Tenders must be submitted exclusively through the eSubmission system on the EU Funding and Tenders Portal. Submissions received after the deadline will be rejected. Eligibility and Participation
Participation in this tender is open on equal terms to all natural and legal persons and public entities from EU Member States and third countries that have concluded specific agreements with the European Union in the field of public procurement granting them access to this tender. Applicants must indicate the country in which they are established and provide proof of their origin according to their national legislation or equivalent evidence.
Economic operators from the following categories are eligible:sole traders, small and medium enterprises (SMEs), large enterprises, consortia or joint ventures, and groupings of economic operators. Subcontracting is permitted. 2
Exclusion Criteria
Applicants must not be in any of the exclusion situations defined in Articles 138 to 143 of Regulation (EU, Euratom) 2024/2509. These include situations such as bankruptcy, insolvency, failure to pay taxes or social contributions, professional misconduct, fraud, corruption, criminal offences, serious breach of contractual obligations, irregularities, tax evasion, and opposition to investigations or audits. 3
All applicants must provide a signed declaration of honour regarding exclusion criteria (Annex III of the tender specifications) and a declaration regarding restrictive measures related to Russia and Ukraine (Annex IX). Applicants must guarantee that their subcontractors, suppliers, or entities whose capacities they rely upon do not fall under restrictive measures adopted under Article 29 of the EU Treaty or Article 215 of the Euratom Treaty.
Selection Criteria
Legal and Regulatory Capacity
Applicants must satisfy at least one of the following conditions:registration in the commercial register or possession of specific authorisation in the country of establishment, or membership of a professional organisation; or possession of special authorisation proving they are authorised to execute the contract in their country of establishment or affiliation with a determined professional organisation.
Financial and Economic Capacity
Applicants must demonstrate sufficient financial and economic capacity to execute the contract. The European Parliament requires minimum turnover thresholds realised in the domain concerned by the contract over the last three closed financial years:
- Lot 1: Minimum turnover of €1,800,000
- Lot 2: Minimum turnover of €170,000
Applicants must also provide proof of professional liability insurance (civil responsibility) according to the usage in the sector concerned at the appropriate level. Financial capacity will be evaluated based on financial statements covering the last three closed financial years, a declaration containing global turnover and turnover related to the domain of the contract (Annex VII), and proof of current professional liability insurance.
Technical and Professional Capacity
Applicants must demonstrate sufficient technical and professional capacity to execute the contract. For Lot 1, applicants must demonstrate experience in commissioning projects over the last three years, including projects with minimum surface area of 10,000 square metres and minimum work value of €500,000. For Lot 2, the minimum surface area is 3,000 square metres and minimum work value is €150,000.
Specific technical criteria include:demonstration of commissioning experience on projects with minimum compensation amounts (€25,000 for Lot 1, €15,000 for Lot 2); demonstration of retro-commissioning experience over the last five years with minimum compensation of €10,000 for Lot 1 or €5,000 for Lot 2; provision of examples of seasonal energy performance commissioning missions completed in the last five years; and availability of qualified personnel meeting specific profile requirements. 4
Required personnel profiles include:a responsible representative; senior commissioning agents (engineers with 8 years experience in special techniques and site supervision); junior commissioning agents (engineers with 2 years experience); senior technical specialists in special techniques (engineers with 8 years experience); junior technical specialists (engineers with 2 years experience); and commissioning technicians (technicians with minimum 5 years experience in equipment adjustment and commissioning).
Award Criteria and Evaluation
The contract will be awarded to the tender offering the best price-quality ratio. Evaluation is based on price and technical quality criteria with different weightings for each lot:

Price scoring is calculated using the formula:Np = (Pmin/Po) x maximum points, where Pmin is the lowest price offered and Po is the price being evaluated. Quality scoring comprises six criteria: working methodology (25 points for Lot 1, 22 points for Lot 2); method and organisation (15 points for both lots); diversity and anti-harassment policy (3 points for both lots); regulatory monitoring system (4 points for Lot 1, 6 points for Lot 2); certifications (5 points for both lots); and material resources (8 points for Lot 1, 4 points for Lot 2).
Submission Requirements
Each tender must contain the following documents for each lot:
- Completed and signed commitment letter (Annexes VIII and X of the tender specifications)
- Completed and signed forms concerning exclusion and selection criteria (Annexes III and IX)
- Proof of selection criteria compliance
- Financial information form (Annexes IV and XI)
- Proof relating to quality award criteria
- Price schedule in Excel format and signed PDF version
- If subcontracting is used: subcontracting declaration form (Annex VII) and requested documents on exclusion and selection criteria if applicable
- If a joint offer: requested documents on exclusion and selection criteria
All documents must be submitted exclusively through the eSubmission system. Applicants must register in the European Commission's Participant Register to obtain a Participant Identification Code (PIC) before submitting. Only one offer per lot per applicant will be considered; if multiple offers are submitted for the same lot, only the last one will be evaluated.
Pricing and Financial Terms
Prices must be submitted excluding VAT and other equivalent taxes. The price offer must be lump-sum, all-inclusive, and expressed in euros, even for applicants from non-euro countries. For applicants from non-euro countries, the offer amount cannot be revised based on exchange rate fluctuations; the applicant bears the risks or benefits of any variation. Applicants must submit a separate price for each lot to which they submit an offer. A global reduced price may be indicated if all lots are awarded to the applicant, but this global price will not be considered in the evaluation; only individual lot prices will be evaluated.
Groupings and Subcontracting
Joint ventures and groupings of economic operators are permitted. The grouping must justify its legal form, which may take the form of an entity with legal personality recognised by an EU Member State, an entity without legal personality offering sufficient protection of contractual interests, or a signed mandate or equivalent document confirming cooperation. All members of a grouping must assume joint and several liability for contract execution. The European Parliament reserves the right to require a specific legal form if necessary for proper contract execution and may require the appointment of a mandatary authorised to represent members and issue invoices on their behalf.
Subcontracting is authorised. Applicants must detail the portion of the contract they intend to subcontract and identify subcontractors where possible. The European Parliament reserves the right to request information on the financial, economic, technical, and professional capacities of proposed subcontractors and to reject any subcontractor not meeting exclusion or selection criteria. Subcontractors representing more than 10 percent of the contract value must meet the same exclusion criteria as the main contractor. Any subsequent subcontracting not provided for in the offer requires written authorisation from the European Parliament.
Environmental and Social Commitments
The successful contractor must strictly comply with applicable environmental legislation in the domain of the contract. The European Parliament applies the EMAS environmental management system in accordance with Regulation (EC) No 1221/2009. The contractor must ensure that all personnel working on the contract are aware of the EMAS programme and concrete implementation of environmental measures. Upon request, the contractor may be required to attest that all persons assigned to contract work have received necessary professional training regarding safety rules, correct handling of equipment and products, and measures to take in case of mishandling or incidents.
The contractor must commit to implementing a policy promoting equality and diversity during contract execution, ensuring full application of non-discrimination and equality principles enshrined in EU treaties. This includes commitment to creating and maintaining an open and inclusive work environment respectful of human dignity and equal opportunity principles, with three priority axes: equality between women and men; employment and integration of persons with disabilities; and elimination of obstacles to recruitment and potential discrimination based on sex, race or ethnic origin, religion or beliefs, disability, age, or sexual orientation.
Information Session and Site Visit
An optional information session and site visit will be held on 21 May 2026 at 10:30 Brussels time at the Martens Building entrance, 80 rue Belliard, 1000 Brussels. Prospective applicants wishing to attend must register at least two working days in advance by providing the name, surname, date of birth, nationality, and identity card or passport number (with validity date) of the representative to inlo.bru.ao@europarl.europa.eu. Maximum two representatives per economic operator may attend. Access to European Parliament buildings is strictly regulated and requires prior authorisation; failure to provide the requested information within the deadline will prevent the contracting authority from obtaining necessary access authorisations. The session will be conducted in French. Registered applicants must arrive at the meeting point no later than five minutes before the notified time; those more than 10 minutes late will not be permitted to participate. All travel costs are the responsibility of the applicant and will not be reimbursed.
Questions and Clarifications
Applicants may submit written questions only through the Questions and Answers section of the F&T Portal by clicking 'create a question'. The contracting authority is not obliged to respond to questions submitted less than six working days before the tender submission deadline. All supplementary information will be published on the F&T Portal; applicants are responsible for verifying updates and modifications during the submission period.
Tender Opening and Evaluation
Tenders will be opened on 16 June 2026 at 11:00 Brussels time. Maximum two representatives per applicant may attend the opening session. Applicants wishing to attend must communicate the names, surnames, dates of birth, nationalities, and identity card or passport numbers of their representatives at least two working days in advance to inlo.bru.ao@europarl.europa.eu. Representatives must present the submission receipt generated by eSubmission and sign an attendance sheet. The contracting authority reserves the right to refuse access if the required information and documents are not presented. The public opening session will be strictly limited to verification of proper submission and announcement of received offers and applicant names. After opening, tenders become the property of the contracting authority and are treated confidentially. During the evaluation phase, applicants not having submitted required supporting documents or declarations may be contacted to provide missing information or clarify supporting documents. The contracting authority may correct manifest material errors in offers with applicant confirmation. Such information, clarifications, or confirmations must not substantially modify the offer. Applicants will be informed of results by email; rejected offers will include reasons for rejection. All applicants will be informed of the waiting period.
Contract Signature and Validity
The successful applicant's representative must sign the framework agreement. The European Parliament may request proof of authorisation to sign. The offer remains valid for 180 calendar days from the tender submission deadline, provided acceptance is notified within this period. The contracting authority is not bound by the invitation to tender and may cancel the procedure at any time before contract signature without applicants being entitled to compensation. Any cancellation decision must be motivated and communicated to applicants.

Conflict of Interest
The contracting authority emphasises that applicants and their subcontractors in a situation of professional conflict of interest regarding the commitments of the European Parliament (Lot 1), the Committee of the Regions and the Economic and Social Committee (Lot 2) may be considered as not possessing appropriate quality capacity to execute the contract. Applicants must comply with legal and contractual provisions governing conflict of interest situations as defined in Article 61 of the Financial Regulation and Article II.9 of the draft framework agreement.
Restrictive Measures Compliance
Applicants must guarantee that their subcontractors, suppliers, or entities whose capacities they rely upon do not fall under restrictive measures adopted under Article 29 of the EU Treaty or Article 215 of the Euratom Treaty. Specifically, offers submitted by Russian nationals, persons or entities established in Russia, or entities with more than 50 percent Russian ownership will be rejected unless an exception to restrictive measures applies. Applicants must provide the declaration of honour in Annex IX, duly dated and signed, completed where applicable with documents attesting to the existence of an exception situation. The contracting authority may request additional explanations and supporting documents at any time during the procedure to verify compliance with restrictive measures.

Variants and Modifications
Variants are not permitted. Applicants must renounce their own commercial and contractual conditions and accept all conditions of the tender. Submission of an offer constitutes acceptance of all tender document conditions and renunciation of the applicant's own general or particular conditions. The offer binds the applicant during contract execution if they become the successful contractor.
SME Status Declaration
Applicants (or participants in joint offers) must declare in Annex III whether the entity is a small or medium-sized enterprise (SME). According to Commission Recommendation 2003/361/EC, SMEs are enterprises that employ fewer than 250 persons and have annual turnover not exceeding €50 million or annual balance sheet total not exceeding €43 million.
