Primary geographic eligibility:EU Member States and participating eligible non-EU countries as listed in the EU4Health Programme participation rules. The call document refers to eligible countries described in section 6 of the call document and to EEA and countries associated to the EU4Health Programme where applicable. The call documentation includes a GNI per capita reference table used for determination of exceptional utility and higher funding rate eligibility; that table explicitly mentions EU Member States and a range of countries and territories including Belgium, Bulgaria, Czechia, Denmark, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, Sweden and non-EU/partner countries referenced for exceptional utility calculations such as Iceland, Norway, Serbia, Ukraine, Moldova, Montenegro, North Macedonia, Bosnia and Herzegovina.

Funding modalities, rates and financial rules

Form of grant:budget-based mixed actual cost operating grant. Operating grants finance the annual operating budget (or part thereof) rather than a discrete project action. Funding rate: standard funding rate is 60% of eligible costs. Applicants may request a higher funding rate of 80% if their operational activities qualify as of exceptional utility as defined in the EU4Health Work Programme; one explicit criterion is that at least 30% of the budget is allocated to activities in Member States whose GNI per inhabitant is less than 90% of the EU average. Maximum grant amount and exact funding to each beneficiary will be fixed in the Grant Agreement. Grants may not produce profit; any profit for for-profit beneficiaries will be deducted from the final grant amount. Eligible cost categories: personnel costs (employees and certain natural persons/seconded staff), subcontracting, travel and subsistence (unit costs allowed where applicable), equipment (depreciation rules), and other purchases and services. VAT treatment: non-deductible/non-refundable VAT is eligible where applicable, except in cases where national rules exclude eligibility. Financial and operational capacity checks will be applied; prefinancing guarantees and certificates may be required depending on risk and size of grant. Reporting and payment arrangements follow Model Grant Agreement provisions; prefinancing typically around 50% of maximum grant amount, interim payments not foreseen for some operating grants, and final payment subject to reporting and possible recoveries.

Application process, templates and submission

Submission channel:Funding & Tenders Portal electronic Submission System. Submission is a single-stage electronic call. Required application structure: Part A administrative forms completed online in the Portal (participant data, summary budget, declarations), Part B technical description uploaded as PDF using the standard EU4H OG template from the Submission System, and annexes uploaded in the designated slots (detailed budget table, CVs, annual reports, statutes and registration extracts, declarations, list of members, self-assessment documents, minutes, and other mandatory supporting documentation). Part B page limit: maximum 70 pages, Arial 9 pts minimum, A4 with minimum 15 mm margins. Proposal must be complete at submission, with the coordinator confirming mandate to act for the applicant and accuracy of declarations. The Application Form templates (Part A and Part B) and the Detailed Budget Table specific to EU4H OG are available inside the Submission System; do NOT use copies on the topic page for submission.

Application templates and structure (high-level outline):Part A: Portal-generated administrative forms including proposal metadata, participant list, summary budget, declarations. Part B: Technical Description with cover page, project summary, sections on Relevance, Quality (project design and implementation, project team and cooperation arrangements), Impact, Workplan and deliverables, Ethics and Security, Declarations and Annex list. Annexes: Detailed budget table (mandatory), CVs of key staff, annual activity and financial reports, list of previous projects, statutes and registration extract, minutes, list of members, declaration on independence from industry, self-assessment of Union-level effectiveness, justification of need for EU support. Use the Submission System templates and upload in the correct slots. Excess pages beyond limits will be disregarded.

Evaluation and award criteria

Evaluation process:one-stage submission followed by a one-step evaluation by an Evaluation Committee (possibly assisted by external independent experts). Admissibility and eligibility checks applied first. Eligible proposals are evaluated against award criteria and operational capacity. Evaluators will score proposals and rank them; tie-breaking among equal scores uses sub-criterion scores in the order Relevance, Impact, Quality — Project design and implementation, Quality — Project team and cooperation arrangements; final funding decisions take into account budget and portfolio balance for geographic and thematic coverage. Successful proposals invited to grant preparation; invitation does not constitute a legal commitment until legal checks and Grant Agreement signature are completed.

  1. 1Relevance (30 points) — alignment with call objectives, EU added value, transnational dimension and justification for need of EU support. Minimum pass: 21/30.
  2. 2Quality — Project design and implementation (30 points) — methodology, coherence, feasibility, cost-effectiveness. Minimum pass: 21/30.
  3. 3Quality — Project team and cooperation arrangements (30 points) — team competence, management and cooperation procedures. Minimum pass: 21/30.
  4. 4Impact (10 points) — ambition, long-term impact, dissemination and sustainability. Minimum pass: 7/10.
  5. 5Overall threshold: 70/100 and pass of individual thresholds.

Scoring, thresholds and prioritisation

Maximum total score 100 points. Individual thresholds per criterion apply (21/30, 21/30, 21/30, 7/10). Overall threshold 70/100. Proposals passing thresholds are ranked by score and may be funded within available budget; where equal scores occur, prioritisation uses Relevance then Impact then Quality sub-scores, with portfolio considerations for geographic and thematic balance if needed. Applicants will be informed of evaluation results via the Portal; complaints procedures are described in the evaluation result letter.

Form of Grant Agreement and legal/financial setup

The grant will follow the EU4H Operating Grant Model Grant Agreement (Operating Grants MGA). Grant form: operating grant MGA mono-beneficiary. Project starting date and duration will be fixed in the Grant Agreement Data Sheet. The Grant Agreement sets milestones, deliverables, reporting obligations and payment schedule. Payments: typically an initial prefinancing (prefinancing guarantee may be required depending on risk assessment), reporting-based payments and final payment subject to technical and financial reporting and audit checks. Certificates on financial statements (CFS) and other audit requirements apply depending on grant size. Liability and recovery rules, suspension and termination clauses follow the Model Grant Agreement and Financial Regulation.

Funding rates, co-funding and exceptional utility

Standard funding rate is 60% of eligible costs. A higher funding rate of 80% can be requested if the proposed activities are of exceptional utility as defined in the Work Programme and call conditions. One criterion for exceptional utility is that at least 30% of the budget is allocated to activities in Member States whose GNI per inhabitant is less than 90% of the EU average. The call document requires applicants to justify financial need and demonstrate EU added value. Co-funding: applicants are expected to contribute the remaining share of eligible costs from other sources (own resources, income generated by the action, financial contributions from third parties). The call text and MGA set no absolute uniform co-funding percentage beyond the funding rate: the non-EU share must be covered by the applicant.

Project maturity and expected project stage

Expected project stage and maturity:organisational/operational functioning and delivery. Operating grants fund running costs and core activities rather than research and development. Suitable for organisations at the stage of implementation and delivery of policy-related activities, capacity-building actions, awareness campaigns, development of educational materials, networking and patient engagement. Projects can include development and publication of online resources, manuals, training courses and measurable capacity-building activities.

Application modality, stages and probabilities

Application type:open call via the Funding & Tenders Portal, single-stage submission. Application stages: 1) single-stage submission and admissibility/eligibility check; 2) full evaluation against award criteria; 3) invited proposals proceed to grant preparation (legal and financial validation, possible negotiation/amendments) and signature. For the purposes of summarising application stages, count 2 main competitive stages (submission and evaluation) plus grant preparation as a distinct procedural stage. Success rates: not provided in the call documents; success rate depends on number and quality of applications and available budget and is therefore not predictable from published material.

Application method and channels:All applications must be submitted electronically via the Funding & Tenders Portal Submission System. Paper submissions are not accepted. Use the templates inside the Submission System. Confirmations of submission are sent by email immediately after successful submission.

Budget and financial specifics (detailed)

Call-level available budget:€1,800,000. The call reserves the right not to award all available funds depending on proposals received and evaluation results. Operating grants are paid as budget-based mixed actual cost grants with eligible categories A Personnel, B Subcontracting, C Purchases (C.1 travel and subsistence, C.2 equipment, C.3 other goods/services). Personnel costs are calculated on actual costs; travel and subsistence may use unit costs where applicable; equipment costs typically via depreciation rules. Financial support to third parties is not allowed. VAT: non-deductible VAT is eligible where applicable. Indirect costs: operating grants do not differentiate direct/indirect costs in the same way as action grants. Funding rate: 60% standard; request for 80% if exceptional utility criteria met. Maximum grant amount per applicant to be defined in Grant Agreement. Prefinancing: typically 50% of maximum grant amount as prefinancing unless conditions require a different arrangement or prefinancing guarantee.

Evaluation thresholds, indicators and reporting requirements

Award criteria thresholds as above. Specific action-level indicators to be included in regular reporting: number of staff participating in EU4Health objective-related activities, number of activities/actions supported per specific objective, number of outputs delivered for awareness-raising and communication (including access/download statistics), outputs for capacity-building and training (and participant counts, improved knowledge and satisfaction rates), number of beneficiaries reached (including vulnerable groups). Deliverables must be uploaded in the Portal and linked to continuous reporting milestones. Final reporting will include technical report and financial statements for the action period and may require certificates depending on grant size.

Evaluation and award: practical considerations and tips

Proposals must clearly demonstrate EU added value, measurable deliverables, quality of project design and feasibility within the 12-month maximum duration, and a demonstrated capacity to operate at Union level. Provide detailed evidence of membership/coverage in at least half of Member States and geographic balance. Explain why EU funding is necessary and include a realistic, cost-effective budget aligned to activities and outputs. Include monitoring indicators and evaluation methods, CVs of core team, recent annual activity and financial reports to demonstrate operational and financial capacity, and evidence of independence from industry where required. Ensure all mandatory annexes are uploaded correctly to avoid inadmissibility. Do not include activities that concern the development, implementation, monitoring and enforcement of Union legislation beyond the allowed guidance; follow Commission Guidance closely.

Structured answers to the requested categorisation fields

Eligible Applicant Types:Eligible applicants are non-governmental organisations as private legal entities (non-profit), including NGOs, patient organisations, foundations, voluntary associations and similar non-profit private bodies that are active at Union level and pursue at least one specific objective of Regulation (EU) 2021/522. Public bodies are excluded as beneficiaries in this call. Natural persons are ineligible except in the form of self-employed persons where the entity has no separate legal personality. Associated partners, subcontractors and affiliated entities can be involved as relevant but the call is mono-beneficiary, so the application must be submitted by a single principal NGO beneficiary.

Funding Type:Grant. This is an EU operating grant to support organisational functioning and activity delivery for health NGOs in 2027. The grant is budget-based mixed actual cost with possible use of unit costs and depreciation rules as described in the MGA.

Consortium Requirement:Single — only single-beneficiary applications are allowed. Operating grants are mono-beneficiary grants. The beneficiary may participate with affiliated entities but will remain sole signatory and responsible for the action and reporting.

Beneficiary Scope (Geographic Eligibility):Primary geographic eligibility is EU Member States. Eligible non-EU countries include EEA countries and countries associated to the EU4Health Programme as listed in the work programme and call documentation. The call documentation and annexes reference many countries in relation to exceptional utility calculations; applicants must consult the call document section 6 for the definitive list of eligible countries and participating associated countries.

Target Sector:Health public policy and health promotion sector, including preventive health, non-communicable disease prevention, health literacy and promotion in schools, nutrition and sustainable diets, patient advocacy, patient feedback mechanisms, capacity building and health professional training, networking and guidance related to EU health policy objectives.

Mentioned Countries:The call materials explicitly list or reference the following countries in the context of GNI thresholds and participation tables: Belgium, Bulgaria, Czechia, Denmark, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, Sweden, Iceland, Norway, Serbia, Ukraine, Moldova, Montenegro, North Macedonia, Bosnia and Herzegovina. The call supports organisations to carry out awareness-raising, training, capacity-building, development of educational and dissemination outputs and transnational networking. This equates to implementation and service-delivery maturity rather than early research or purely conceptual work.

Funding Amount:Indicative total call budget €1,800,000. Individual maximum grant amounts are not specified in the topic summary and will be set in the Grant Agreement; applicants must fill the detailed budget table in the Submission System. The funding rate is normally 60% of eligible costs; 80% may be granted where exceptional utility criteria are met.

Application Type:Open call, single-stage deadline, electronic submission via the Funding & Tenders Portal. Applicants must use the Application Form templates provided inside the Submission System at time of submission.

Nature of Support:Monetary support (grant funding) for organisational functioning and delivery of activities and outputs. Non-monetary support expected: participation in EU networks, visibility and dissemination channels, and engagement with EU policy actors, but primary benefit is financial contribution to operating costs.

Application Stages:Two principal competitive stages (single-stage submission and evaluation) followed by grant preparation and legal/financial validation stage prior to signature. In practical terms applicants will: 1) submit once by the deadline; 2) undergo evaluation; and if successful, 3) engage in grant preparation before signature.

Success Rates:Not specified in call documentation. Success rates depend on number and quality of proposals and available budget. The call provides an indicative number of grants only at panel and final award time depending on evaluation outcomes. No historical success rate is given in the call materials.

Co-funding Requirement:Yes. The grant funds a share of eligible costs at the applicable funding rate (60% standard or 80% if exceptional utility). Applicants must ensure other resources to cover the non-EU-funded share of eligible costs from own resources, income generated by the action, other third-party contributions or in-kind contributions where permitted and properly documented. Applicants must justify the necessity of EU financial support in the application.

Templates: Application form structure and documents:The Submission System contains the official application templates: Standard application form (EU4H OG) Part A (administrative forms online) and Part B (technical description template), Detailed budget table (EU4H OG) as annex, and the Operating Grants Model Grant Agreement. Part B template contains cover page, project summary, sections on Relevance, Quality, Impact, Workplan/Work Packages and deliverables, Ethics and Security, Declarations and Annexes. Eligible applicants must be private legal entities established in an EU Member State, including overseas countries and territories, or in an eligible non-EU country participating in or associated with the EU4Health Programme. The current call documentation refers to eligible EEA countries and other countries associated with EU4Health.16

Only applications from a single applicant are allowed. The operating grant is therefore a mono-beneficiary grant. The applicant may use affiliated entities, associated partners, subcontractors or other permitted implementation arrangements, but these do not change the requirement that the application is submitted by one principal beneficiary.

The applicant must satisfy all of the following substantive conditions:

  • Be organised and operated for collective, public or social benefit and not for private profit
  • Reinvest any revenues exceeding expenses into the organisation’s purpose rather than distributing them to private parties
  • Be legally independent and not controlled directly or indirectly by another legal entity or individual
  • Demonstrate independence from industry and commercial interests
  • Be active in the public health area
  • Pursue at least one specific objective under Article 4 of Regulation (EU) 2021/522
  • Be active at Union level through statutory member organisations in at least half of the EU Member States
  • Show balanced geographical coverage across the Union
  • Play an effective role at Union level through previous activities and results
  • Demonstrate that EU financial support is necessary to implement the proposed EU4Health objectives
  • Have sufficient financial resources and operational capacity
  • Not be subject to exclusion grounds under the EU Financial Regulation or relevant EU restrictive measures

The requirement for activity in at least half of the Member States is a material eligibility condition. A national NGO with no credible Union-level membership, activity or impact is unlikely to qualify, even if its health activities are otherwise relevant.

Independence and governance requirements

The applicant must demonstrate that no more than 30 percent of its core funding is received from private sector donors. If private sector core funding exceeds 30 percent but remains below 50 percent, the applicant must provide evidence that private donors do not influence its governance, decisions or regular activities. Core funding includes financing for salaries, premises, equipment, communications and normal day-to-day operations.

The applicant must also demonstrate legal independence, absence of conflicts of interest involving its governing body, and appropriate safeguards against commercial or industry influence. These requirements make governance evidence and funding-source transparency central parts of the application.

Geographic scope and exceptional utility

Activities must take place in eligible EU4Health countries. The call is designed for activities with a genuine European or transnational dimension, benefits extending beyond one country, potential for reuse in other countries, or contribution to cross-border cooperation.

The standard reimbursement rate is 60 percent of eligible costs. An applicant may request an 80 percent rate where its operating activities qualify as being of exceptional utility. The stated exceptional utility condition is that at least 30 percent of the budget is allocated to activities in Member States whose GNI per inhabitant is below 90 percent of the EU average.

The exceptional utility rate is not automatic. The proposal should identify the relevant activities, Member States, budget amounts and calculation method, and explain why those activities are integral to the organisation’s EU4Health contribution rather than being peripheral geographic expenditure.

Funding amount and co-financing

The call does not publish a fixed minimum or maximum grant amount per organisation in the available budget information. The requested grant must be justified by the organisation’s eligible operating programme, detailed budget, rate of use and available co-financing. The total amount awarded will depend on the quality and financial realism of the proposal and the available call budget.

At the standard 60 percent rate, an organisation requesting €300,000 would need to demonstrate €500,000 in total eligible costs and €200,000 in other financing. At the 80 percent rate, a €300,000 grant would correspond to €375,000 in total eligible costs and €75,000 in other financing. These examples are mathematical illustrations and do not represent grant ceilings.

The budget must be balanced and supported by sufficient own resources, income or third-party contributions. The grant may not generate a profit. Revenues and other contributions will be taken into account when calculating the final grant amount, and excess payments may be recovered.

Eligible and ineligible costs

The grant uses a budget-based mixed actual cost model. Eligible actual costs and applicable unit costs are reimbursed at the funding rate fixed in the Grant Agreement. For operating grants, there is no separate indirect-cost category because the grant supports the organisation’s overall functioning, including costs that would normally be treated as overheads.

The main eligible budget categories are:

  • Personnel costs for employees, persons under direct contract and seconded persons
  • Subcontracting costs where properly justified and compliant with value-for-money and conflict-of-interest rules
  • Travel and subsistence costs, normally using the applicable EU unit costs
  • Equipment costs, generally through depreciation rather than full purchase cost
  • Other goods, works and services
  • Non-deductible and non-refundable VAT, subject to the applicable EU rules
  • Communication costs for presenting the supported work on the organisation’s existing website or social media channels

The following restrictions are particularly relevant:

  • Financial support to third parties is not allowed
  • Infrastructure and land purchases are ineligible
  • Separate project websites are not eligible, although communication through the organisation’s existing digital channels may be eligible
  • Free in-kind contributions may be used but are cost-neutral and cannot be declared as eligible costs
  • Costs must not be declared under another EU grant
  • Activities completed before the eligible start date cannot be reimbursed

Receiving an operating grant may affect the organisation’s ability to claim indirect costs under EU action grants. Organisations combining operating grants with action grants should verify that their accounting system can separate costs correctly and assess whether the operating grant compensates for any loss of indirect-cost recovery.

Duration and implementation

The project may last for up to 12 months but cannot exceed the applicant’s financial year. The exact start date and duration will be set in the Grant Agreement. The normal start date is after grant signature, although a retroactive start may exceptionally be authorised for justified reasons. It cannot be earlier than the proposal submission date or before the beginning of the beneficiary’s financial year.

The call timetable indicates evaluation from January to March 2027, notification of results in March 2027 and grant agreement signature around the end of April 2027. These dates are indicative and may change.

Evaluation and award criteria

Admissible and eligible proposals will be evaluated in a one-step evaluation and ranked according to a maximum of 100 points. A proposal must pass every individual threshold and the overall threshold.

CriterionMaximum scoreMinimum thresholdWhat evaluators will assess
Relevance3021Clarity and consistency, alignment with EU4Health, EU added value, necessity of EU support, European dimension and potential cross-border use
Quality of project design and implementation3021Logic of the operating programme, methodology, management, timetable, risk management, monitoring, evaluation, feasibility and cost effectiveness
Quality of project team and cooperation arrangements3021Competence, experience, staffing, internal procedures, cooperation arrangements and problem-solving capacity
Impact107Ambition, long-term effects, dissemination, sustainability and benefits for target groups and the public
Overall10070Only proposals reaching all individual thresholds and at least 70 points overall can be considered for funding

Where proposals receive the same score, priority is first given to the relevance score, followed by impact, project design and implementation, and project team and cooperation arrangements. The granting authority may also consider portfolio balance, thematic synergies and geographical coverage.

Required application documents

Applications must be submitted electronically through the Funding and Tenders Portal. Paper applications are not accepted. The application must be complete and use the forms available inside the live Submission System, rather than relying solely on publicly available example templates.

  • Part A completed online with administrative information and the summary budget
  • Part B technical description uploaded as a PDF
  • Detailed budget table or calculator
  • Standard CVs of the core project team
  • List of key previous projects from the last four years
  • Statutes of the NGO
  • Extract from the register of associations or equivalent registration evidence, unless registration is not required under national law
  • Declaration of absence of conflict of interest from industry
  • Annual financial reports for the last two years
  • Annual activity reports for the last two years
  • Minutes of the last general assemblies for the last two years
  • List of NGO members
  • Self-assessment of the effectiveness of previous actions at Union level
  • Written justification of the need for EU financial support

Part B is limited to a maximum of 70 pages. Evaluators will disregard additional pages. The application should be readable, accessible and printable, and the figures in the online summary budget must match the detailed budget table. Where there is a discrepancy, the online summary budget prevails.

Participant registration and legal checks

The applicant must register in the Participant Register before submission and obtain a Participant Identification Code. Legal entity validation, bank account validation, financial capacity checks and other compliance checks may be performed before grant signature.

The applicant must have stable and sufficient resources to implement the work programme and contribute its share. Financial capacity may be assessed using accounts, financial statements, audit reports, business plans and other evidence. The granting authority may request additional information, impose enhanced financial responsibility, require a prefinancing guarantee, reduce or withhold prefinancing, or reject the proposal if capacity is inadequate.

Applicants must also demonstrate operational capacity through staff qualifications, relevant experience, previous projects, activity reports and the resources needed to deliver the operating programme. False declarations, serious professional misconduct, tax or social security arrears, fraud, corruption, conflicts of interest and significant failures under previous EU contracts or grants can lead to exclusion.

Payments and grant management

The grant normally provides prefinancing of approximately 50 percent of the maximum grant amount after the Grant Agreement enters into force, subject to the applicable conditions. There are normally no interim payments. The balance is calculated after the project ends using the eligible costs and revenues established through reporting.

The final grant may be reduced for underperformance, ineligible costs, non-compliance, failure to deliver commitments or other breaches of the Grant Agreement. If earlier payments exceed the final grant amount, the difference may be recovered.

Reporting must cover both financial implementation and measurable results. Records must be retained to substantiate activities, personnel effort, procurement, outputs, participation, dissemination, costs and other performance information.

Strategic assessment for applicants

This is a selective opportunity aimed at mature organisations with a recognised European role. The most significant barriers are the Union-level activity requirement, the requirement to demonstrate balanced geographical coverage, the industry independence test, the need for two years of governance and financial records, and the need to link the organisation’s core work clearly to EU4Health objectives.

The application should not read like a generic annual report or a list of unrelated NGO activities. It should present a coherent annual operating programme with a clear theory of change, measurable indicators, realistic staffing and costs, a defensible rate of use, and evidence that EU support is necessary to maintain or expand activities serving Union health objectives.

  1. 1Map every proposed activity to one or more specific EU4Health objectives
  2. 2Separate eligible operating activities from activities outside the call scope and calculate the proposed rate of use consistently
  3. 3Document Union-level membership, geographic coverage, previous results and cross-border effects
  4. 4Provide a transparent analysis of private sector funding and governance safeguards
  5. 5Use quantified targets for outputs, beneficiaries, vulnerable groups, training participation and knowledge improvement
  6. 6Explain why the activities cannot be sustained at the proposed level without EU support
  7. 7Align the work plan, indicators, staffing plan, budget and supporting documents
  8. 8Demonstrate value for money and avoid unsupported or excessive cost assumptions
  9. 9Prepare legal entity and financial validation documents before the call opens
  10. 10Submit well before the deadline because late technical problems do not extend the deadline

Potential weaknesses and compliance risks

  • A primarily national profile may fail the Union-level and geographical coverage requirements
  • Private sector core funding above the permitted level may undermine eligibility or require extensive independence evidence
  • A proposal focused on a single event, publication or short campaign may not demonstrate a credible operating grant programme
  • Unclear separation between EU-funded activities and other grants may create a double-funding risk
  • A budget that does not show sufficient non-EU financing may be considered financially unrealistic
  • Failure to include any mandatory annex may make the proposal incomplete or inadmissible
  • Weak indicators or no baseline data may reduce the quality and impact scores
  • Operating grant funding may affect indirect-cost claims in separate EU action grants
  • A high percentage of subcontracting without a strong justification may weaken the operational capacity and value-for-money case

Submission and support

The application must be submitted through the Funding and Tenders Portal by 19 January 2027 at 17:00 Brussels time. The relevant non-IT contact is HaDEA-HP-CALLS@ec.europa.eu. Technical submission issues should be addressed through the Portal IT helpdesk. The official EU4Health programme information confirms that EU4Health funding opportunities are published through the Commission and Funding and Tenders channels.46

Overall conclusion

This €1.8 million call is a focused opportunity for established, independent and genuinely European health NGOs seeking co-financing for their 2027 operating programme. It is most suitable for organisations with broad Member State coverage, strong public health credentials, documented governance, stable accounts and a clear pipeline of measurable activities in health promotion, prevention, communication, training, patient engagement and expert networking.

Applicants should treat the call as a competitive institutional funding application, not as a conventional project grant. Eligibility evidence, European added value, financial independence, operational credibility, measurable results and a tightly reconciled budget will be decisive. The 80 percent funding rate should be pursued only where the exceptional utility condition can be demonstrated directly through the budget and work programme.
