender documents and conflict of interest requirements.

Subcontracting is permitted, but the main activities may not be subcontracted in a way that removes the principal contractor's responsibility for delivery. Proposed subcontractors must be identified in the tender or, where identification is not yet possible, a list of potential subcontractors must be provided. Subcontractors must meet the relevant exclusion requirements and provide signed letters of intent where required.

Minimum exclusion and compliance requirements

Applicants must not be in an exclusion situation under Article 138 of Regulation (EU, Euratom) 2024/2509. The declaration covers, among other matters, insolvency, unpaid taxes or social security contributions, serious professional misconduct, fraud, corruption, criminal organisation, money laundering, terrorism-related offences, trafficking, serious contractual failures, irregularities, conflicts of interest, restrictive measures, and obstruction of audits or investigations.

The signed declaration on honour must be submitted using the official template. In a joint tender, each consortium member must provide its own declaration. Subcontractors and entities whose capacity is relied upon may also need to provide declarations and supporting evidence.

SatCen may request documentary evidence at any stage. Relevant evidence may include recent criminal record certificates, tax compliance certificates, social security compliance certificates, corporate registration documents, and evidence of corrective measures. Certificates should generally have been issued less than one year before the request and remain valid when submitted.

Applicants must also comply with applicable data protection, environmental, social, labour, occupational health and safety requirements. The official Declaration on honour must be completed, signed and dated without modification.

Financial capacity requirements

Applicants must demonstrate both an adequate insurance position and sufficient turnover.

RequirementMinimum or required evidence
Public liability insuranceCurrent insurance policy with coverage of at least €300,000
Average annual turnoverAverage turnover exceeding €360,000 across the three most recently closed financial years
Turnover evidenceSigned declaration using the official average annual turnover template
Consortium turnoverSeparate declaration for each member and consolidated information for the consortium where applicable

The turnover threshold is material for smaller operators. A business that does not independently exceed the threshold should assess whether a consortium structure or reliance on another entity's capacity is permitted and commercially appropriate under the full tender documents. Any such structure must be documented consistently across the tender, declarations and evidence.

Technical and professional capacity requirements

Applicants must demonstrate a track record and management systems appropriate for a strategic and security-sensitive office environment.

The minimum technical and professional requirements are as follows:

  • At least three similar cleaning projects or contracts completed during the previous five years.
  • The projects should concern office cleaning services comparable in nature and value to the required services.
  • The experience table must identify the client, exact contract subject, execution location, value, start date and end date.
  • At least two listed projects must be supported by client certificates or signed declarations confirming satisfactory and complete performance.
  • ISO 9001 or an equivalent quality management certification.
  • ISO 14001 or an equivalent environmental management certification.
  • ISO 45001 or an equivalent occupational health and safety certification, or a suitable occupational health and safety agreement or corporate policy.

The requirement for three comparable projects is not merely a general experience statement. Applicants should prepare concise evidence showing scale, workforce, service complexity, security or access controls where relevant, and successful completion. Client references should be obtained early because the tender documents require confirmation for at least two projects.

Employment and staff transfer obligations

The successful contractor must assume the outgoing contractor's cleaning staff in accordance with Article 44 of the Spanish Workers' Statute. The tender documentation identifies five current roles and their stated seniority dates: four cleaners and one glazier.

The incoming contractor must respect the relevant economic, social, trade union and personal rights of transferred employees. Applicable collective agreement conditions must be taken into account until expiry or replacement by a new applicable collective agreement.

This obligation is a major pricing and delivery consideration. The financial model should include transferred staff costs, seniority-related employment liabilities, collective agreement increases, holiday cover, replacement staff, social security, training, personal protective equipment, supervision and the cost of operating in a controlled-access site.

Health and safety obligations

The contractor must comply with Spanish occupational risk prevention legislation and provide the technical and human resources necessary for safe delivery. Staff must receive appropriate information and practical training and must be provided with required personal and collective protective equipment.

SatCen may reject, postpone or suspend services, and may terminate the contract, where the contractor cannot perform safely. Costs required to comply with labour, safety and sectoral requirements remain the contractor's responsibility. Non-compliance may also lead to withholding of amounts due pending resolution.

Evaluation and award methodology

The contract will be awarded using the best price-quality ratio. Financial evaluation represents 60 points and technical evaluation represents 40 points. A tender must achieve at least 20 out of 40 technical points to remain eligible for financial comparison.

Technical criterionMaximum points
Q1 Supervision and quality control10
Q2 Service continuity and incident management10
Q3 Environmental measures applicable to contract execution10
Q4 Service mobilisation and transition plan5
Q5 Specific staff training during contract execution5
Total technical score40

The financial score is calculated by dividing the lowest qualifying total price by the tenderer's total price and multiplying the result by 60. The final score is the technical score plus the financial score, with a maximum of 100 points.

The technical proposal should be designed directly around the five scored criteria. A low price cannot compensate for failure to achieve the technical threshold, and a technically strong proposal may still lose if its price is materially uncompetitive.

Technical proposal requirements

The technical proposal must not exceed 20 pages using Calibri 11 with single line spacing. It must provide enough evidence for the evaluation committee to score the five quality criteria and must comply with all mandatory technical specifications. Proposals that depart from mandatory requirements or include conditions, limitations or reservations may be rejected.

A strong proposal should address the following:

  • Named supervision structure, responsibilities, inspection routines and measurable key performance indicators.
  • Replacement and reserve staffing arrangements for sickness, holidays, turnover and demand peaks.
  • Incident response times, escalation routes, corrective action and emergency service mobilisation.
  • Use of certified environmentally preferable products, controlled chemical dosing, reusable packaging, water and energy reduction, and waste segregation.
  • A detailed transition plan covering mobilisation, staff transfer, equipment, materials, access arrangements, communication and coordination with the outgoing contractor.
  • A practical training programme covering cleaning methods, occupational safety, waste management, site rules and verification of training effectiveness.

Economic offer and price structure

The official financial offer model requires prices in euros excluding VAT. Prices must be unconditional and include all costs associated with execution, including indirect costs and travel to the SatCen premises. The prices submitted become the framework prices for the first contract year, 2027.

Price element in the evaluation caseEvaluation quantity or treatment
Monthly ordinary cleaning service price for 202712 months
Extraordinary and emergency cleaning price for 202730 hours, weighted as 0.5 in the total price formula
Hourly price for additional support to the four permanent workers180 hours, weighted as 0.5 in the total price formula
Total evaluation pricePrice 1 multiplied by 12, plus Price 2 multiplied by 0.5, plus Price 3 multiplied by 0.5

Applicants must complete every required price field. Failure to provide a price for a service may lead to rejection. New price elements cannot be added after submission, and any explanation of an unusually low offer must be based only on elements already included in the tender.

Required submission documents

The tender must be submitted electronically through eSubmission. Email, post or other submission methods are not accepted. An EU Login account is required, and each participating organisation must be registered in the European Commission Participant Register and have a valid Participant Identification Code.

The submission should include, at minimum:

  • Signed offer submission form.
  • Identification form for the tenderer and, where applicable, each consortium member.
  • Signed declaration on honour covering exclusion and selection criteria.
  • Supporting evidence for exclusion requirements where required.
  • Evidence of authority for the person signing the offer.
  • Commercial or professional registration evidence.
  • Current public liability insurance policy showing at least €300,000 coverage.
  • Average annual turnover declaration for the three most recently closed financial years.
  • Evidence of at least three comparable contracts completed in the last five years, including client and performance details.
  • Completion certificates or signed client declarations for at least two comparable contracts.
  • ISO 9001 or equivalent evidence.
  • ISO 14001 or equivalent evidence.
  • ISO 45001 or equivalent evidence, or an acceptable occupational health and safety policy or agreement.
  • Technical proposal of no more than 20 pages.
  • Completed and signed financial offer model.
  • Details of proposed consortium members and subcontractors, where applicable.
  • Signed letters of intent for consortium members or proposed subcontractors where required.

Submission and technical administration

Applicants should create their EU Login, validate their organisation's Participant Identification Code, prepare all certificates and references, and test the eSubmission environment well before the deadline. The portal guidance indicates that uploaded documents are encrypted, drafts may be edited before the deadline, and a formal electronic receipt with an official timestamp is the evidence of timely submission.

The applicant should retain the electronic receipt and verify that every required document has been uploaded successfully. A tender may be withdrawn and replaced before the deadline, but a replacement tender must contain the complete set of information and documents. Applicants should not rely on documents uploaded in an earlier version.

The tender documents are published in Spanish and no translations are indicated for the published files. Offers may be submitted in an official EU language, preferably Spanish or English, but applicants should ensure that all mandatory forms are completed exactly as required and that technical terminology is clear to the evaluation committee.

Commercial risks and points requiring attention

  • The €720,000 figure is a maximum estimated value and does not guarantee orders or revenue.
  • The framework is awarded to one operator, creating a potentially high-value but concentrated delivery obligation.
  • The staff transfer requirement may materially affect labour costs and service mobilisation.
  • The site is located within an air base and may involve security clearance, access control and authorised replacement personnel.
  • The service must remain continuous during absences and holidays, with minimum staffing expectations.
  • The technical proposal is capped at 20 pages, so evidence must be concise and directly aligned with scored criteria.
  • The price is weighted more heavily than quality, but a minimum technical score of 20 out of 40 applies.
  • The contract may be cancelled or not awarded before signature, and tender preparation costs are not reimbursed.
  • SatCen may request additional evidence or clarifications within a short period, so all supporting documents should be ready before submission.
  • The contracting authority may amend the timetable or documents. Applicants must monitor the live portal record and published questions and answers.

Recommended applicant preparation plan

  1. 1Confirm EU or EEA establishment, legal capacity, Participant Identification Code and EU Login access.
  2. 2Check that the average annual turnover exceeds €360,000 for the relevant three closed financial years.
  3. 3Confirm public liability insurance of at least €300,000 and obtain documentary evidence.
  4. 4Identify at least three comparable office cleaning contracts completed in the previous five years.
  5. 5Secure satisfactory completion certificates or signed client statements for at least two of those contracts.
  6. 6Verify the validity and scope of ISO 9001, ISO 14001 and ISO 45001 certificates or prepare equivalent policy evidence where accepted.
  7. 7Obtain current criminal record, tax compliance and social security certificates for all entities that must provide them.
  8. 8Build a labour cost model reflecting staff transfer, seniority, collective agreement obligations, holiday cover and security-related staffing constraints.
  9. 9Prepare the 20 page technical proposal around Q1 to Q5 and include measurable commitments rather than generic company descriptions.
  10. 10Complete the price model using unconditional prices excluding VAT and test the evaluation formula.
  11. 11Identify all consortium members and subcontractors before submission and collect required declarations and letters of intent.
  12. 12Submit early enough to resolve eSubmission, file-format or authentication issues and retain the official electronic receipt.

Overall suitability conclusion

This is a credible opportunity for a medium-sized or larger Spanish or EEA cleaning services provider with established public or corporate office experience. It is less suitable for a small operator without turnover above €360,000, the required certifications, sufficient insurance, comparable references, or the capacity to take on transferred staff and provide resilient cover. The strongest tenders will combine a competitive first-year price with a highly specific operational plan demonstrating continuity, security awareness, measurable quality control, environmental performance and a low-risk transition.

Official documents and source materials
