Participation rules reference access-to-market restrictions (GPA countries excluded except those listed). Cedefop is located in Greece (Thessaloniki) and local time references use Europe/Athens.
Funding and payment modality
Funding type:procurement / tender for services (framework agreement). Nature of support: paid services (contractor receives money against delivery of services and invoices). Award method: best price-quality ratio with 70% weighting to quality and 30% to price. Payments are fixed-price per specific contract with interim (40%) and final (60%) payment arrangements for specific contracts over €50,000; for specific contracts <= €50,000 single payment on acceptance. Standard Cedefop payment terms apply (invoices paid within 90 days after approval).
Consortium, subcontracting and reliance on third-party capacities
Consortium requirement:the procedure allows single applicants and joint offers (consortia). Cedefop will rank up to three contractors for the multiple FWC in cascade. Tenderers may propose subcontractors. Identified subcontractors performing >10% of contract value must complete Declaration on honour and supporting evidence; entities on whose capacities the tenderer relies (but which are not subcontractors) must provide letters of intent and supporting evidence. Joint offer members are jointly and severally liable; power of attorney (Annex I) models are provided for consortium composition and representation.
Target sectors and thematic focus
Target sectors:vocational education and training (VET), qualifications and credentials, education and lifelong learning policy, skills and labour market analysis. Cross-cutting technical themes explicitly included: digital credentials and digital tools for portability of learning outcomes, validation and recognition of qualifications, monitoring and comparative policy analysis of national VET systems, foresight and AI-related aspects in VET, quality assurance, and stakeholder engagement and policy learning.
Project stage and expected maturity:Expected project maturity: research and analysis (research, comparative monitoring, validation and demonstration). Activities cover methodological design, desk research, qualitative fieldwork (interviews, case studies, focus groups), comparative analysis, foresight and testing/validation of outputs with stakeholders. Outputs will be policy- and practice-oriented (reports, briefs, tools, event facilitation).
Award criteria, evaluation process and stages
Application type:open call for tenders (open procedure) through eSubmission. Evaluation is two main-stage but implemented in standard procurement sequence: exclusion and selection checks (administrative), technical (quality) evaluation, then financial evaluation. Technical evaluation comprises two scenario-based technical proposals (Scenario 1: digital credentials; Scenario 2: VET attractiveness) and is worth 70% of the total score; price is 30% of total score. Tenders must pass minimum technical thresholds to be considered financially. The procedure results in ranking (descending TS) and up to three contractors selected for a cascade framework.
- 1Stage 0: Administrative checks and exclusion criteria (Declaration on honour, EDES checks and potentially documentary evidence).
- 2Stage 1: Selection criteria checks (economic/financial capacity and technical/professional capacity).
- 3Stage 2: Technical (quality) evaluation – two scenario technical proposals submitted (Annex E(a) and E(b)).
- 4Stage 3: Financial evaluation – use of Annex H financial scenario (200 person-days) for comparison and scoring.
- 5Stage 4: Ranking and award of up to three framework contracts in cascade.
Number of stages to pass to obtain award:effectively three distinct decision points after eligibility: consolidated selection (economic/financial), technical pass (quality threshold and scenario minima), then financial ranking (price). Only tenders meeting technical minima (overall TQV >= 65/100 and per-scenario minima) proceed to price scoring.
Selection and exclusion criteria (summary)
Exclusion criteria:standard Financial Regulation-based exclusion situations apply (bankruptcy, tax/social security non-payment, grave professional misconduct, fraud, corruption, money laundering, terrorist offences, child trafficking, significant deficiencies in implementing Union-funded contracts, creating entities to circumvent obligations, resistance to audits). Entities providing >10% of work must supply Declaration on honour and documentary evidence on request. Early Detection and Exclusion System (EDES) checks apply.
Selection (capacity) criteria:economic and financial capacity requirement: average annual turnover for the last three years at least €1,000,000. Technical/professional capacity requirements include evidence of at least three similar contracts in the past three years totalling minimum combined value of €1,300,000, and specific expert profiles and minimum numbers/experience for core roles (Framework contract manager, Team leader(s), Senior qualitative methods experts, Quality assurance manager, Senior/Junior researchers in qualifications and VET, and Technical expert in AI-enabled digital solutions). Evidence is provided via Annex G Questionnaires 2-4 and related documentation (project lists, expert questionnaires).
Award (technical) criteria and scoring essentials
Quality weighting:70% (Total Quality Value TQV). Price weighting: 30%. Tenderers must submit two scenario technical proposals (Annex E(a) Scenario 1 on digital credentials; Annex E(b) Scenario 2 on VET attractiveness). Technical criteria include: (1) demonstrated knowledge of the policy and research context for each scenario (20 points total, 10 per scenario); (2) methodological quality and feasibility (70 points total, 35 per scenario) including data sources and stakeholder coverage; (3) organisation and project management, quality assurance and risk management (10 points total). Minimum technical thresholds: at least 50% of maximum points on main award criteria 1 and 2 per scenario and overall TQV >= 65/100. Only technically compliant tenders are scored on price.
Financial proposal and unit pricing
Tenderers must complete the Financial offer template (Annex H). Annex H collects daily rates per expert category and unit costs for travel/meetings. For evaluation, a standard scenario of 200 person-days and two physical meetings is used to compute the Total Financial Offer (TFO) for scoring. Prices quoted must be fixed for the first year; price revision rules apply from year 2. Prices are in euros and must be all-inclusive; Cedefop is VAT-exempt.
Nature of deliverables and quality/language requirements
Deliverables:reports, analytical products, datasets and code or tools where relevant, stakeholder validation materials, policy briefs, event facilitation outputs and documentation. Deliverables must be submitted in English, in electronic format, using Cedefop templates and Style Manual (Annex L). Excel data and charts must include underlying data. Final deliverables must be professionally proof-read in English. Cedefop may run anti-plagiarism checks on reports before approval.
Meetings, travel and practical arrangements
Coordination:kick-off online meeting after signature; a maximum of two one-day physical coordination meetings per specific contract in Thessaloniki (team leader + one senior researcher to attend). Cedefop may organise two-day events/conferences in Thessaloniki; contractors may be asked to support. Travel and subsistence costs should be included in the financial offer per Annex H. If physical meetings cannot be organised, they may be replaced by virtual meetings and travel costs deducted.
IPR, data protection and confidentiality
Intellectual property:Cedefop (European Union) acquires ownership of results created under specific contracts; pre-existing rights remain with the contractor but must be licensed to the Union on a royalty-free, non-exclusive, irrevocable basis covering worldwide use. Contractors must identify pre-existing rights and provide evidence. Contractors may use results for academic purposes only subject to prior approval and acknowledgement rules. Data protection: contractors act as processors under Regulation (EU) 2018/1725 and must sign a Data Protection Agreement (Annex M) on request; data processing must be confined to EU/EEA data centres unless prior written authorisation is granted. Confidentiality: contractors and staff are bound by confidentiality undertakings (Annex IV).

Purpose and policy context
The framework contract will support Cedefop activities under its strategic area of operation concerning the shaping of VET and qualifications. The intended work is designed to generate, analyse, transform and integrate evidence into policy and practice oriented knowledge for European and national stakeholders.
The work will primarily use a European comparative perspective. Assignments may compare policies and practices across a broad group of countries, or conduct detailed research in selected countries, regions, sectors or institutional settings. The geographical scope of an individual specific contract may cover all EU Member States, Norway and Iceland, selected countries or selected regions.
The procurement addresses two connected policy strands. The first concerns monitoring and research on national VET policies, systems and institutions. The second concerns transparency, recognition, validation and portability of skills, qualifications and credentials.
Potential work is linked to national VET reforms, VET attractiveness and inclusion, mobility, lifelong learning, qualifications frameworks, learning outcomes, recognition of foreign qualifications, validation of non formal and informal learning, digital credentials, microcredentials, artificial intelligence in VET and future skills developments.
Services likely to be ordered
Specific contracts may request one or more of the following services, with the precise tasks, geographical scope, methodology and deliverables defined in each order.
- Research design and preparation for monitoring, research, programmes and policy activities.
- Primary data collection and secondary data analysis using qualitative, quantitative or mixed methods.
- Comparative analysis of national VET systems, institutions, policies, reforms and implementation measures.
- Research on VET attractiveness, inclusion, flexibility, innovation, resilience, quality assurance and stakeholder participation.
- Analysis of qualifications, credentials, learning outcomes, national qualifications frameworks and portability mechanisms.
- Research on transparency, recognition, validation and transferability of skills and qualifications across borders.
- Development of practical tools, guidance, databases, analytical products and implementation support.
- Stakeholder mapping, consultation, interviews, workshops, expert engagement and validation of findings.
- Policy briefs, comparative reports, country analysis, thematic studies, recommendations and communication materials.
- Quality assurance, peer review, data management, evidence synthesis and support to policy learning and cooperation.
Technical evaluation scenarios
Tenderers must prepare two technical proposals, one for each scenario. The scenarios are used for evaluation and demonstrate the tenderer's ability to address the substantive and methodological requirements of the framework.
| Scenario | Subject | Expected proposal content |
|---|---|---|
| Scenario 1 | Comparative analysis on digital credentials for learning | Policy and research context, methodology, data sources and limitations, stakeholder groups, workplan, quality assurance, risks and mitigation measures |
| Scenario 2 | Comparative analysis on national policies and actions to make VET more attractive | Policy context, methodology, data sources and limitations, stakeholder groups, workplan, quality assurance, risks and mitigation measures |
Each technical scenario proposal is expected to be approximately 15 pages. The technical response should be evidence based, comparative, operationally credible and clearly connected to the requested deliverables. It should identify how the proposed team will obtain reliable national and EU level evidence and manage differences in definitions, data availability, institutional structures and policy contexts.
Who can apply
Participation is open to economic operators that meet the procurement eligibility and selection conditions. A tender may be submitted by a single legal or natural person, by a grouping or consortium, or with subcontractors and other entities whose capacities are relied upon where permitted by the tender specifications.
Access to this Cedefop procurement is stated to be open to entities established in the 27 EU Member States, Iceland, Liechtenstein and Norway, as well as Albania, Bosnia and Herzegovina, Georgia, Kosovo, Montenegro, North Macedonia and Serbia under the applicable EU agreements. International organisations may participate where they satisfy the relevant Financial Regulation requirements.
Entities from other Government Procurement Agreement countries are not included in the stated market access scope unless they fall within one of the specifically identified eligible categories. Subcontractors and entities relied upon for selection criteria are subject to separate rules and may not be used to circumvent market access requirements.
A consortium must identify all members and designate a leader or manager. Consortium members are expected to be jointly and severally liable towards Cedefop for performance of the contract. A power of attorney must be provided using one of the models in the procurement documents.
Subcontractors and entities on whose capacities the tenderer relies must be identified as required by the tender specifications. Letters of intent and supporting information may be required. The tenderer remains responsible for demonstrating that the proposed contractual structure provides adequate capacity and does not create conflicts of interest.
Selection and exclusion requirements
All participating entities, consortium members, identified subcontractors and entities relied upon for selection criteria must complete the required declarations and satisfy the applicable exclusion and selection requirements.
- The entity must not be bankrupt, insolvent, subject to winding up or analogous proceedings.
- The entity must comply with applicable tax and social security payment obligations.
- The entity must not have been found guilty of grave professional misconduct, fraud, corruption, criminal organisation activity, money laundering, terrorist financing, terrorist offences, trafficking in human beings or other listed serious offences.
- The entity must not have significant deficiencies in the performance of prior EU financed contracts or have committed an established irregularity.
- The entity must not have attempted to circumvent tax, social, labour or other legal obligations through an artificial establishment arrangement.
- The entity must not have intentionally obstructed investigations, checks or audits by competent EU or national bodies.
- The entity must not have a conflict of interest that could negatively affect contract performance.
- The entity and relevant involved persons must not be subject to applicable EU restrictive measures or asset freezes.
- The tender must have been prepared independently and autonomously from other tenders.
- The tenderer must satisfy the professional, technical, economic and financial selection criteria specified in the tender specifications.
The available selection questionnaire indicates a requirement to demonstrate relevant experience through at least three contracts performed during the three years preceding the tender deadline. Those contracts must be similar in scope and nature to the required services and have a combined value of at least €1 million for the relevant execution period. The precise allocation of experience between the tenderer, consortium members, subcontractors and relied upon entities must follow the tender specifications.
The procurement documents also require information on the proposed expert profiles. The available questionnaire refers to profiles including a framework contract manager, team leader, senior qualitative research expert, quality assurance manager, senior and non senior researchers on qualifications and credentials, senior and non senior researchers in VET policies and systems, and a technical expert in AI enabled digital solutions. The detailed education and experience thresholds for each profile must be taken from the tender specifications and completed in the relevant evidence forms.
Evidence may include extracts from judicial records, tax and social security certificates, professional or company registration information, financial information, references for relevant contracts, curriculum vitae and evidence of qualifications and experience. Cedefop may request evidence within a short period where it has not been required at submission stage.
Financial structure and payment
The stated maximum framework envelope is €2.5 million excluding VAT over four years. This is not a grant allocation, guaranteed turnover or minimum purchase commitment. Cedefop will be contractually bound only by the amounts included in successive specific contracts that it decides to issue.
Specific contracts will be priced using the unit prices included in the framework contract. The financial offer requires all inclusive daily rates for the defined expert profiles and all inclusive travel costs for experts attending meetings at Cedefop premises in Thessaloniki.
| Financial component | Required pricing basis |
|---|---|
| Expert services | All inclusive cost per work day for each specified profile |
| One day meeting travel | All inclusive cost for one expert travelling to Cedefop premises for one day |
| Two day meeting travel | All inclusive cost for one expert travelling to Cedefop premises for two days |
| Evaluation scenario | Financial scenario based on 200 person days plus specified travel items |
| VAT | Framework value stated excluding VAT |
For a specific contract valued at up to €50,000, the stated payment structure is one payment after completion of all tasks and submission of the final deliverables. For a specific contract above €50,000, the stated structure is an interim payment of 40 percent after interim deliverables, approximately halfway through the assignment, followed by a 60 percent balance after the final deliverables. Payments are subject to the contract conditions and are generally made within 90 days of submission of valid invoices.
Cedefop may request supplementary services of the same type as those listed in the framework contract where necessary for execution of a specific contract. Such services require prior approval and must not depart from the essential framework terms.
The tender specifications reserve the possibility of a negotiated procedure without prior publication to increase the maximum contract amount by up to 50 percent for similar services, subject to the stated Financial Regulation conditions and within three years of signature. This is a discretionary possibility and is not a guaranteed increase in contract value.
Framework operation and commercial implications
The framework uses a cascade arrangement. Cedefop will rank successful contractors in descending order and normally contact the contractor ranked first. If that contractor is unavailable or incapable of responding for reasons that do not require contract termination, Cedefop may contact the second and then the third contractor.
The framework does not guarantee that every selected contractor will receive work. The final value depends on Cedefop's future requirements, available budget and the specific contracts issued during the framework period. Applicants should therefore assess the opportunity as a route to recurring call off work rather than as a fixed €2.5 million award.

Tenders must be submitted exclusively through the electronic submission system accessed from the Funding and Tenders Portal. Submission by email, post or another method will be disregarded. Each organisation participating as a sole tenderer or consortium member must be registered in the Participant Register and have a valid Participant Identification Code.
An EU Login account is required to access the electronic submission process, submit questions and manage the tender. Applicants should begin registration, consortium coordination and document preparation well before the deadline.

Applicants should rely on the live Funding and Tenders Portal record and any subsequently published correction notice before submitting.
Mandatory submission package
- Completed electronic submission through the Funding and Tenders Portal eSubmission system.
- Technical proposal for Scenario 1 on digital credentials for learning.
- Technical proposal for Scenario 2 on national policies and actions to make VET more attractive.
- Completed financial proposal and financial evaluation scenario.
- Declaration on honour covering exclusion, selection, restrictive measures, established Union debt and independent tender preparation.
- Questionnaire 1 identifying the tenderer, consortium members, subcontractors, entities relied upon and authorised contact person.
- Evidence of legal capacity and representation where required.
- Consortium power of attorney where a joint tender is submitted.
- Letters of intent for relevant subcontractors or entities relied upon where required.
- Supporting evidence for relevant experience, annual turnover, proposed experts, qualifications and professional experience when requested by the tender specifications.
- Any other mandatory documents listed in the procurement checklist and eSubmission application.
The financial offer must be confined to the designated financial section. The invitation warns tenderers not to disclose financial prices in the technical proposal or other supporting documents. Failure to submit both a compliant technical proposal and a financial proposal may lead to rejection.
Evaluation and award strategy
The award uses a best price quality ratio with 70 percent assigned to quality and 30 percent to price. The strongest applications should therefore avoid treating the opportunity as a rate competition only. Technical credibility, methodological rigour, relevant comparative evidence, expert coverage, quality assurance and deliverability are central to competitiveness.
- Demonstrate direct experience with European comparative VET, qualifications, skills or education policy research.
- Provide a coherent methodology for both scenarios, including mixed methods where appropriate.
- Show practical access to EU and national data sources and explain limitations and mitigation measures.
- Identify credible stakeholder engagement routes across Member States, Norway and Iceland where relevant.
- Match named experts to the required profiles and document their specific relevant experience.
- Provide a realistic workplan with responsibilities, milestones, deliverables and review points.
- Explain quality assurance, peer review, data protection, ethics, information security and risk management arrangements.
- Use a transparent and commercially sustainable pricing model that remains competitive without undermining delivery quality.
- Demonstrate the ability to mobilise quickly for multiple specific contracts during a four year framework.
- Ensure that all consortium, subcontracting and reliance on capacity arrangements are legally and operationally clear.
Key risks and issues for applicants
- The maximum value is indicative and not guaranteed. Actual revenue depends on future specific contracts.
- The cascade structure means that contractors ranked below first position may receive fewer or no orders.
- The procurement is not a grant and does not provide a fixed reimbursement rate or automatic cost coverage.
- The technical proposals must address two different substantive scenarios and should not be generic.
- National data availability, comparability and stakeholder access are likely to be material delivery risks.
- The framework requires broad multidisciplinary capacity, including VET policy, qualifications, qualitative research, quality assurance and digital or AI enabled solutions.
- The tenderer must maintain compliance with exclusion, restrictive measures, labour, environmental, social and data protection requirements throughout performance.
- Tenderers bear their own preparation, submission and opening session costs.
- Late submissions are rejected, and the system receipt timestamp is the relevant evidence of timely submission.
- Any reservation, disclaimer, variant or departure from the procurement documents may result in rejection.
Overall assessment
This is a substantial, specialist research services procurement suited to universities, research institutes, policy consultancies, evaluation firms and multidisciplinary consortia with demonstrable European VET and qualifications expertise. It is particularly relevant to organisations able to combine comparative policy research, stakeholder engagement, qualitative and quantitative analysis, technical writing, quality assurance and implementation support.
The opportunity is commercially attractive because it can create a four year pipeline of Cedefop assignments with an overall ceiling of €2.5 million, but the value is uncertain and distributed through a cascade framework. A competitive tender should focus on a highly credible technical response, strong named experts, documented relevant contract experience, clear access to national evidence and a disciplined financial proposal.
Applicants should treat the tender specifications, draft framework contract, annexes, live portal record and any published clarifications as controlling documents. The final compliance review should verify every mandatory form, signature, capacity arrangement, file format, page limit, price entry and submission timestamp before dispatch.
