Scope of Works
The contract comprises construction of a new water supply and distribution system for Trabzon City. The main works include 2600 house connections using PE pipes with diameters DN32 to DN110 (approximately 15,600 meters of house connection pipeline at average 6 meters per connection), construction of 16 underground flowmeters, 1 PRV chamber, and 7 residual chlorine measurement equipment. Additional works include construction of water distribution network pipelines ranging from DN110 to DN630 (approximately 48,500 meters) and DN250 to DN630 (approximately 1,500 meters), construction of 9,000 meters of water mains DN630, DN900 and DN1000, construction of 18 underground air valve chambers and discharge valve chambers, installation of 1,055 missing valve boxes, and supply and installation of 51 PRV chambers with missing ventilation pipes, manometers, valves, fittings and other items.
The contractor must also design and supply a functional SCADA system consisting of computer hardware and software in compliance with the existing SCADA system of the End Recipient (Trabzon Water and Sewerage Administration). The SCADA system will cover new pumping stations, reservoirs, DMA flowmeter chambers, PRV chambers, and residual chlorine metering chambers. Additional deliverables include design of water pipelines and other components, preparation of as-built plans, testing and commissioning, training of municipal staff, and 12 months supervision of operation after taking over.

Eligibility and Participation Requirements
Tenderers must be registered firms or natural persons legally capable of carrying out the specified works. Participation is open to economic operators from any country. Tenderers must not be in any exclusion situation as defined in the practical guide (PRAG), including bankruptcy, breach of tax or social security obligations, grave professional misconduct, fraud, corruption, or other criminal offences. Tenderers must declare they are not subject to EU restrictive measures and have no professional conflicting interests.
Subcontracting is allowed but the contractor retains full liability for performance. A company may not tender both individually and as a member of a consortium for the same contract. Consortiums (joint ventures) are permitted and must appoint a lead member. All consortium members are jointly and severally liable for contract performance.
Selection Criteria
Economic and Financial Capacity
Annual Turnover:Average annual turnover in the past 3 years must be at least €10,000,000 or equivalent. For consortiums, the combined turnover must meet this threshold. Evidence must be provided through audited balance sheets and income statements verified by a Certified Public or Chartered Accountant or approved by Tax Office.
Financial Resources:Tenderer must demonstrate by bank statement that liquid assets, lines of credit, or other financial means of at least €6,500,000 are available or accessible to meet construction cash flow for the contract. Evidence must clearly demonstrate financing availability for the concerned contract.
Financial Position:Tenderer should be in positive profit account for at least 2 of the last 3 financial years. Audited financial statements and reports from Certified Public or Chartered Accountants for the last 3 financial years must be submitted demonstrating soundness of financial position and long-term profitability.
Technical and Professional Capacity
Tenderer must have completed construction works contracts of similar nature as prime contractor within the last 5 years (completion date within 60 months prior to tender submission deadline). Evidence must include original or notary certified copies of taking over (provisional acceptance) or performance (final acceptance) certificates signed by supervisors or contracting authorities.
Minimum experience requirements include:(a) completion of at least one water supply and/or water distribution network and/or wastewater/stormwater collection network and/or irrigation pipeline works with minimum value €8,000,000, or two such works each with minimum value €5,000,000; (b) completion of at least 100 kilometers of water supply and/or water distribution network and/or wastewater/stormwater collection network and/or irrigation pipeline works in a single contract; (c) completion of at least one construction contract according to FIDIC conditions of contract.
Consortium Requirements
Lead member must meet not less than 50 percent of annual turnover and financial resources criteria. Each member must meet not less than 10 percent of these criteria. Each individual member must satisfy legal status criterion. The consortium as a whole must be in positive profit account for at least 2 of the last 3 financial years collectively and must satisfy similar works experience, annual turnover and financial resources criteria.
Tender Guarantee and Financial Securities
Tender Guarantee:€180,000 required. Must be provided as bank guarantee, banker's draft, certified cheque, guarantee from insurance/guarantee company, or irrevocable letter of credit made out to contracting authority. Must remain valid for 45 days beyond tender validity period including extensions.
Performance Guarantee:10 percent of Accepted Contract Amount in Euro, to be provided upon contract signature.
Advance Payment Guarantee:Required for advance payment of 10 percent of Accepted Contract Amount, payable in one instalment within 42 days upon delivery of guarantee.
Retention Money Guarantee:6 percent retention applied to interim payments with limit of 6 percent of Accepted Contract Amount.
Tender Submission Requirements

Technical and financial offers must be placed together in a sealed envelope, then placed in another sealed envelope/package. Tender Validity and Award Criteria
Tender Validity Period:90 days from submission deadline. Contracting authority may request extension up to 40 additional days before validity expires. Successful tenderer must maintain tender validity for further 60 days after notification.
Award Criteria:Most economically advantageous tender is the technically compliant tender with the lowest price. Award method is lowest price.
Evaluation Process:Tenders undergo administrative compliance check, technical evaluation, and financial evaluation. Only administratively compliant tenders proceed to technical evaluation. Only technically compliant tenders proceed to financial evaluation. Contracting authority may request clarifications but these may not alter tender price or content except to correct arithmetical errors.

Payment Terms

Third-Party Liability Insurance:Minimum €1 million per occurrence with unlimited number of occurrences. Must be insured within maximum 3 months after commencement date; otherwise contractor cannot receive interim payment certificates.

Tenderers must comply with ethics clauses including absence of conflict of interest, respect for human rights and EU values, environmental legislation, core labour standards, anti-corruption and anti-bribery requirements, and zero tolerance for sexual exploitation and abuse. Tenderers guilty of grave professional misconduct, fraud, corruption, or other criminal offences may be excluded. Contracting authority may suspend or cancel procedure if breach of obligations, irregularities or fraud discovered.
