Executive Summary

This is an EU public procurement tender, not a grant scheme. The European Commission Joint Research Centre intends to establish a single framework agreement for masonry, plastering, fire protection related works and concrete repair works at the JRC Karlsruhe site in Eggenstein-Leopoldshafen, Germany. The procurement is conducted through an open procedure and the contract is expected to be awarded solely on the basis of the lowest compliant price.

The estimated maximum value is €1.25 million for the full framework term. The framework is planned for an initial period of 12 months and may be renewed up to three times, with a maximum overall duration of 48 months. The stated value is an estimated ceiling and does not guarantee that the contractor will receive work or that the full amount will be ordered.

The official opportunity page and all procurement documents are available through the EU Funding and Tenders Portal opportunity page.

Scope of the Procurement

The contractor will provide recurring masonry and plastering services in buildings operated by the JRC Karlsruhe. The scope also includes works with relevance to fire protection and concrete repair, in accordance with the detailed technical specifications and individual orders issued under the framework agreement.

The procurement is not divided into lots. The successful tenderer will therefore need to demonstrate sufficient capacity to cover the combined operational, technical, safety and professional requirements of the full scope.

The tender documentation does not permit variants. Alternative solutions or deviations from the specified solution may be disregarded by the contracting authority.

The framework arrangement will support future recurring purchases through individual contracts or purchase orders. Signing the framework agreement does not oblige the JRC to place any minimum volume of orders.

Some labels were not reliably extracted from the spreadsheet, so tenderers must use the original financial offer form and complete every required field exactly as instructed.

Who Can Apply

Any natural or legal person capable of providing the required services may submit a tender, either individually or as part of a group of economic operators. A specific legal form is not required for submitting an individual tender.

Participation is open to entities established in EU Member States and, subject to the applicable access rules, entities established in countries covered by a relevant public procurement agreement with the European Union. The tender documents also refer to access for entities established in countries eligible under the Euratom research and training programme, where the relevant association or participation conditions apply.

Tenderers must identify their country of establishment and provide documents proving establishment, legal capacity and signing authority. All participating organisations must be registered in the European Commission Participant Register and must have a valid Participant Identification Code, known as a PIC.

Joint tenders are permitted. The members must appoint a lead member with authority to act for the group. All members of a joint tender are jointly and severally liable for performance of the entire contract if the tender is successful.

A natural or legal person may not participate simultaneously as an individual tenderer and as a member of another group, or as a member of two different groups, in the same procedure. Offers must be prepared independently and autonomously.

Subcontracting and Reliance on Third Parties

Subcontracting is permitted, but the main contractor remains fully responsible for performance. Named subcontractors must be identified where they provide capacities used to meet selection criteria or where their planned individual share exceeds 20 percent of the contract.

A subcontractor must provide the required commitment letter where applicable. The tenderer must also state the subcontractor's intended role, tasks and expected share of the work.

A tenderer may rely on the capacities of another entity to satisfy selection requirements. The tenderer must demonstrate that the relevant resources will actually be available. For technical and professional capacity, the entity whose capacity is relied upon must perform the works or services for which that capacity is required, unless one of the stated exceptions applies.

The contracting authority may require an entity whose financial capacity is relied upon to sign the contract or provide a first demand financial guarantee. Changes to named subcontractors after the submission deadline generally require prior written approval and must not materially alter the tender.

Mandatory Eligibility and Selection Requirements

Legal and professional capacity

The tenderer must be legally capable of performing the contract and must be authorised to conduct the relevant professional activity. Evidence may include registration in an appropriate commercial or professional register.

Work in controlled areas of the JRC Karlsruhe requires a valid authorisation for activities and employment in third party facilities or installations under section 25 of the German Radiation Protection Act, known as Strahlenschutzgesetz. This requirement applies to the entity that will deploy personnel in the JRC controlled area.

The entity entrusted with the principal work must demonstrate that it is a master craft business in the masonry trade and is a member of a relevant masonry trade association, equivalent association or cooperative. Equivalent evidence from another country may be accepted where appropriate.

Economic and financial capacity

The tenderer must demonstrate an average annual turnover exceeding €600,000 during the last two completed financial years. For a joint tender, this requirement is assessed on a consolidated basis across the participating entities contributing to the capacity.

The entity entrusted with the work must hold professional liability insurance covering personal injury, property damage and financial loss, with coverage of at least €1 million per claim.

Expected evidence includes profit and loss statements for the last two completed financial years for each relevant entity, or equivalent bank statements. The most recent financial year must have ended within the previous 18 months when evidence is requested.

Technical and professional capacity

The tenderer must demonstrate at least two similar projects completed during the five years before the tender deadline. The projects must be comparable in scope and complexity and involve masonry and plastering works in public buildings, industrial facilities, research facilities, nuclear facilities or comparable installations.

The reference list should include the start and end dates, total project value, description and scope, the tenderer's role and the amount invoiced. For ongoing projects, only the portion completed during the relevant reference period is considered.

The proposed team must include one coordinator and two skilled workers, including one replacement worker. The personnel must have completed vocational training as masons or plasterers, or equivalent training. Training may be compensated for a maximum of two persons, including one replacement person, by at least three years of relevant professional experience.

Each proposed coordinator and skilled worker must have at least two years of experience as a mason or plasterer, including concrete repair experience, and at least one year of experience applying fire protection materials, particularly fire protection penetrations or fire stopping in ceilings and walls.

The coordinator must additionally have at least two years of experience as a coordinator, foreman or in an equivalent role. The curriculum vitae for each proposed person must describe the relevant activities and confirm the contractual relationship with the tenderer. Freelancers used to perform defined contract tasks are treated as subcontractors for the relevant procurement purposes.

Exclusion and Integrity Requirements

Tenderers, group members, relevant subcontractors and entities whose capacities are relied upon must not be in an exclusion situation under the EU Financial Regulation. The declaration covers matters such as insolvency, non-payment of taxes or social security contributions, serious professional misconduct, fraud, corruption, money laundering, terrorist financing, trafficking, significant contractual failures, irregularities and obstruction of audits or investigations.

The declaration also covers persons with management, representation, decision-making or control powers and, where relevant, beneficial owners. Tenderers must declare the absence of applicable EU restrictive measures and must disclose any established debt owed to the European Union or Euratom.

Tenderers must declare that the offer was prepared independently and autonomously from other offers in the procedure. False declarations or inaccurate information may lead to rejection, exclusion or financial sanctions.

The declaration on honour is included in the tender documents. Supporting evidence may be requested during the procedure and is expected from the proposed successful tenderer before the award decision. Evidence may include recent criminal record extracts, tax clearance certificates and social security certificates, unless the information can be retrieved from a free national database or was already submitted to the Commission and remains valid.

Submission Requirements

Tenders must be submitted exclusively through the electronic eSubmission system linked to the opportunity. Offers sent by email, post or another channel will not be considered.

An EU Login account is required to access the submission system. Each tenderer and each member of a joint tender must be registered in the Participant Register and must use a valid PIC.

The tender must be submitted in one of the official languages of the European Union. The published binding tender documents are in German and no translations are currently indicated for the seven published procurement documents.

The tender package should be prepared using the official documents, including the invitation letter, administrative specifications, declaration on honour, technical specifications, financial offer form, draft contract and draft contract annex. The required forms must be completed and signed by duly authorised representatives.

The declaration on honour may be signed with a qualified electronic signature compliant with the eIDAS Regulation. Alternatively, the document may be completed electronically, printed, dated and signed by hand, with the original retained for possible later verification.

The eSubmission system issues an official timestamp and submission confirmation. Tenderers should submit well before the deadline and verify that the confirmation has been received. A draft may be edited or deleted before the deadline, and a submitted tender may be withdrawn and replaced before the deadline, but the replacement must contain all required documents again.

Each attachment should comply with the eSubmission technical requirements. The portal guidance indicates that individual attachments must be below 50 MB and that the system permits up to 200 files per tender, subject to the current procedure specific requirements.

Tender validity periodSix months, according to the procurement data

The invitation letter states that the contracting authority is not required to answer requests for additional information received less than six working days before the submission deadline. Tenderers should therefore submit questions considerably earlier and monitor the portal for published clarifications or amendments.

The optional site visit is planned at Hermann-von-Helmholtz-Platz 1, 76344 Eggenstein-Leopoldshafen, Germany. Representatives attending the visit must be registered in advance with their full name, date of birth, nationality and identity card or passport number, generally no later than two working days before the visit.

Tenderers wishing to attend the public opening must request participation by email as soon as possible and no later than three hours before the opening. The request must include representative details, the represented tenderer and the eSubmission confirmation.

Evaluation and Award

The evaluation sequence includes verification of access to the procurement, administrative compliance, absence of exclusion grounds, fulfilment of selection criteria, compliance with the technical specifications and application of the lowest price award criterion.

Only tenders that satisfy all mandatory requirements and are not subject to exclusion will be eligible for award. The lowest price is not sufficient if the tenderer fails a legal, financial, technical, professional, administrative or security requirement.

The procurement data identifies the price criterion as carrying 100 percent of the award weighting. There is no indication of a quality price scoring model. The practical focus is therefore on submitting a fully compliant tender with a competitive total price based on the official financial model.

The contracting authority may request clarifications or missing evidence where permitted, but clarifications may not materially change the tender. The authority may correct an obvious factual error after confirmation by the tenderer where the correction does not change the substance of the offer.

Contractual and Operational Conditions

The successful contractor must comply with JRC security requirements. Personnel may be required to attend security briefings or training and to sign security declarations. Costs connected with security compliance, including any required reliability or security checks, are borne by the contractor.

The contractor must support fraud prevention and detection measures and must pass relevant obligations to subcontractors and personnel. The contractor must also take environmental considerations into account during performance and support applicable Commission environmental management requirements where relevant.

The contractor must apply EU principles of equality, diversity and non-discrimination and maintain an open and inclusive working environment during contract performance.

The procurement documents indicate that electronic ordering, information exchange and electronic payment may be used. The contractor may be required to use an electronic data exchange system designated by the contracting authority without additional cost to the Commission.

The framework agreement is not a commitment by the JRC to purchase a particular quantity. Work will be ordered through individual contracts or purchase orders, and the total expenditure may not exceed the framework ceiling.

Before submission, a prospective tenderer should complete the following actions:

  • Create or verify an EU Login account and register the organisation in the Commission Participant Register.
  • Confirm the organisation's PIC and ensure that legal information and authorised representatives are current.
  • Check that the tenderer and all relevant participating entities satisfy the EU access, exclusion and restrictive measures requirements.
  • Secure evidence of registration in a commercial or professional register.
  • Obtain the required radiation protection authorisation for personnel working in the JRC controlled area.
  • Prepare evidence of master craft status and membership in the relevant masonry trade association or an equivalent body.
  • Verify average annual turnover above €600,000 for the last two completed financial years.
  • Verify professional liability insurance of at least €1 million per claim.
  • Identify at least two comparable projects completed within the last five years and prepare a compliant reference list.
  • Nominate one coordinator and two skilled workers, including one replacement worker, and prepare certificates and detailed curriculum vitae.
  • Identify subcontractors and entities whose capacities will be used, and obtain the required commitment letters.
  • Complete the declaration on honour for every entity for which it is required.
  • Complete the official financial offer form without changing its structure or introducing unauthorised alternatives.
  • Review the technical specifications, draft contract and annexes in full, including payment, confidentiality, audit, security and ordering provisions.
  • Submit the complete tender through eSubmission well before 11 November 2026 at 12:00 Europe/Berlin and retain the official submission confirmation.

Commercial Assessment for Potential Tenderers

This opportunity is most suitable for an established masonry, plastering or building maintenance contractor with experience in sensitive public, industrial, research or nuclear-related environments. The radiation protection authorisation, fire stopping experience, controlled site access and minimum turnover requirement create meaningful entry barriers for small firms without specialist credentials.

The lack of guaranteed workload is a material commercial risk. Tenderers should price labour, mobilisation, supervision, security compliance, insurance, travel, equipment, materials, standby capacity and possible fluctuations in workload without assuming that the estimated quantities will be fully ordered.

The lowest price award method creates strong price pressure, but an abnormally low or operationally unrealistic price may expose the contractor to performance and margin risks over a potentially four-year period. The financial model should be checked against the technical specifications, the draft contract and all expected site compliance costs before submission.

A joint tender or carefully structured subcontracting arrangement may be appropriate where a business has the required masonry capability but lacks radiation protection authorisation, turnover, reference projects, fire protection expertise or sufficient personnel capacity. The roles, responsibilities and supporting evidence must be fixed clearly before submission.

Overall Conclusion

This is a sizeable, specialist EU institutional maintenance procurement with an estimated ceiling of €1.25 million and a possible four-year duration. It offers a recurring work pipeline rather than a one-off project, but there is no guaranteed order volume and the award is based on the lowest compliant price.

The strongest candidates will be able to demonstrate legal and professional capacity, radiation protection authorisation for controlled areas, master masonry qualifications, turnover above €600,000, €1 million liability insurance, at least two relevant recent projects and a qualified coordinator and skilled worker team with concrete repair and fire stopping experience.

The official tender documents remain controlling for all requirements, quantities, contract terms and submission details. Tenderers should rely on the current versions in the EU Funding and Tenders Portal opportunity page and monitor the portal for amendments, clarifications and updated information before submitting.
