What activities are funded and project stage

Funded activities:development of a slate of a minimum of 3 and maximum of 5 audiovisual works (fiction, animation, creative documentary), for commercial exploitation in cinema, television, digital platforms or multi-platform environments. Optionally a short film (max 20 minutes) directed by emerging talent can be included and funded. Development deliverables must include creative materials (treatment, script, bible or equivalent), updated financing and marketing plans, key crew/casting updates and interoperable identifiers where applicable. Works not eligible include live recordings, talk shows, reality TV, promotional/institutional productions, music videos, student films/graduation works, pornographic or racist material, and several other categories defined by the call.

Expected project maturity:Expected maturity: development-stage projects that are pre-production and development (idea to pre-production). Conditions and requirements applicants should note

Proposals must be submitted electronically through the Funding and Tenders Portal, using the templates in the Submission System rather than the topic page documents. Paper submissions are not accepted. 1

The application consists of Part A, Part B, Part C, and mandatory annexes, including the creative dossier, rights contracts or proof of rights ownership, co production and financing supporting documents where available, and declarations on independence and language of submission documents. 1

The Part B narrative is limited to 70 pages, and additional pages are not evaluated. 1

Applicants must own the majority of rights to the works, and for adaptations they must also hold the majority of adaptation rights through an option agreement or transfer of rights contract. For European co production or co development between European companies, equal sharing of rights between co producers is accepted. 1

Special attention is given to applications with strong sustainability measures and with credible strategies for gender balance, inclusion, diversity, and representativeness. 1

Evaluation and award

Applications are evaluated in a single stage, one step procedure and are ranked against four award criteria: relevance, quality of content and activities, project management, and dissemination. The overall threshold is 70 points out of 100. 1

The evaluation period runs from December 2026 to April 2027, applicants are informed in May 2027, and grant agreement signature is expected in August 2027. 1

Project duration and implementation

Projects should normally not exceed 36 months, though extensions may be granted if justified and amended. After grant signature, the coordinator normally receives prefinancing of about 70 percent of the maximum grant amount, with no interim payments. 1

The action is structured into one work package per audiovisual work in the slate, plus an additional work package for the short film if included. Deliverables include updated creative, financing, marketing, and development materials, along with an interoperable standard identifier and link to the final work if produced. 1
