Who can apply
Eligible applicants are legal entities, public or private, established in a Creative Europe participating country. This includes EU Member States, relevant overseas countries and territories, EEA countries and countries associated to Creative Europe, while natural persons are generally not eligible except sole traders where national law gives no separate legal personality.369
Participation can be by a single beneficiary or by a consortium of at least two applicants. Associated partners, subcontractors and other supporting entities may also participate, but the minimum eligibility requirement is met by beneficiaries, not by affiliated entities alone.6
Important eligibility and participation rules
- At least 50 percent of the films and audiovisual works in the project must come from a country participating in the MEDIA strand.6
- Projects must be open to pan European audience reach and cover at least 5 MEDIA countries.6
- Financial support to third parties is not allowed.6
- EU bodies other than the European Commission Joint Research Centre cannot participate as consortium members.6
- Entities subject to EU restrictive measures or conditionality measures are not eligible.6
- Proposals must comply with EU, international and national law, and may not include pornographic or racist material or advocate violence.6
What applicants need to show
Applications must demonstrate a robust needs analysis of audiences or markets, especially young audiences, and explain how the proposal will increase interest, knowledge and access to European films, film heritage and other audiovisual works. Applicants should also show the expected European added value, the innovative character of the project, and how the project will collect and report quantitative and qualitative impact data.69
Evaluation and selection
The award criteria are relevance 45 points, quality of content and activities 35 points, project management 10 points and dissemination 10 points. The overall pass threshold is 70 points out of 100, with no individual sub thresholds, and proposals are ranked by score after admissibility and eligibility checks.6
The relevance score looks at audience interest in European films and heritage films, the quality of the evidence based needs analysis, the European dimension and partnerships, sustainability, and gender balance, inclusion and diversity. Quality assesses the project design, methodology, feasibility, cost effectiveness and innovation, while dissemination examines communication, knowledge sharing and data collection on results and impact.6
Financial and implementation conditions
The grant is budget based, meaning reimbursement is tied to eligible actual costs and approved unit cost or flat rate elements. The call uses a 7 percent indirect cost flat rate on eligible direct costs, excludes financial support to third parties, allows non deductible VAT, and normally provides a prefinancing payment of about 40 percent after signature, subject to grant conditions.6
The project must include a mandatory work package for project management, and the grant agreement will define milestones, deliverables, reporting and payment arrangements. Grants may not produce a profit, and any surplus is recovered at final settlement.6
