Eligibility and Who Can Participate

Open to all economic operators from EU/EEA/GPA countries. Joint tenders allowed (with power of attorney to lead). Subcontracting permitted (questionnaire required if >10% value; supplier remains responsible). EU Login and PIC required for eSubmission.

Exclusion Criteria

  • Declaration on honour of no exclusion grounds (EU Early Detection and Exclusion System checked). Provide proofs on request.
  • No grave professional misconduct, conflicts of interest, etc.

Selection Criteria

  • Economic/financial: Positive pre-tax results last 3 years; average annual turnover >= €875,000 last 3 years for similar supplies.
  • Technical/professional: Proof of max 5 similar contracts (partitions supply) total >= €1,050,000 last 3 years (references with contacts); ISO 9001 quality certification (accredited).

Award Criteria

Lowest price among technically/administratively compliant offers. Compliance checked via technical docs (C2C certs, PEFC/FSC, formaldehyde-free declarations, fire/acoustic tests, installation manuals). Offer validity: 6 months.

Contract Details

Type/Duration:Single framework agreement, max 48 months. Specific contracts via ePortal requests (response within 5 working days). Prices firm year 1, revisable annually via Belgian HICP index from year 2.

Payments:30 calendar days on invoice + signed delivery note post-delivery. No advances/interim/retainers. EUR account. EU VAT/tax exempt (Protocol 7). E-invoicing via portal.
