Opportunity Overview
This is an open tender procedure (EC-JRC/PTT/2026/OP/0492) for the exterior security measures component of the Integrated Petten Entrance (IPE) project at the European Commission Joint Research Centre (JRC) Petten site, Westerduinweg 3, 1755 LE Petten, Netherlands. The IPE project includes a new security and entrance building currently under construction by another contractor (Constructif B.V.). This tender covers the installation of vehicle protection bollards, barriers, speed gates, fencing, cameras, signage, detection loops, and system integration with the security control room.
Scope of Works
The works include complete delivery, installation, connection, testing, commissioning, training, and handover of the following exterior security elements:
- Installation of 2x4 automatic retractable bollards (PAS 68 M30 certified) to protect against high-speed hostile vehicles
- Installation of eight light-duty barriers for vehicle access control
- Installation of 4 speed gates (night gates) for pedestrian/protester prevention
- Fixed fencing around the new security building and between gates (RC3 resistance class)
- License plate recognition camera, speed camera, traffic signage (speed/parking rules), detection loops, anti-collision planters, and two flagpoles
- Integration with security control room and guard house controls
- Groundworks, cabling, electro-technical installations, and communication systems

Eligibility and Who Can Apply
Open to all economic operators established in EU Member States or countries with relevant agreements. Joint tenders and subcontracting allowed (max 2 tiers). Tenderers must meet exclusion criteria (no bankruptcy, fraud, etc.) and selection criteria.
