Eligibility and Who Can Apply
Open to economic operators established in EU Member States or eligible countries per EFSA market access rules (see EFSA Guidance for Tenderers). Joint tenders and subcontracting allowed with restrictions. Tenderers must not be subject to EU restrictive measures or Hungarian public interest trusts per Council Decision (EU) 2022/2506. PIC registration in Participant Register mandatory.

- Situations under Article 138 of Financial Regulation (Declaration on Honour Section A required)
- No access if not established in eligible countries
Selection Criteria
- Economic/Financial: Annual turnover >= €40,000 in each of last 2 years (Declaration on Honour Section B)
- Professional: 3+ years experience in relocation services with Italian admin knowledge; list of 3 references (2023-2025); team of min. 2 experts (lead: 5+ years; second: 2+ years); C1/B2 English/Italian proficiency; no conflicts of interest (Declarations Sections B/C); environmental info (Annex 3)
