Site Visit and Technical Specifications

An optional site visit is scheduled for 26 May 2026 at 10:00 Rome time at the JRC Ispra facility (Via Enrico Fermi 2749, I-21027 Ispra, VA, Italy). Potential bidders wishing to attend must provide representative names, dates of birth, nationalities and identity document numbers by 16:00 on 21 May 2026 to jrc-ispra-dir-r-procurement@ec.europa.eu. Detailed technical specifications are provided in the tender specifications document (Allegato I Parte 1).

Key Applicant Considerations

  • Applicants must be registered in the EU Participant Register with a valid PIC before submission
  • All offers must be submitted electronically; no paper or email submissions are accepted
  • Tenderers should familiarize themselves with eSubmission system requirements well in advance, particularly regarding file formats and size limits (maximum 50 MB per file, maximum 200 files per submission)
  • Offers must include all required documentation including financial offers, declarations on honour and supporting evidence for exclusion and selection criteria
  • For Lot 1, contractors must demonstrate capacity to handle hazardous clinical waste and provide adequate insurance coverage
  • Monthly invoicing requires submission of waste documentation and quarterly reporting of waste statistics
  • The framework agreement allows for specific contracts to be issued during the 48-month period; the maximum budget does not guarantee full utilization
  • Contractors should note the automatic renewal clause and the requirement to provide formal notice of non-renewal at least six months before contract expiration
  • All communications with the European Commission must be in writing and reference the contract number

  1. 1The framework agreement is structured to allow the European Commission to issue specific contracts (or purchase orders) during the contract period up to the maximum estimated value. This provides flexibility in waste management service procurement.
  2. 2Tenderers must complete detailed financial offer forms provided in Excel format for each lot, specifying unit prices for all waste types and services listed. Missing even a single unit price will result in offer rejection.
  3. 3The eSubmission system provides an automatic timestamp upon submission. Tenderers are strongly advised to submit well before the deadline to avoid technical issues. The system does not allow submissions after the deadline has passed.
  4. 4Supporting documents for exclusion criteria must be recent and still valid. These typically include judicial records, tax compliance certificates and social security contribution proof. If documents were already submitted for another European Commission procedure within the past year and the situation has not changed, they may be reused.
