The European External Action Service (EEAS) is procuring security services for the EU Delegation to Mexico through a competitive negotiated procedure. This is a framework contract opportunity for qualified security service providers to deliver comprehensive security solutions to the Delegation headquarters and Ambassador's Residence in Mexico City.
Opportunity Type and Procedure:Framework Contract for Security Services. The procedure is competitive with negotiation conducted in two phases. Phase 1 involves submission of participation requests with supporting documentation. Phase 2 invites selected candidates to submit technical and economic offers. The contracting authority reserves the right to award based on initial tenders without further negotiation.
Estimated Contract Value:82,800,000 MXN (Mexican Pesos) excluding VAT. This represents the maximum estimated value and does not commit the contracting authority to spend this amount.
Contract Duration:Initial period of 48 months with possibility of renewal up to two additional times for one year each, subject to written agreement of both parties. Maximum total duration is 72 months.
Scope of Services
The contractor must provide human and material resources to ensure security of persons and property under the responsibility of the EU Delegation. Services are primarily located in Mexico City and include provision of security guards, GPS tracking systems, alarm systems, and CCTV systems.
Specific services include:Head of Operations, 24/7 unarmed guards, 12/5 unarmed guards, shared patrol services 24/7, monitoring of alarms at 14-16 locations, and ad hoc guard services as required.
Eligibility and Who Can Apply
Participation is open on equal terms to all natural and legal persons whose registered office or domicile is located in EU Member States, third countries with special agreements with the EU on public procurement, or exceptionally in Mexico. International organizations may also participate.
Legal and Regulatory Capacity Requirements:Candidates must be authorized to provide private security services in Mexico. Required documentation includes: registration with the Federal Taxpayer Registry for Tax Identification, authorization from the General Directorate of Private Security of Mexico's Public Security Secretariat, registration with the Federal Weapons Registry, and authorization to provide alarm and electronic monitoring services.
Economic and Financial Capacity:Average annual turnover for the three most recent closed fiscal years must be minimum 13,800,000 MXN. Candidates must submit profit and loss statements for the three most recent closed fiscal years.
Technical and Professional Capacity:Candidates must demonstrate at least two security service contracts executed during the three years preceding the deadline, with at least one contract exceeding one year duration. Cumulative value of contracts over three years must be minimum 4,600,000 MXN. Additionally, candidates must currently employ minimum 48 personnel in security-related sectors. Client reference letters confirming professional execution of security contracts are mandatory.

Submission Requirements and Process
All participation requests must be submitted exclusively through the electronic submission system (eSubmission) available on the EU Funding and Tenders Portal. Submissions by email or postal mail will not be accepted. Candidates must register in the EU Participant Register to obtain a Participant Identification Code (PIC) before submission.
Required documents for Phase 1 include:completed participation request form, declaration of honor regarding exclusion and selection criteria, proof of legal capacity and authorization to provide security services in Mexico, financial statements, client reference letters for previous contracts, and evidence of personnel employed in security sectors.
Language Requirements:Submissions must be in one of the official EU languages. The tender documents are published in Spanish, which is the authentic version. Any documents not in an official EU language must be accompanied by translation into an official EU language.
Evaluation and Award Criteria
Phase 1 evaluation assesses compliance with access to procurement, exclusion criteria, and selection criteria. Candidates meeting these requirements advance to Phase 2.
Phase 2 evaluation applies the best price-quality ratio principle with the following weighting: 60 percent for technical quality and 40 percent for price. Technical evaluation criteria include management and contract execution capacity, quality management and assurance, working conditions and benefits for security personnel, and armed security services management.
Technical offers must achieve minimum 50 percent of points assigned to each criterion and minimum 60 percent of total technical points to be considered for award. Only technically compliant offers with scores meeting these thresholds are evaluated economically.
Payment and Financial Terms
Payment Modality:Monthly invoicing for balance payment. The contractor must submit monthly reports and reimbursable expense declarations with invoices. The contracting authority has 30 days from invoice receipt to approve and process payment.
Currency and Exemptions:Payments in Mexican Pesos (MXN). The EU Delegation is exempt from all taxes and duties including VAT under the Vienna Convention on Diplomatic Relations of 18 April 1961.
Price Revision:Prices are fixed and non-revisable during the first year. From the second year onwards, prices may be revised annually based on the National Consumer Price Index (INPC) of Mexico upon request by either party, with three months advance notice required.
Reimbursable Expenses:Maximum total reimbursable expenses are 1,103,820 MXN for the entire contract duration including renewals. Daily allowance is 1,150 MXN and maximum accommodation limit is 3,798 MXN.
Special Conditions and Requirements
Exclusion Criteria:Candidates in bankruptcy, insolvency, or liquidation proceedings; those with unpaid taxes or social security contributions; those convicted of professional misconduct, fraud, corruption, or terrorism-related offenses; and those with significant deficiencies in executing EU-funded contracts are excluded. Candidates must submit declarations of honor confirming they do not fall within exclusion grounds.
Conflict of Interest:Contractors must avoid situations where impartial and objective contract execution is compromised by family, political, economic, or other shared interests. Any conflicts must be reported immediately to the contracting authority.
Data Protection:Personal data processing complies with EU Regulation 2018/1725. Data is treated confidentially and used only for contract execution, management, and monitoring. Contractors must implement technical and organizational security measures and notify the contracting authority of any data breaches within 48 hours.
Subcontracting:Subcontracting is permitted but the contractor remains fully responsible to the contracting authority. All subcontractors must be identified in the offer and are subject to the same exclusion criteria as the main contractor. Changes to subcontractors during contract execution require prior written approval.
Contract Management and Performance
The framework contract establishes procedures for ordering services through specific contracts or purchase orders. The contractor has five business days to return signed specific contracts or provide written explanation for non-approval. Repeated refusal to sign specific contracts or systematic delays may constitute breach of contract.
The contractor must maintain high-quality services conforming to industry standards and contract specifications. All minimum requirements specified in the tender specifications must be met throughout contract duration. The contractor is responsible for personnel and must ensure staff possess necessary qualifications and experience. Upon request, the contractor must replace any personnel lacking required expertise or causing disturbances.
Quality Assurance and Monitoring:The contracting authority may conduct controls and audits at any time during service provision and up to five years after final payment. The contractor must maintain all original documents for five years after final payment and provide access to sites, facilities, and information for audits and controls.
Termination and Resolution
Either party may terminate the contract with three months written notice. The contractor is entitled only to payment for services actually provided before termination. The contracting authority may terminate for various grounds including non-performance, failure to obtain required licenses, substantial breach of obligations, financial irregularities, conflicts of interest, or force majeure situations.
In case of termination, the contractor must provide all necessary assistance for service continuity without additional cost, unless significant additional resources are required. The contractor must submit all reports, deliverables, and invoices within 60 days of termination date.
