Award rules and evaluation
Award method:best price-quality ratio. Tenders are evaluated against compliance with minimum requirements, exclusion and selection criteria, and then scored on price (30%) and quality (70%). Quality scoring is out of 100 points for methodological and organisational criteria and quality control measures with minimum pass marks for each subcriterion (50% per subcriterion) and a minimum overall quality threshold of 60% to be considered for award.
- 1Price (30% weighting): full tender price in EUR covering all tasks, services and required meetings (including travel/time costs for presence in Luxembourg for 3 hybrid meetings).
- 2Quality (70% weighting) allocated as follows: Criterion 1 Methodology (40 points): Subcriterion 1.1 clarity, feasibility and rigour (25 points); Subcriterion 1.2 methods and data approach (15 points). Criterion 2 Organisation and project management (40 points): Subcriterion 2.1 detailed workplan and schedule (20 points); Subcriterion 2.2 roles and team composition (10 points); Subcriterion 2.3 resource allocation and realism (10 points). Criterion 3 Quality control and risk management (20 points): Subcriterion 3.1 risk assessment and mitigation (10 points); Subcriterion 3.2 quality control processes (10 points).
Scoring and ranking:final score = normalized price element (cheapest price / price of tender X * 100 * price weighting) + quality score (out of 100 * quality weighting). In case of tie, quality scores are used as tie-breakers in the order of award criteria hierarchy.
Budget and payments
The tender documents do not specify a published maximum total contract value to foster price competition. Payment arrangements as per draft contract: interim payment up to 50% of the contract amount after submission and approval of the first interim deliverable package (includes required list of pre-existing rights or declaration); final payment of balance on delivery and approval of final report and all deliverables. Payment terms: contracting authority approves and pays invoices within 60 days; the authority may suspend payment timelines under specified circumstances (see draft contract). All bids must be priced in euros and exclusive of VAT. Where a group of economic operators without separate legal personality is awarded, the leader receives payments and members remain jointly and severally liable (Annex III template for VAT split is provided).

Risk points and practical advice for bidders
Key risk areas and recommended mitigations:ensure timely registration (PIC/EU Login) well before the deadline; test eSubmission uploads early (Portal supports 200 files and 50 MB file size limits per attachment but confirm current System Requirements); include sufficient evidence for selection criteria in the initial upload (technical capacity evidence is required with the tender); ensure at least two team members have C2 English for language checks and include the requested English sample deliverable; clearly identify any subcontractors and include commitment letters; verify the legal and VAT arrangements for group submissions (Annex III); allow time for security/screening if staff will attend hybrid meetings in Luxembourg and may need access to Commission premises; complete the Declaration on Honour accurately because failure to supply documentary evidence on request may lead to disqualification.
- 1Start early: register organisation PIC, create EU Login accounts and test eSubmission.
- 2Assemble full evidence set and sample English deliverable before submission.
- 3Name files per eSubmission System Requirements and keep individual files under 50 MB.
- 4Plan for Luxembourg travel costs in the financial offer for the three required hybrid meetings.
- 5Ensure data handling is compliant with Regulation (EU) 2018/1725 and indicate locations for data processing where outside EU/EEA.
