Exclusion Grounds
Bidders must submit a signed declaration on honour (Annex III of the tender specifications) confirming they are not in any exclusion situation. Exclusion grounds include bankruptcy or insolvency proceedings, failure to pay taxes or social security contributions, serious professional misconduct, fraud, corruption, criminal offences, money laundering, terrorist financing, child labour or human trafficking, serious breach of contractual obligations, irregularities, unlawful creation of entities to evade legal obligations, and obstruction of investigations or audits. 2
Additionally, bidders must declare compliance with restrictive measures adopted pursuant to Article 29 of the Treaty on European Union or Article 215 of the Treaty on the Functioning of the European Union. Specifically, bids from Russian nationals, Russian-established entities, entities more than 50 percent owned by Russian entities, or entities acting on behalf of such entities are prohibited unless an exception is authorized by competent authorities. The same applies to state-controlled Russian entities listed in Annex XIX of Regulation (EU) No 833/2014 and entities outside the Union more than 50 percent owned by such listed entities.
Selection Criteria - Legal and Regulatory Capacity
All bidders must be registered in their professional register or commercial register in their country of establishment. Proof of such registration must be provided with the tender.
Selection Criteria - Financial and Economic Capacity
Bidders must demonstrate sufficient financial and economic capacity to execute the contract. The contracting authority requires minimum average annual turnover for the three financial years preceding the tender publication date, calculated specifically for each lot as follows: Lot 1 (€3,500,000), Lot 2 (€1,200,000), Lot 3 (€2,150,000), Lot 4 (€1,350,000), Lot 5 (€1,400,000), Lot 6 (€1,850,000), and Lot 7 (€107,000). Turnover must have been achieved in the specialty domain of the lot for which the offer is submitted.
Bidders must provide certified financial statements for the three preceding financial years, a completed financial information sheet (Annex VII), and proof of professional liability insurance and ten-year guarantee insurance demonstrating adequate coverage of risks related to the works covered by the relevant lot.
Selection Criteria - Technical and Professional Capacity
Bidders must demonstrate sufficient technical and professional capacity. Required experience includes work performed during the three years preceding tender publication in construction works and/or maintenance services similar to those covered by the contract for the relevant lot, with at least one contract of the same type in a public-use building (ERP - Etablissement Recevant du Public) during this period. References must cover a real estate portfolio with a total area of at least 15,000 square meters, with at least one ERP reference exceeding 5,000 square meters.
Bidders must demonstrate average staffing levels during the three years preceding tender publication as follows: Lot 1 (33 persons), Lot 2 (11 persons), Lot 3 (20 persons), Lot 4 (13 persons), Lot 5 (13 persons), Lot 6 (17 persons), and Lot 7 (1 person). The company must have an internal quality management system and a designated quality manager. Certification or qualification in the relevant field (Qualibat, Afnor, Präqualifikation, EN-ISO sectoral standards, or equivalent) is required.
Bidders must submit a list of works and/or maintenance services executed during the three preceding years indicating amounts, real estate portfolio area, execution dates and locations, certificates of proper execution from clients for ERP buildings, a statement of average annual staffing and management personnel levels, a description of internal quality management organization with staff qualifications, and relevant professional certifications.
Reliance on Third-Party Capacity
Under Article 18.6 of Annex I to the Financial Regulation, bidders may rely on the financial, economic, technical, or professional capacity of other entities regardless of the legal nature of their relationship. Bidders must prove to the contracting authority that they will have the necessary means for contract execution by providing written commitments from these entities to place their resources at the bidder's disposal. All entities on which a bidder relies must submit declarations on honour and proofs of non-exclusion and capacity equivalent to those required of the bidder. When relying on third-party capacity for technical and professional criteria, those entities must execute the works for which their capacity is required. When relying on third-party capacity for economic and financial criteria, the bidder and third parties must be jointly and severally liable for contract execution.
Award Criteria and Evaluation
The contract will be awarded to the economic operator submitting the lowest-priced offer. The ranking criterion is the total price appearing in the price schedule at the bottom of the 'Price Schedule' tab, which consolidates prices from the 'Outside Schedule' and 'Fixed Maintenance' tabs.
An offer is considered acceptable if its price satisfies the following acceptability criterion: Offer Price is less than 1.5 times the estimated value for the lot. Estimated quantities in the price schedule are used only to establish offer ranking and contract award but do not constitute a commitment by the contracting authority during contract execution. The maximum contract amount for each lot is specified in the tender documents, with the understanding that the contracting authority has no obligation to place orders.
Tender Documents and Submission
All tender documents are published in French on the EU Funding & Tenders Portal at [[ec.europa.eu. Documents include an invitation letter, administrative clauses (cahier des clauses administratives), commitment form (cahier d'engagement), technical specifications (spécifications techniques), technical data sheets (fiches techniques), technical annexes, price schedules (bordereaux de prix), draft framework agreement, and model purchase order template.
Bidders must ensure their offers contain all information and documents requested by the contracting authority at submission, as specified in the tender documents. After submission but before the deadline, bidders may withdraw an offer definitively or withdraw and replace it with a new one. eSubmission will provide a withdrawal receipt as proof. Costs incurred in preparing and submitting offers and attending the opening session are entirely the bidder's responsibility and will not be reimbursed.
Tender Opening and Evaluation Process
Offers will be opened in public session on 1 September 2026 at 09:00 Central European Time. Bidders may attend the opening session by videoconference or in person at the location specified in the tender notice. Maximum two representatives per offer are permitted. Bidders wishing to attend must request access by email to inlo.str.cmp@europarl.europa.eu within the shortest timeframe and no later than two working days before the scheduled opening session. For videoconference attendance, bidders must provide the full name and email address of each representative. For in-person attendance, bidders must provide full name, date of birth, nationality, and identification document number.
The public portion of the opening session is strictly limited to verification of each offer's compliance with submission procedures, announcement of bidder names (all members in case of joint offers), and announcement of the total price of each offer. Bidders not present may request information about announced details by email to inlo.str.cmp@europarl.europa.eu. Once opened, offers become the property of the contracting authority and are treated confidentially.
During the evaluation phase following offer opening, the contracting authority reserves the right, in justified cases and within limits set by Regulation (EU, Euratom) 2024/2509, to contact bidders who have not submitted required supporting documents or made required declarations, allowing them to provide missing documents, information, or clarifications. Such information, documents, clarifications, or confirmations must not substantially modify the offer.
Communication and Contact During Procurement
During the entire procedure, contact between the contracting authority and bidders is authorized only exceptionally under specific conditions. During the submission phase, bidders may request additional information strictly for clarifying tender documents through the 'Create a question' function in the Questions & Answers section of the F&T Portal. The contracting authority is not obligated to respond to requests for additional information received fewer than six working days before the tender submission deadline. The contracting authority may, on its own initiative, inform interested parties of any errors, imprecisions, omissions, or other material insufficiencies in tender document drafting. All additional information will be published on the F&T Portal, and bidders are responsible for verifying updates and modifications during the submission period.
Bidders will be informed of the tender procedure results by email to the address provided in the commitment form (section 8 'Bidder Email Address') at submission. This same email address will be used by the contracting authority for all other communications with the bidder. Bidders must provide a valid email address and regularly check their mailbox.
Data Protection
If responding to the tender invitation involves recording and processing personal data (such as name, address, and CV), such data will be processed in accordance with Regulation (EU) 2018/1725 of 23 October 2018 on the protection of natural persons with regard to the processing of personal data by Union institutions, bodies, offices and agencies and on the free movement of such data. Unless otherwise indicated, personal data will be processed solely for evaluation purposes under this tender by the Directorate-General for Infrastructure and Logistics acting as data controller. 3
To exercise rights under Regulation (EU) 2018/1725, to provide comments or questions, or to lodge complaints concerning collection and use of personal data, bidders may contact the data controller at inlo.str.cmp@europarl.europa.eu, explicitly specifying the subject of the request. If a bidder is in a situation covered by Article 138 of the Financial Regulation, their personal data may be recorded in the Early Detection and Exclusion System (EDES). Contract Execution and Key Terms
The contract is a framework agreement without reopening of competition, with a maximum duration of 66 months. Contract execution begins only after the framework agreement is signed. Any contract renewal will be conducted under conditions specified in the contract. The contracting authority does not require financial guarantees.
The contractor must strictly comply with applicable environmental legislation in the contract domain. The contracting authority applies the EMAS environmental management system in accordance with Regulation (EC) No 1221/2009. The contractor must ensure that all personnel assigned to contract work receives necessary and appropriate professional training (technical, safety, and environmental) regarding compliance with safety rules, correct handling of equipment and products, and measures to take in case of mishandling or other incidents. The contractor must provide information to Parliament staff on environmental measures concerning products used in contract execution when requested.
The contractor commits to implementing a policy promoting equality and diversity during contract execution, ensuring full application of non-discrimination and equality principles enshrined in EU treaties. The contractor must create, maintain, and promote an open and inclusive work environment respecting human dignity and equal opportunity principles, focusing on three priority areas: gender equality, employment and integration of persons with disabilities, and elimination of recruitment obstacles and potential discrimination based on sex, race or ethnic origin, religion or belief, disability, age, or sexual orientation.
Important Notes for Applicants
The invitation to tender does not constitute any commitment by the contracting authority. The contracting authority's contractual obligation arises only upon signature of the contract by both parties. The contracting authority may cancel the procurement procedure until contract signature without bidders being entitled to any compensation. Such cancellation must be justified and bidders must be informed. Offer validity is specified in the tender notice; bidders cannot modify offer conditions during this period. Submission of an offer constitutes acceptance of all conditions in tender documents and waiver of the bidder's own general or specific terms. The offer binds the bidder during contract execution if the bidder becomes the award recipient.
As of 30 June 2026, two-factor authentication will be required to access EU Login accounts. Two-factor authentication can be activated from the Security settings of the account in the F&T Portal. For technical support regarding eSubmission, bidders should use the latest versions of Google Chrome or Mozilla Firefox browsers. File attachments must be less than 50 MB in size, and the system accepts a maximum of 200 documents per tender submission. 4
Bidders should familiarize themselves with the eSubmission system and its requirements well in advance, particularly regarding accepted file formats. No tender can be submitted via eSubmission after the submission deadline specified in the tender notice and/or on the F&T Portal. Bidders are advised to submit well before the deadline to avoid technical issues.

All tender documents and the eSubmission portal are accessible at [[ec.europa.eu. Bidders must have an EU Login account to subscribe to calls for tenders, submit questions, and submit tenders electronically. Creating an EU Login account requires only an email address and password. For more information, bidders should consult the EU Login help page available in all EU languages. Questions about the tender should be submitted through the Questions & Answers section of the portal by 10 June 2026 at 23:59 Central European Time.
