What the Procurement Is About

The European Parliament is replacing an expiring previous contract so that architectural and technical projects can continue at its buildings in Bazoches-sur-Guyonne. The successful contractor will provide architectural, engineering, building design, technical consultancy and related project support services as required under the framework agreement.

The detailed scope is governed by the tender specifications, technical specifications, draft framework contract, pricing schedules, case study documents and annexes published with the opportunity. The procurement concerns one lot, identified as LOT-0001.

The framework agreement is expected to have an initial duration of 12 months and may be renewed three times, subject to the conditions in the draft contract, resulting in a maximum duration of 48 months. Work may begin only after the contract has been signed by both parties.

Eligible Applicants

Participation is open to natural persons, legal persons and public entities established in an EU Member State. Participation may also be possible for entities established in a non-EU country where an applicable agreement with the European Union grants access to the relevant public procurement market.

Applicants must identify their country of establishment or domicile and provide evidence of their legal origin and eligibility under the applicable national law. The tender documents do not identify the opportunity as being limited to a particular company size, although the procurement documentation requires tenderers to declare whether they qualify as an SME.

Joint tenders by groups of economic operators are permitted. Each member must provide the required evidence concerning access to the market, exclusion grounds and selection criteria. Members of a successful group may be required to adopt an appropriate legal form and must accept joint and several liability for performance of the contract.

Applicants may rely on the financial, economic, technical or professional capacity of other entities, provided they demonstrate that the necessary resources will be made available for contract performance. The contracting authority may reject reliance on third-party capacity where the undertaking or the supporting entity’s capability is not adequately demonstrated.

Eligibility and Exclusion Conditions

Each tenderer must submit the required declaration on honour covering exclusion and selection criteria. The contracting authority may request supporting evidence during the procedure, including updated documentation relating to the tenderer, its owners, controlling persons, subcontractors and entities whose capacities are relied upon.

Tenderers must not be subject to relevant exclusion situations under Articles 138 to 143 of Regulation (EU, Euratom) 2024/2509. These include insolvency, non-payment of taxes or social security contributions, serious professional misconduct, fraud, corruption, criminal organisation, money laundering, terrorism-related offences, child labour, serious contractual failures and certain irregularities affecting EU financial interests.

Tenderers, subcontractors, suppliers and supporting entities must also comply with applicable EU restrictive measures concerning Russia. The required declaration concerning restrictive measures must be completed and submitted with the tender. Non-compliance can lead to rejection and potentially administrative sanctions.

Professional and Legal Capacity

A tenderer must be registered in the relevant professional or commercial register in its country of establishment. For construction-related submissions in France, the tender documents require evidence of registration in the professional or commercial register and a certificate of registration with the French architects’ professional body.

For a joint tender, each member must provide evidence that it is legally authorised to perform the activities relevant to the part of the contract for which it is responsible.

Financial and Economic Capacity

A single tenderer must have achieved a minimum annual turnover of €125,000 in the field of project management and technical engineering offices during each of the three most recently closed financial years.

For a group of economic operators, each member must have achieved a minimum annual turnover of €80,000 in the relevant field during each of the three most recently closed financial years.

Tenderers must hold valid professional civil liability insurance and ten-year liability insurance. The contracting authority may reject an offer if the financial information indicates that the tenderer lacks sufficient capacity to perform the contract.

The expected evidence includes financial statements for the three most recently closed financial years, a declaration of overall turnover and relevant-sector turnover, and valid insurance certificates.

Technical and Professional Capacity

The minimum technical and professional team must include the following profiles, each with at least 10 years of experience in the relevant field: an architect, a civil engineer and a special technical systems engineer.

The required evidence includes professional experience declarations using the prescribed annex, together with evidence of registration with the architects’ professional body for the proposed architect.

Subcontracting is permitted for specific assistance and advisory services and for specialist areas such as asbestos project management, geotechnical services, acoustics, catering equipment, audiovisual systems, complex existing-condition surveys, specialist IT equipment, landscaping and other cases considered individually by the contracting authority.

The tender should identify, as far as possible, the proportion of work to be subcontracted and the identity of intended subcontractors. The prescribed subcontractor declaration must be completed where subcontracting is used. Subcontractors and supporting entities remain subject to applicable exclusion, sanctions and eligibility requirements.

Additional Quality Requirements

The tender allows the proposed team to obtain additional quality points for demonstrated expertise in areas including acoustics, building physics, thermal performance, energy efficiency, bioclimatic design, environmental and sustainable development, environmental certifications, life-cycle assessment, circular economy, water management, biodiversity, climate adaptation, geotechnics, accessibility, fire safety, BIM, specialist construction techniques, building envelopes, heritage restoration, construction economics, construction planning, site management, landscape and external works.

Additional expertise must be demonstrated through projects completed during the previous three years and must be directly linked to the proposed team members who satisfy the minimum capacity requirements. A maximum of 10 expertise areas may be presented in a document of no more than 5 pages. Exceeding the page limit results in a deduction of 1 point per additional page.

Award Criteria

CriterionMaximum scoreAssessment approach
Price60 pointsThe lowest priced offer receives 60 points. Other offers are scored using the formula lowest offer price divided by evaluated offer price multiplied by 60.
Additional team expertise20 pointsTwo points per demonstrated additional expertise, up to 10 eligible areas and a maximum of 20 points.
Case study20 pointsAssessment of the proposed response to the case study, including architectural, functional, technical and environmental quality, integration with the existing building, materials, equipment, accessibility, energy performance and building services.
Total100 pointsThe contract is awarded to the tender offering the best price-quality ratio.

The case study must be submitted in a maximum of 5 A3 pages. It is assessed against the quality of the proposed design, suitability for the intended use, respect for the existing building, integration into an emblematic building, choice of materials and equipment, environmental and energy performance, Design for All, signage, electrical systems, heating, ventilation, air conditioning and sanitary systems, as well as clarity and graphical quality. Exceeding the page limit results in a deduction of 1 point per additional page.

Financial Conditions

The estimated overall value of the framework agreement is €250,680 over the maximum four-year period. This is an estimated procurement value and not a guaranteed grant or guaranteed payment to the successful contractor. Actual remuneration will depend on services ordered and the terms of the framework contract.

Prices must be submitted without VAT and equivalent taxes, in accordance with the applicable privileges and immunities of the European Union. The contracting authority does not require a financial guarantee.

No grant funding rate, co-financing rate, reimbursement percentage or fixed beneficiary award is applicable because this is a services procurement procedure rather than an EU funding call for proposals.

Framework Agreement and Contract Operation

The framework agreement will be concluded without reopening competition. The available information indicates that the agreement will operate through orders issued under the framework contract, using the applicable pricing and contractual mechanisms set out in the procurement documents.

Electronic ordering and electronic payment are indicated for the contract. The framework agreement will not create a contractual obligation for the European Parliament until the contract has been signed by both parties. The contracting authority may cancel the procedure before signature without an obligation to compensate tenderers, provided the cancellation is justified and communicated.

A compulsory site visit is scheduled for 17 November 2026 at 09:30 at 7, Chemin du Vieux Pressoir, 78490 Bazoches-sur-Guyonne, France. At least one representative of each economic operator must attend. Offers from operators that did not attend the compulsory visit will be considered inadmissible.

A maximum of two representatives per economic operator may attend. The proposed attendees’ full names, dates of birth, nationalities and identity card or passport numbers must be sent to inlo.str.cmp@europarl.europa.eu at least five working days before the visit.

The metadata supplied for the opportunity also contains a date of 1 January 2027. The detailed portal record and procurement documents identify 11 January 2027 at 16:00 Europe/Paris as the operative deadline for receipt of tenders. Applicants should rely on the live portal record and the timestamp shown on the eSubmission receipt.

Submission Requirements

Tenders must be submitted exclusively through the eSubmission application accessible from the opportunity page. Submissions by email, post, letter or any other channel will be rejected.

Each tenderer, and each member of a joint tender, must be registered in the European Commission Participant Register and must use a valid nine-digit Participant Identification Code. An EU Login account is required to access the procurement area, submit questions and complete the electronic tender submission.

The submission should include all information and documents required by the contract notice and tender documents at the time of submission. Applicants should prepare the administrative forms, declaration on honour, financial identification information, financial data, group information where relevant, subcontractor declarations, restrictive measures declaration, professional experience declarations, pricing schedule, additional expertise statement and case study.

Only one tender per tenderer will be considered unless the tender documents expressly permit variants or multiple tenders. If a tenderer submits more than one tender and does not withdraw earlier submissions, only the latest tender will be considered. A replacement tender must contain all required information and documents and cannot rely on an earlier submission to complete or correct it.

Applicants should submit well before the deadline because the eSubmission system cannot accept tenders after the closing time. The electronic submission receipt, including its official timestamp, is the evidence that the tender was received on time. Tender preparation and submission costs are borne by the tenderer and will not be reimbursed.

Language

Tenders may be submitted in any official language of the European Union. The procurement documents are available in French and English. The French version is identified in the invitation letter as the authentic version that prevails where language versions differ.

Environmental and Social Conditions

The successful contractor must comply with applicable environmental legislation and the European Parliament’s environmental policy, including requirements associated with the Parliament’s EMAS environmental management system. The contractor may be required to demonstrate that personnel assigned to the contract have received appropriate technical, safety and environmental training.

The contractor must support equal opportunities and diversity in contract performance. This includes non-discrimination, equal treatment of women and men, inclusion of persons with disabilities and elimination of discrimination based on sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation.

Key Applicant Risks and Compliance Points

The compulsory site visit is a strict admissibility condition. Missing the visit can make the tender inadmissible regardless of price or technical quality.

The financial thresholds must be met for each of the three relevant financial years. Groups should verify that every member meets the €80,000 annual relevant turnover threshold and that the group has the required combined capability.

The minimum team must include the specified architect, civil engineer and special technical systems engineer, each with at least 10 years of relevant experience. The evidence must clearly connect each person to the required professional experience.

Page limits for the additional expertise document and case study are scored requirements. Exceeding the limits causes direct point deductions and may weaken the clarity of the submission.

The tender price is important because it carries 60 percent of the total score, but a technically weak or poorly presented offer can lose the 40 quality points available for team expertise and the case study.

Applicants must verify ownership, control, subcontractor and supplier structures against applicable restrictive measures. The required declaration must be complete and consistent with the information provided elsewhere in the tender.

Recommended Application Approach

  1. 1Confirm that the organisation or each consortium member has valid Participant Register registration and a PIC.
  2. 2Register for EU Login and subscribe to the opportunity so that amendments and clarifications are received.
  3. 3Attend the compulsory site visit and submit the required identity details at least five working days in advance.
  4. 4Prepare evidence of professional registration, architects’ registration where applicable, insurance coverage and the three years of financial information.
  5. 5Assemble the required minimum team and document at least 10 years of relevant experience for each mandatory profile.
  6. 6Decide whether specialist subcontractors are needed and disclose their identities, roles and expected share of the work.
  7. 7Develop a pricing strategy that is competitive while remaining consistent with the scope, staffing and framework contract obligations.
  8. 8Select no more than 10 additional expertise areas and demonstrate each with a relevant project completed during the previous three years.
  9. 9Prepare the case study within the maximum 5 A3 page limit and address every assessment subcriterion directly.
  10. 10Complete all declarations, forms, annexes and pricing schedules in the formats required by the tender documents.
  11. 11Submit through eSubmission well before 11 January 2027 at 16:00 Europe/Paris and retain the electronic receipt.

Required Procurement Documents

The portal record identifies the invitation letter, tender specifications, administrative specifications, technical specifications, draft contract, draft contract annexes, financial offer forms, pricing schedules, case study documents and supporting annexes as relevant documents. Applicants should treat the complete set of documents as binding and should check the portal for amendments before submission.

The main portal record is available at PRESTATIONS ARCHITECTURALES ET TECHNIQUES A BAZOCHES. The English invitation letter is available at Invitation to Tender. The English tender specifications are available at Tender Specifications.

Overall Assessment

This is a focused professional services procurement suitable for established architecture and engineering practices, multidisciplinary teams and consortiums able to demonstrate French or equivalent professional eligibility, financial stability, insured delivery capacity and experienced personnel. The opportunity is particularly suited to organisations combining architectural design, civil engineering, building services engineering and specialist expertise in heritage, sustainability, energy performance, accessibility and building refurbishment.

The principal barriers to entry are the mandatory site visit, the required professional registrations, the relevant annual turnover thresholds, the three mandatory senior profiles, the extensive administrative evidence and the need to deliver a concise but technically strong case study. The opportunity offers a potentially valuable four-year relationship with a major EU institutional contracting authority, but the estimated value should be treated as a ceiling or planning estimate rather than a guaranteed revenue commitment.
