Contract, award and evaluation

Procedure type:Open procedure leading to a single framework contract per lot. Award method: lowest price. Tenders are ranked in ascending order of total net price for evaluation (financial model SSF7 must be used). The contracting authority evaluates compliance with minimum technical requirements, exclusion and selection criteria before awarding. The EUAA is VAT exempt and evaluation is at net prices (exclusive of VAT).

Estimated total procedure value:Estimated total value for the procedure (all lots) published: €250,000. Lot 1 estimated overall contract amount: €97,500; Lot 2 estimated overall contract amount: €152,500 1.

  1. 1Award criterion: Lowest price. Financial evaluation uses the completed SSF7 price grids (one SSF7 per lot).
  2. 2Minimum mandatory technical compliance: bids must meet the mandatory technical requirements in Part 2 Technical Specifications (minimum bundles and SLAs). Non-compliant tenders will be rejected.
  3. 3Selection checks: exclusion and selection criteria (legal/regulatory capacity; economic and financial capacity; technical and professional capacity). Required documents and where to upload them are set out in Annex 1 and Standard Submission Forms (SSF).

Eligibility, who may apply

Eligible applicants:any natural or legal persons within scope of the EU Treaties, international organisations, and economic operators established in countries with applicable procurement access rights. Tenders from groups (joint tenders) are allowed; subcontracting is permitted. Orders under the FWC are placed by order forms / specific contracts. The contracting authority does not guarantee a minimum volume and the framework ceiling per lot must not be exceeded. Transfers, porting of numbers and collaboration with incumbent operators must be provided free of charge as described. The award is to the lowest compliant priced tender.

Payment and billing

Payments are in euros and invoicing rules differ per lot:Lot 1 (post-paid) invoicing is for consumption of the previous month; Lot 2 (pre-paid) invoicing is for the next 30 days. Monthly intermediate bill reports are required in machine-readable format (CSV or XLSX) containing MSISDN, IMEI, monthly rate, bundle, credits, charges and totals. Invoices must be sent to invoices@euaa.europa.eu and reference the order form number and framework contract reference. The EUAA is VAT exempt; tenders must propose net (VAT excluded) prices. Payment terms: the contracting authority must approve submitted documents or deliverables and pay within 30 days from receipt (subject to suspension rules).

  1. 1Invoicing and reporting: monthly invoice plus detailed machine-readable interim bill.
  2. 2'Zero Surprise' consumption capping: Contractor to provide configurable thresholds and notifications (70% and 90% recommended) and allow EUAA to extend limits within 24 hours.

Lot structure and commercial values

The two lots are assessed independently. The framework agreement is without reopening of competition, and the stated award method is lowest price. The portal record indicates that price carries 100 percent of the award weighting, subject to compliance with all administrative, technical, and exclusion or selection requirements.

Financial overview

The values below are estimated contract values and not guaranteed revenue. The financial evaluation uses the hypothetical consumption quantities in the financial tender form. Those quantities are for comparison only and do not bind EUAA to order the indicated number of subscriptions, services, devices, or units.

Lot

Estimated value:Lot 1 Spain

€97,500 excluding VAT

Lot 2 Greece

€152,500 excluding VAT

Total procedure

€250,000 excluding VAT

Funding rate

Not applicable. This is a procurement contract, not a grant. The successful contractor receives payment for ordered and accepted services or supplies under the framework contract. Tender preparation costs, including participation in the opening session, are borne by tenderers and are not reimbursed 3.

Framework agreement and duration

EUAA intends to conclude one single framework contract for each lot. The framework contract is initially planned for 24 months and may be renewed two times, giving a maximum framework duration of 48 months 4.

The framework agreement is stated to operate without reopening of competition. This means that the successful contractor for each lot is selected through the present procedure and subsequent orders are expected to be placed under the framework terms rather than competed again between framework contractors.

The technical specifications limit the maximum duration of each individual connection or subscription to 24 calendar months. Individual subscriptions also cannot continue beyond the framework contract end date, any permitted additional period, or the contract ceiling 4.

Minimum technical requirements

Lot 1 Spain, mobile voice, messaging, and data

The mandatory post-paid monthly tariff must provide unlimited incoming and outgoing calls to national fixed and mobile numbers within Spain, at least 100 minutes to or from any EU number, 500 SMS to national destinations, at least 30 GB of mobile data in Spain per month, and at least 25 GB of EU data roaming per month.

Lot 2 Greece, mobile voice, messaging, and data

The mandatory pre-paid monthly tariff must provide unlimited incoming and outgoing calls to national fixed and mobile numbers within Greece, at least 100 minutes to or from any EU number, 500 SMS to national destinations, at least 25 GB of mobile data in Greece per month, and at least 25 GB of EU data roaming per month.

Data-only services for both lots

The data-only service must provide at least 4G coverage in the designated country covering at least 90 percent of the population, at least 100 GB of domestic data per month, and at least 25 GB of EU data roaming per month. The service must support mobile devices, laptops, tablets, tethering, data SIMs, internet browsing, and corporate VPN access.

Network and service quality requirements

The tenderer must offer high quality network coverage in the relevant country, with 4G or higher speed where available. Coverage must be at least 90 percent across the designated country or at least 90 percent of the population as specified for data-only services 7.

The offer should explain network availability, domestic and roaming coverage, service restrictions, fair use controls, overconsumption treatment, premium number blocking, data caps, traffic thresholds, and procedures for number portability and migration from the incumbent supplier.

Operational support requirements

The contractor must provide English language contract management support 24 hours per day and 7 days per week. EUAA expects problems to be resolved and tickets closed within a maximum of three calendar days. Requests to block EUAA subscriptions must be confirmed within a maximum of one calendar day. Planned interventions must be notified at least five working days in advance 7.

All subscription purchases, activations, suspensions, and related actions are to be managed through authorised communications between EUAA and the contractor's appointed contract manager. Tenderers should therefore identify their proposed service desk, escalation process, service levels, reporting arrangements, and contract management contacts.

SIM cards and devices

SIM cards must be supplied free of charge to EUAA premises in the relevant country. A physical combination SIM and adapter is required, with eSIM capability permitted. Replacement of lost or damaged SIM cards must be free of charge and is not treated as a new activation. EUAA expects an inactive stock equivalent to approximately 2 percent of active SIMs.

For data services, tenderers may propose mobile WiFi devices or other data capable devices. A proposed device included in a tariff must meet EUAA requirements, including the specified 5G WiFi modem requirement where applicable. Tenderers may also propose discounts, leasing, warranty, repair, and replacement arrangements. Special terminals such as secure or satellite terminals are outside the scope of this framework.

Pricing and evaluation rules

The financial tender must be completed using the lot specific SSF7 financial proposal form. The evaluation is based on the total net price for evaluation calculated from the hypothetical monthly quantities in the form. The stated award criterion is lowest price, provided the tender is administratively and technically compliant.

Tenderers must quote prices net of VAT. Unit prices must be all inclusive and cover all services, supplies, costs, and expenses directly or indirectly connected with performance. EUAA states that no additional costs will be recognised during framework implementation. Every fee must be entered, including zero where a service is free or included in a bundle 5.

The financial forms include pricing for tariff plans, discounts, domestic and EU roaming data, extra consumption outside bundles, data-only services, router or device charges, and coverage outside the EU. Tenderers should ensure that any prices not included in the evaluation total are nevertheless completed where the form requires them.

Eligibility and applicant profile

The opportunity is aimed at economic operators capable of providing regulated mobile telecommunications services in Spain, Greece, or both. Suitable applicants are likely to include national mobile network operators, licensed telecommunications providers, authorised resellers, and economic operators able to lawfully deliver the required services through compliant local arrangements.

The supplied record does not identify a general SME preference and marks the lots as not specifically suitable for SMEs. This does not automatically exclude SMEs, but applicants must demonstrate the operational, regulatory, financial, technical, and network capacity required by the procurement documents.

A tenderer may submit for one or both lots. A tender covering both lots must contain a separate complete technical and financial tender for each lot. Joint tenders and consortium participation are possible subject to the administrative specifications. Each organisation participating as a sole tenderer or group member must be registered in the Participant Register and use a valid PIC 6.

Submission requirements

The tender package should be prepared against the complete procurement document set, including the invitation letter, administrative specifications, technical specifications, draft framework contract, standard submission forms, and the relevant SSF7 financial form for each lot 2.

Key submission requirements include:

  • Create or verify the organisation's Participant Identification Code in the European Commission Participant Register.
  • Register for or use an existing EU Login account for the eSubmission system.
  • Select the relevant lot or lots in the Funding and Tenders Portal.
  • Prepare a complete technical tender for each selected lot.
  • Complete and sign the correct SSF7 financial proposal form for each selected lot.
  • Submit all required declarations, evidence, forms, and supporting documents required by the administrative specifications.
  • Upload the submission exclusively through eSubmission.
  • Obtain and retain the electronic submission receipt showing the official timestamp.
  • Submit before 24 November 2026 at 17:00 Malta time, subject to confirmation in the live portal.
  • Ensure that any replacement submission is complete, because the latest valid submission replaces the earlier one and cannot rely on documents from the earlier version 6.

Tenderers may withdraw or replace a submission before the deadline. No more than one tender per lot will be considered for a tenderer unless the procurement documents expressly permit variants. Tenderers bear their own preparation and submission costs.

Questions, clarifications, and updates

Questions must be submitted through the Questions and answers section of the Funding and Tenders Portal. The authority is not bound to respond to questions received less than six working days before the deadline. Tenderers are responsible for checking the portal for amendments, clarifications, new documents, and changes during the submission period 11.

The supplied portal extract showed no public questions and answers at the time of collection. This should not be interpreted as confirmation that no later clarifications will be published.

Evaluation and award considerations

The award method is lowest price, with price identified as the 100 percent award criterion in the supplied record. This does not mean that technical compliance can be traded against price. A tender must first satisfy the mandatory administrative and technical requirements, including service coverage, tariff minima, support levels, SIM obligations, and submission formalities.

The financial offer should be internally consistent with the technical offer. Any service presented as included at no additional charge should be entered as zero where required. Additional qualifications, exclusions, conditional pricing, or reliance on a future network arrangement could create compliance risk if they conflict with the mandatory specifications.

Commercial risks for applicants

  • The estimated contract value is not a guaranteed minimum purchase or revenue commitment.
  • The hypothetical quantities in the financial forms are used for evaluation and do not guarantee actual consumption.
  • The successful tenderer must absorb all costs included in the all inclusive unit prices and cannot rely on later surcharges not allowed by the contract.
  • The lowest price criterion creates significant price pressure, especially because the evaluation is based on net prices.
  • The tenderer must be able to support service delivery and regulatory compliance in the relevant country or countries.
  • Network coverage, roaming, number portability, migration, support response, SIM replacement, and device warranty obligations create operational delivery risk.
  • The framework may be used for up to 48 months, but individual subscriptions are generally limited to 24 months and are subject to the framework ceiling.
  • EUAA may impose fair, reasonable, and proportionate controls against abusive roaming or open internet use.
  • The contracting authority may cancel the procedure before signature without compensating tenderers 8.

Recommended bid preparation approach

  1. 1Confirm whether the business can independently satisfy the telecommunications and local service requirements in Spain, Greece, or both.
  2. 2Review the technical specifications line by line and create a compliance matrix covering every mandatory requirement.
  3. 3Model the financial tender using the exact hypothetical quantities and pricing fields in the relevant SSF7 workbook.
  4. 4Separate mandatory tariff pricing from optional enhancements so that added features do not introduce ambiguity or non compliant conditions.
  5. 5Validate network coverage evidence and document domestic, EU roaming, and out of EU service arrangements.
  6. 6Design a transition plan covering existing subscriptions, number portability, SIM delivery, activation, and continuity of service.
  7. 7Prepare a 24 hour and 7 day support model in English with ticketing, escalation, blocking, outage, and reporting procedures.
  8. 8Confirm that device proposals meet the specified technical requirements and clearly state purchase, lease, warranty, repair, and replacement terms.
  9. 9Complete all required declarations and ensure the financial form is signed by the authorised legal representative.
  10. 10Submit an early draft through eSubmission, verify file formats and upload limits, and allow time to obtain the final receipt before the deadline.

The strongest applicants will be operators or specialist telecommunications providers with established network access, local delivery capacity, competitive tariff structures, reliable roaming arrangements, and mature enterprise support operations.

Lot 2 is commercially larger at €152,500 and requires pre-paid services in Greece, while Lot 1 is valued at €97,500 and requires post-paid services in Spain. Because the award method is lowest price and the financial evaluation uses a defined hypothetical consumption model, applicants should prioritise strict compliance, transparent all inclusive pricing, and evidence that the required service levels can be delivered without later cost exclusions.

The detailed portal record and procurement documents should be treated as controlling. In particular, applicants should resolve the inconsistent 1 January 2026 date by relying on the live Funding and Tenders Portal record and confirming the deadline immediately before submission 13.

Footnotes

  1. 1Authoritative opportunity record: EU Funding and Tenders Portal opportunity. The available search results did not independently reproduce the tender record, so the analysis relies on the supplied official portal extract and linked procurement documents.
  2. 2Official procurement documents: Invitation to tender, Technical specifications, Administrative specifications and other documents. The procurement documents prevail over summaries or extracted metadata in the event of inconsistency.
  3. 3The tender is a procurement opportunity rather than a grant. It does not provide grant funding, a funding rate, or reimbursement of applicant costs. The stated values are estimated contract values, and actual consumption is not guaranteed.
  4. 4The portal extract states that the framework contract has an initial duration of 24 months and may be renewed two times, giving a maximum duration of 48 months. Individual subscriptions are generally limited to 24 calendar months and may not extend beyond the framework contract, any permitted post expiry period, or the contract ceiling.
  5. 5The financial tender forms state that prices must be net, excluding VAT, because EUAA is VAT exempt. The forms also state that all prices must be all inclusive, that every fee must be completed including zero values where applicable, and that the financial form must be signed by the legal representative by ink or qualified electronic signature.
  6. 6The invitation letter states that tenders must be submitted exclusively through eSubmission, that each organisation must have a Participant Identification Code, that late submissions are rejected, and that the eSubmission receipt timestamp is evidence of timely submission.
  7. 7The technical specifications indicate minimum network coverage of 90 percent across the designated country using 4G or higher where available, 24 hour and 7 day English language support, ticket resolution within three calendar days, and confirmation of subscription blocking within one calendar day.
  8. 8The portal extract states that the tender validity period is nine months. The contracting authority may cancel the procedure before contract signature without tenderers being entitled to compensation.
  9. 9The technical specifications state that tenderers may submit for one or more lots, but each lot requires a separate technical and financial tender. Partial tenders for a lot and tenders conditional on winning another lot are not permitted.
  10. 10The technical specifications identify existing indicative subscriptions of approximately 12 in Spain and 78 in Greece. These figures are estimates only and do not create a commitment concerning future volumes.
  11. 11The invitation letter states that questions must be submitted in writing through the Questions and answers function of the Funding and Tenders Portal. The authority is not required to answer requests received less than six working days before the tender deadline.
  12. 12The tender record lists TED reference 198/2026 and notice number 704853-2026. The TED publication date in the supplied record is 13 October 2026.
  13. 13The supplied metadata also contains a separate date of 1 January 2026. This conflicts with the detailed portal record, the TED publication date, and the lot milestone showing a submission deadline of 24 November 2026. Applicants should treat the detailed Funding and Tenders Portal deadline as controlling and verify the live portal before submission.
  14. 14The search result returned by the web search did not reproduce the opportunity page. The official portal record and supplied document extracts therefore provide the substantive basis for this report.
