Funding amount and financial structure

The grant is a lump sum grant. The amount depends on the total production budget of the project, not on reimbursement of actual costs. The requested grant must be between €70,000 and €2,000,000 per project, and the lump sum is set according to the production budget band. The call budget for this topic is €5,825,000, within an overall call budget of €23,300,000.26

The call reserves at least 25 percent of the overall budget for animation projects and at least 8 percent for documentary projects. The first cut off is allocated 40 percent of the budget and the second cut off 60 percent.

Key conditions on financing and rights

  • The broadcasters participating in the financing must provide contracts or signed binding letters of commitment.
  • Those documents must state the financial contribution, the nature of the rights sold and the licence period.
  • Letters of intent, expressions of preliminary interest or conditional purchase letters are not sufficient.
  • The exploitation rights licensed to broadcasters must revert to the producer after a maximum of 7 years for pre sales or 10 years for co productions.
  • Broadcasters or other ineligible entities can never be the majority producer in rights terms.
  • Tax shelter is accepted only if confirmed by the competent bodies.

Duration, payments and project implementation

Projects should normally not exceed 36 months. After signature, the grant normally includes prefinancing of about 70 percent of the maximum grant amount, there are no interim payments, and the final payment is settled at the end of the project. The action is implemented as a single mandatory work package covering pre production, production, post production, delivery, and communication and dissemination.

Evaluation and award

Applications are evaluated on a one step basis after admissibility and eligibility checks. The award criteria are relevance, quality of content and activities, project management, and dissemination. The maximum score is 100 points and the overall threshold is 70 points. There are no individual minimum thresholds, but proposals must pass the overall threshold to be considered for funding.

Submission requirements and timetable

Applications must be submitted electronically through the Funding and Tenders Portal. Paper submissions are not accepted. Part A is completed online, Part B is uploaded as a PDF from the portal template, Part C is completed online, and mandatory annexes include the lump sum calculator, the Creative Europe MEDIA database PDF, a creative presentation, the production financing structure, supporting finance documents, letters of intent for distribution where relevant, the declaration on independence and European ownership, and the language declaration. Part B is limited to 70 pages.
