Maximum aggregate ceiling for the framework is stated in the draft contract (left blank in model; bidders must quote unit prices). Duration: up to 48 months. Price revision: prices are fixed for the first year; from year 2 annual automatic revision based on Belgian HICP index; detailed formula in the contract. Payment: based on invoices submitted after delivery; standard 30-day payment term; the contract foresees mechanisms for suspension of payment, recourse, audits and controls up to five years after final payment. Risks, audits, and legal framework
The contract is governed by Union law and Belgian law as necessary. Disputes fall under the jurisdiction of Brussels courts. The Commission and designated auditors (including OLAF, European Court of Auditors, European Public Prosecutor's Office where applicable) may conduct checks and on-site verifications during contract execution and up to five years after final payment. Data processing is subject to EU data protection rules (Regulation (EU) 2018/1725). The Commission may exclude operators via EDES if exclusion grounds arise.

Categorisation answers (concise structured extraction)
Eligible Applicant Types:startups, SMEs, large enterprises, manufacturers, traders, distributors, installers (where allowed), consortiums (joint bids), subcontractors; public bodies may participate if legally allowed. Research institutes, universities, NGOs may participate if they act as economic operators and meet selection criteria. Individuals are not the target; legal entities with PIC required.
Funding Type:procurement (supply contract), framework agreement (no grant/loan/equity involved).
Consortium Requirement:consortiums allowed; single tenderer or consortium may submit. If consortium, a power of attorney / agreement and joint & several liability are required; a lead partner (chef de file) must be designated.
Beneficiary Scope (Geographic Eligibility):suppliers able to lawfully bid in EU procurement; the contracting authority is an EU institution (Commission), so commercial operators established anywhere allowed by the procurement rules for this procedure (GPA applies). In practice EU suppliers and suppliers capable of delivering in Brussels are relevant.
Target Sector:buildings / construction fit-out, interior finishes, partitions and doors, building products and supplies; sectors include construction materials, timber products, acoustics, fire safety products.
Mentioned Countries:Belgium (delivery location Brussels). Contracting authority: Commission européenne (EU institution). Documents and delivery place reference Region Brussels-Capital and Belgian regulations.
Project Stage:procurement for supply to support refurbishment — maturity: procurement / commercial delivery stage (manufacturing and supply of mature products); products must be certified and tested (not R&D).
Funding Amount:no lump-sum grant value. The framework draft leaves maximum amount blank in model; estimated volumes given: approx. €10,600 M² partitions and 650 doors. Selection requires unit pricing across Annex 3; final aggregated framework ceiling will be set at award. Tender documents require bidders to complete the Bordereau financier; total evaluated price will be calculated by multiplying bidders’ unit prices by the indicative volumes.
Application Type:open call for tenders (open procedure) with single electronic submission deadline.
Nature of Support:non-research commercial supply contract — beneficiaries (supplier) will receive monetary payment for supplies under the contract (money), not grants; procurement payment terms apply.
Application Stages:single-stage submission with post-submission evaluation phases (administrative/exclusion checks, selection capacity checks, technical compliance, financial evaluation). Effectively 1 major submission stage, followed by evaluation steps (3–4 internal stages).
Success Rates:not published. As a single-award framework with award to the lowest compliant tender, success rate depends on number of bidders; no specific success probability provided in the tender documents.
Co-funding Requirement:none. This is procurement: bidders price their supplies and the Commission pays according to contract terms. No co-funding from applicant is required.

Concluding summary: what this opportunity is about and how to approach it
This is an open procurement procedure launched by the European Commission (Office for Infrastructure and Logistics in Brussels) to award a single-supplier framework agreement for the supply of interior partition systems, doors and associated accessories required for the refurbishment of the Charlemagne building in Brussels. The contract is supply-only (installation is excluded) and the award criterion is the lowest price among technically and administratively compliant bids. Bidders must demonstrate financial solidity (minimum sectoral turnover threshold and positive profits or equivalent guarantees), technical experience delivering partition systems (references and certificates), and product compliance with fire, acoustic and environmental requirements (Cradle-to-Cradle or equivalent, PEFC/FSC, formaldehyde-free panels). Submissions are electronic via eSubmission using a PIC; all required templates (declaration on honour, financial schedule, technical annexes, draft contract) are published and must be completed exactly as requested. Key deadlines: request for information cut-off 23/04/2026; submission deadline 04/05/2026 16:00 Brussels time; public opening 05/05/2026 15:00. Thorough compliance with Annex 1 checklist, complete technical evidence and fully populated Annex 3 are critical because the award is the lowest compliant price. For procedural clarifications and Q&A, use the portal Q&A tool; attend the optional site visit (14/04/2026) if you need to inspect site constraints. Subscribe to the tender page to receive any amendments or clarifications.
