Summary explanation

This is an EU interinstitutional procurement for a single-operator framework covering end-to-end building design and engineering services for the European Committee of the Regions and the European Economic and Social Committee in Brussels. The selected contractor will provide multidisciplinary services across the full project lifecycle for large, complex tertiary buildings, from feasibility and design through tendering, works supervision, commissioning and handover, with strong emphasis on sustainability, energy performance and maintainability. To compete, bidders must demonstrate robust turnover and insurance, substantial and recent experience on large complex tertiary buildings integrating architecture, structure, HVAC and electricity, a proven track record in certified high-performance renovations, an ISO 9001-compliant quality management system, and an immediately available team covering an extensive set of senior and mid-level profiles including Belgian-registered architects and fire safety engineers versed in Belgian regulations. Offers are evaluated on a 70-30 quality-price basis, with strict minimum thresholds for each quality criterion. Submissions are fully electronic through the EU Funding and Tenders Portal and must include both a detailed technical narrative and a priced financial schedule. The framework is valued at approximately €13 million over up to four years, with call-offs executed via specific contracts or order forms. Participation is open to eligible EU and certain third-country operators according to EU access rules, excluding entities subject to EU restrictive measures. The opportunity is well-suited to multidisciplinary architecture and engineering consultancies or consortia with strong Belgian regulatory knowledge, BIM and smart building capabilities, and demonstrable experience in large-scale, sustainable renovations and complex building services integration.
