  3. 3Consortium Requirement: Not mandatory; tenderers may submit as a single legal entity or as a consortium. If a consortium responds, members are jointly and severally liable; tender form templates and consortium declarations are required. Capacity-providing entities and subcontractors may be declared separately.
  4. 4Beneficiary Scope (Geographic Eligibility): Eligible applicants: EU Member States, EEA as applicable and IPA II eligible countries (here the project is implemented in Türkiye; the procurement documentation specifies eligible origin countries and confirms Türkiye and EU participation). Place of delivery: Tunceli, Türkiye (benefitting zones listed as Türkiye).

Additional Web Data

Executive Summary

This is an EU financed international public procurement procedure, not a grant scheme. The contracting authority seeks suppliers for equipment supporting the integrated solid waste management system of the Tunceli, Pülümür, Nazımiye, Ovacık and Mazgirt municipalities in Türkiye. The project beneficiary is the DER-KAB Solid Waste Management Union. The wider project aims to improve waste services, reduce environmental pollution, protect public health and support alignment with EU waste legislation 1.

The procedure is an open supply tender divided into six lots. The contract includes supply, delivery, unloading, siting, installation where applicable, commissioning, testing, warranty services and, for most lots, training. Awards are made lot by lot using the lowest price criterion. The official notice does not state an overall estimated contract value or individual lot values in the information available for this analysis.

The authoritative tender information identifies the procedure as EC-ENEST/ANK/2026/EA-OP/0123 and the TED reference as 207/2026, 737255-2026. The tender was published on 26 October 2026.

Opportunity Identity

Tender title:Supply of Equipment for Tunceli Solid Waste Management Project

Procedure identifier:EC-ENEST/ANK/2026/EA-OP/0123

Tender reference:TED reference 207/2026, 737255-2026

Procedure type:Open procedure for supply contracts

Programme and Financing

The procurement forms part of the Multi-annual Action Programme for Türkiye:Environment and Climate Action. The financing is identified as IPA II budget item 22.02.03.02 of the General Budget of the European Union together with a national contribution.

The project authority describes the supply contract as the third major contract within the wider Tunceli Integrated Solid Waste Management Project. The project also includes technical assistance and construction components. The supply contract budget has not been published in the available project summary or tender metadata 1.

This opportunity provides payment under a public supply contract rather than non-repayable project funding. Applicants should therefore price a complete commercial offer covering the specified goods and all required logistics, installation, testing, warranty and training obligations.

Scope of Supply by Lot

The six lots are separate procurement packages. A tenderer may submit one tender per lot and may be awarded more than one lot. If one tenderer wins multiple lots, the contracting authority may conclude a single contract covering those lots.

Who Can Apply

Participation is open to eligible natural persons, legal persons and groupings of such persons, including consortia, that are effectively established in an EU Member State or another country or territory eligible under the applicable EU external financing rules. International organisations may also participate.

Supplies must originate in an eligible country. The tender dossier states that UK-established persons and UK-originating goods are included under the applicable EU-UK Withdrawal Agreement provisions.

A consortium may be a permanent legally established grouping or an informal grouping formed specifically for the procedure. All consortium members are jointly and severally liable to the contracting authority. If an ineligible entity participates in a consortium, the consortium may be excluded.

An organisation may submit only one tender per lot, whether it participates individually, as consortium leader or as a consortium member. An organisation that participates in more than one tender for the same lot may cause all affected tenders to be excluded.

The portal data indicates that the lots are not identified as suitable for SMEs. This does not itself prohibit SME participation, but the financial, technical, delivery and guarantee requirements may make consortium formation or reliance on eligible capacity-providing entities commercially relevant.

Use of Other Entities and Subcontractors

A tenderer may rely on the capacity of other entities, regardless of the legal relationship, where it can demonstrate that the necessary resources will be available for contract performance. The supporting entity must satisfy the applicable eligibility and nationality requirements.

For technical and professional capacity, the entity whose capacity is relied upon must perform the tasks for which that capacity is required. For economic and financial capacity, the supporting entities become jointly and severally liable for performance.

Selection Criteria Identified in the Notice

The available additional information notice provides detailed selection criteria for Lot 1 and Lot 2. The full tender dossier must be checked for the corresponding criteria for Lots 3 to 6 before selecting a lot or consortium structure.

LotEconomic and financial capacityProfessional capacityTechnical capacity
Lot 1: Landfill EquipmentAverage annual turnover of at least €1,600,000 during the last three financial years for which accounts have closedAverage of at least two personnel during the current year and previous two years with specialist knowledge relevant to the contract, plus no professional conflicts of interestAt least one supply contract of at least €400,000 in any supply domain, and at least one contract of at least €200,000 involving landfill mobile machinery or heavy duty construction machinery, implemented within the last four years
Lot 2: Waste Collection TrucksAverage annual turnover of at least €2,750,000 during the last three financial years for which accounts have closedAverage of at least two personnel during the current year and previous two years with specialist knowledge relevant to the contract, plus no professional conflicts of interestAt least one supply contract of at least €700,000 in any supply domain, and at least one contract of at least €300,000 involving any type of trucks, implemented within the last four years

For the experience criteria, contracts may have started before the reference period. Completed contracts or parts completed during the relevant period may be used, but the tenderer must provide documentary evidence showing the value and the portion performed. Acceptable evidence may include an approval of a report or deliverable, proof of payment, or a statement or certificate from the contracting entity.

Consortium experience must be clearly attributed to the relevant consortium member. The evidence should identify the member’s actual role, the supplies delivered and the value of the work performed by that member.

The tenderer must not rely on previous experience arising from a contract that was terminated by a contracting authority because of a breach of contract.

Requirements and Deliverables

The successful contractor is responsible for the complete delivery chain, not merely the manufacture or sale of equipment. The expected obligations include delivery to the project location, unloading, siting, installation where required, commissioning, testing and warranty services.

Training is expressly included for Lots 1, 2, 3, 4 and 6. Lot 5 expressly includes supply, delivery, unloading, siting, installation, commissioning, testing and warranty services but does not separately mention training in the published description.

Technical compliance must be demonstrated against the tender specifications and the technical offer template. Offers should address specifications, quantities, performance, compatibility, safety, documentation, commissioning, warranty arrangements, spare parts and after-sales support where required by the dossier.

The tender dossier includes a performance guarantee document, a tender guarantee document, a financial offer form, a tender form, technical specifications and technical offer requirements, special conditions, general conditions, an administrative compliance grid and an evaluation grid. The precise guarantee amounts, validity periods and release conditions must be taken from the final versions of those documents.

Submission and Administrative Process

The portal classifies the submission as non-electronic and the notice states that tenders must be sent exclusively to the address specified in the procurement documents. The tenderer must not assume that uploading documents through the Funding and Tenders Portal is sufficient.

An EU Login account is required to subscribe to the call, submit questions through the portal and access relevant procurement support functions. This account requirement does not change the stated paper submission method for the tender itself.

All written communications and contract documentation must be in English. Financial data must be presented in €. Where historical amounts were originally expressed in another currency, the tender dossier requires conversion using the InforEuro exchange rate for October 2026.

Questions submitted after 14 December 2026 at 23:59 Istanbul time may not receive a response. Tenderers should submit clarification requests early and monitor the official tender page and dossier for amendments or additional information.

The tender guarantee must accompany the tender and be submitted by the tender deadline. The invitation letter specifically states that a tender without the required accompanying guarantee may not satisfy the submission requirements.

Evaluation and Award Strategy

The published award method is lowest price. This means that technical and administrative compliance is a threshold requirement, after which the financially lowest compliant offer is expected to rank first. A low price that fails mandatory specifications, guarantees, eligibility conditions or documentary requirements is not commercially viable.

Tenderers should price all mandatory obligations within the financial offer, including freight, insurance, unloading, installation, commissioning, testing, training, warranty support and any required documentation. Separately priced optional items or exclusions should not be introduced unless the tender forms expressly permit them.

Applicants may tender for one or several lots, but each lot should be assessed independently for turnover, experience, equipment capability, delivery capacity and guarantee exposure. A tenderer seeking several lots should confirm that its resources and references satisfy the cumulative obligations and any lot-specific requirements.

Commercial and Operational Risks

The largest immediate risk is the absence of published estimated values for the overall procurement and individual lots. Suppliers must obtain the official budget breakdown and financial offer forms from the tender dossier before making a bid or assessing expected margin.

The paper submission requirement creates a delivery risk. Tenderers should allow sufficient time for preparation, printing, signing, sealing, dispatch and physical receipt at the address prescribed in the dossier. Internal dispatch evidence may not substitute for receipt by the contracting authority if the tender arrives late.

The tender includes substantial logistics and after-sales obligations. International suppliers should establish a Türkiye delivery plan, local service arrangements, spare parts availability, commissioning personnel, training resources and warranty response procedures before tender submission.

The origin requirement must be checked for every item and major component. Supplier declarations, certificates of origin and manufacturing records should be prepared in the form required by the dossier, particularly where equipment is assembled from components originating in different countries.

The tenderer should reconcile the portal deadline, the contract notice and all dossier amendments. The controlling deadline currently shown in the official notice is 4 January 2027 at 16:00 Istanbul time, with public opening on 6 January 2027 at 10:00 Istanbul time.

Recommended Applicant Preparation

  1. 1Select the target lot or lots and download every current tender document, including the technical specifications, financial offer, tender form, tender guarantee, performance guarantee and administrative and evaluation grids.
  2. 2Confirm legal eligibility, establishment country, supply origin and consortium or subcontracting arrangements before preparing the offer.
  3. 3Build a compliance matrix mapping every mandatory technical, administrative, delivery, warranty and training requirement to a specific tender response and supporting document.
  4. 4Prepare audited accounts or equivalent financial evidence covering the last three closed financial years and calculate turnover separately for each intended lot.
  5. 5Identify qualifying supply references from the required reference period and obtain certificates or other evidence proving contract value, completion status, scope and the tenderer’s actual share of consortium work.
  6. 6Confirm that proposed manufacturers, capacity-providing entities and subcontractors satisfy nationality, eligibility and origin requirements.
  7. 7Obtain the correct tender guarantee and verify its amount, form, issuing institution, validity and delivery requirements against the official tender dossier.
  8. 8Prepare an English language offer with all financial figures in € and apply the required October 2026 InforEuro conversion where historical financial figures are reported in another currency.
  9. 9Plan physical submission to the exact address in the procurement documents and retain proof of delivery.
  10. 10Submit clarification questions before 14 December 2026 at 23:59 Istanbul time and monitor official amendments before finalising the offer.
  11. 11Allow enough time for delivery, installation, commissioning, testing, training and warranty support within the applicable 180 or 240 calendar day period.

Overall Assessment

This is a substantial equipment supply opportunity for manufacturers, authorised distributors, waste management equipment integrators, heavy machinery suppliers, truck manufacturers and specialist container or transfer station providers. It is particularly suitable for businesses able to demonstrate relevant references, provide financial guarantees and manage delivery and after-sales support in Türkiye.

The opportunity is not a conventional EU grant and has no published funding rate or reimbursement percentage. Revenue is generated through performance of the awarded supply contract, with the contractor responsible for meeting the contract price and all included delivery obligations. The principal bid decision should therefore be based on lot-specific technical compliance, documented experience, financial capacity, guarantee requirements, origin eligibility and the cost of fulfilling the full lifecycle obligations.

The official tender dossier remains decisive for all eligibility thresholds, guarantee amounts, technical specifications, payment arrangements, tax and customs treatment, contractual remedies, warranty periods and submission formalities. The tender page and documents should be checked for amendments before submission 2.
