Financial, commercial and operational considerations

Payment:invoice after delivery and acceptance; electronic invoicing via Commission platform or PEPPOL. Currency: Euro. Price basis: catalogue public prices minus contractual discount; bordereau de prix must be completed for the evaluation basket. Prices are fixed for year one; from year two catalogue price changes may be applied annually with notice and the contractual discount continues to apply. Tender prices must be exclusive of VAT in line with EU privileges and immunities. No financial guarantees specified as mandatory in the call documents. Liquidated damages and remedies are defined in the draft contract (daily delay penalties, up to specified caps, price reductions for quality shortfalls, execution by substitution if necessary). Insurance requirements and personnel qualifications are included in the draft contract and specifications.

Risk areas and compliance checkpoints

  1. 1Exclusion grounds and sanction risks: false declarations, sanctions compliance (Russia-related restrictions), insolvency, fraud, corruption and other exclusion grounds under the Financial Regulation articles quoted in the tender (Annexes and clauses).
  2. 2Technical compliance verification: tenderers must provide technical datasheets and certificates; failure to comply with mandatory minimum specifications leads to exclusion of the offer.
  3. 3Delivery and installation constraints: buildings have internal handling rules and lifts; supplier must ensure appropriate handling equipment and staff competence for on-site installation.
  4. 4Data protection obligations: supplier must comply with EU data protection provisions for any personal data processed during contract performance.
  5. 5Subcontractor acceptance: subcontractors may be rejected if they fail exclusion/selection checks; replacement requires written approval.

Structured answers to the categorisation questions

Eligible Applicant Types:The opportunity is open to legal persons and natural persons established in EU Member States and to economic operators from third countries with access under public procurement agreements. Eligible applicant types include manufacturers, suppliers, installers, SMEs, large enterprises, consortia or joint ventures, research not applicable, non-profits not targeted. Groupings of economic operators are allowed and must supply supporting annexes; subcontractors are permitted and must be declared. The call explicitly allows groupings and use of capacities of other entities.

Funding Type:This is a procurement contract (supply framework agreement). The primary financial mechanism is procurement of supplies leading to commercial payments under a framework agreement.

Consortium Requirement:The framework agreement will be signed with a single contractor. However, joint offers (groupements d'opérateurs économiques) are allowed; if a grouping is awarded, the consortium must justify form and may be required to adopt a specific legal form before signature. So the requirement is single-award but consortium offers permitted.

Beneficiary Scope (Geographic Eligibility):Geographic eligibility is primarily EU Member States. The procurement is interinstitutional and open to entities from third countries that have procurement access agreements with the EU. Deliveries will be in Belgium, Luxembourg and France (Strasbourg) and potentially to other Member States and the UK (EPLOs).

Target Sector:Target sector is supplies for facilities, furniture and fixtures for institutional buildings: manufacturing and installation of metal furniture, lockers, shelving and associated accessories. Main industry sectors: manufacturing, furniture and fittings, building services, logistics and installation services.

Mentioned Countries:Explicitly mentioned locations: Belgium (Brussels), Luxembourg, France (Strasbourg). The United Kingdom is mentioned as a possible delivery location for EPLOs. The contracting institutions are EU bodies located in Luxembourg, Brussels and Strasbourg.

Project Stage:Commercial supply and installation; expected maturity: commercial production and installation readiness. This is a procurement for supply, delivery and installation rather than research or development.

Funding Amount:Estimated total contract value: €3,955,000 excluding VAT for the whole duration of the framework agreement (maximum 48 months). Quantity estimates are indicative; only delivered items will be invoiced. A 10% variation margin is applied for planning.

Application Type:Open tender call. Electronic submission required via the Funding & Tenders Portal eSubmission. No paper or email submissions accepted.

Nature of Support:Monetary contract payments by the contracting authorities for supplies and services ordered under the framework. No grants or non-monetary services provided by the authority; winning contractor will receive payment for delivered and accepted goods and installation services.

Application Stages:Applicants progress through at least these stages: 1) submission via eSubmission; 2) public opening; 3) administrative and technical evaluation including possible requests for clarification; 4) award decision and notification; then contract signature and implementation via purchase orders. This translates to typically 4 main stages.

Success Rates:Not published. As a single-award open procedure with documented minimum requirements and weighting, success rates depend on number and quality of bidders; no historical success rates provided in the call documents.

Co-funding Requirement:No co-funding is required from applicants. The procurement is fully funded through institutional budgets; suppliers bid to provide goods/services for payment. Financial capacity evidence is required (minimum turnover) but this is not a co-funding requirement.

Templates and application form structure (detailed):Templates provided in the procurement documents that must be used or completed where indicated: Invitation letter, Tender specifications (CdC) including Annexes I–X, Bordereau de prix (Excel financial offer form) to be completed for the evaluation basket and to state the catalogue discount, Draft contract and annexes, Modèle de bon de commande, Financial identification form (Signalétique financier), Declaration templates (Annex III exclusion, Annex VI subcontractors, Annex V groupings, Annex VII engagement). Applicants should structure their submission as follows: 1 Administrative folder: signed Annex III, registration extract, PIC, proof of legal status, financial ID form and bank evidence; 2 Selection evidence: financial statements, turnover evidence, list of references and client attestations; 3 Technical compliance folder: compliance matrix against Annex I specifications, technical data sheets, certificates and samples/showroom address or willingness to provide samples within 30 days; 4 Catalogue and pricing: electronic catalogue, Bordereau de prix fully completed, statement of discount rules; 5 Contractual acceptance: signed engagement and acceptance of contract draft and general terms. Ensure all Annexes are completed and included in the eSubmission package and that file names follow eSubmission system requirements.

What the contract covers

The contract is for the supply and installation of metal lockers, shelving, cubby units, benches, lockers for laptops, tablets and phones, and associated accessories. The end users are mainly security services, catering, technical services, sports facilities and reception areas. The contracting authorities also require a public catalogue from which institutions can order under the framework agreement, with the contractual discount applied to all applicable items.

Who can apply

  • Economic operators established in an EU Member State or in a third country that has a public procurement agreement with the EU allowing access to this market.
  • Single tenderers and joint tenders are both allowed.
  • Subcontracting is allowed, but must be declared and documented.
  • The contract is not marked as SME suitable, so SMEs may participate but the procedure is not reserved for them.
  • Applicants must use an EU Login account for electronic submission, and a PIC is required for the tenderer and, where relevant, for each consortium member.

Selection and compliance requirements

  • Legal and regulatory capacity: the tenderer must be registered in the relevant professional or commercial register.
  • Financial capacity: minimum annual turnover of €1,000,000 in the relevant field, calculated over the two last closed financial years, cumulated in the case of a consortium.
  • Technical capacity: at least 2 years of experience in similar deliveries.
  • Evidence: financial statements for the last two closed years, proof of registration, a list of comparable deliveries from the last 2 years, and declarations from the two largest clients.
  • Exclusion grounds: standard EU financial regulation exclusion rules apply, including bankruptcy, tax or social security arrears, grave professional misconduct, fraud, corruption, criminal organisation, money laundering, terrorism, child labour, trafficking, serious contractual breach and obstruction of audits or investigations.
  • Restrictive measures: tenderers and their subcontractors or suppliers must comply with EU Russia sanctions and related restrictions, and a signed declaration is required.
  • The contracting authority may request supporting documents within 14 calendar days, and may reject the offer if valid evidence is not provided in time.

Award criteria and pricing

The award uses a best price-quality ratio model. Price counts for 70 percent and quality for 30 percent. The quality score is split into two criteria. Criterion 1, range and clarity of the catalogue, is worth up to 20 points and includes product breadth, accessories, technical storage solutions and the usability of the catalogue. Criterion 2, design quality and diversity, is worth up to 10 points. Any tender scoring below 5 points on Criterion 1 is unacceptable. The report also states that compliant tenders receive a base score of 70 points, to which quality points are added, and the final comparison uses the formula (70 plus Q) divided by P, where P is the price in euros.

Performance, technical and commercial conditions

  • Initial framework term: 12 months, renewable three times, for a maximum total duration of 48 months.
  • The framework contract will be signed with a single contractor.
  • Orders will be placed by the participating institutions through call-off orders under the framework agreement.
  • Prices are firm and non-revisable during the first year. From the second year onward, the catalogue prices may be updated once per year according to the latest public catalogue, while the agreed discount remains applicable.
  • Prices must be quoted in euros, excluding VAT and other equivalent taxes.
  • The offer must include delivery, unloading, unpacking, assembly, on-site installation, verification of electronic locks where relevant, and removal of packaging.
  • The standard delivery time is a maximum of 35 working days for standard items, with possible adaptation for large, specific or supply-chain constrained orders.
  • A mechanical and corrosion warranty of at least 5 years is required.
  • Variants are not allowed.
  • No financial guarantees are requested.
  • The contractor must respect environmental obligations linked to the European Parliament EMAS system and the equal opportunities and diversity policy.

Technical scope in brief

The specifications require metal structures with defined minimum thicknesses, powder coating, durable locking systems, appropriate ventilation, and in some cases FSC or PEFC certified wood or equivalent sustainable certification for wood-based doors. The catalogue must cover several mandatory configurations, including Z-type lockers, clean and dirty compartment lockers, straight lockers, firefighter lockers, benches with hooks, metal shelving, lockers for laptops and phones, and a set of lock types, including electronic PIN locks, mechanical locks, cylindrical locks with replicable keys, padlock turns and mechanical code locks. The contract also allows the contracting authority to request samples or a showroom inspection if needed.

Documents and evidence to prepare

  • Invitation letter.
  • Tender specifications and technical specifications.
  • Financial offer form or price schedule.
  • Draft framework contract and draft order form.
  • Financial identification form.
  • Declarations on exclusion grounds, selection criteria, subcontractors and sanctions compliance.
  • Technical sheets for the proposed items and locks, together with certificates showing compliance with the required standards.
  • The full public catalogue and price list, because the catalogue itself is part of the qualitative evaluation.

Important applicant takeaways

  • This is a procurement opportunity, not a grant, so the successful bidder will supply goods and installation services under a framework contract.
  • The live deadline in the published notice is 6 November 2026 at 16:00 Luxembourg time, while an additional scraped timestamp of 1 January 2026 appears inconsistent and should not be treated as the operative deadline.
  • Competition is likely to be strongest on catalogue breadth, product design, price competitiveness and the ability to deliver and install across multiple EU locations.
  • The contract is interinstitutional, so the resulting framework can be used by several EU institutions, increasing potential call-off volume over the 48-month period.
