The contractor must also supply materials required for maintenance, small works, and projects.

Required Personnel and Estimated Hours

• Service Technician (plumbing and heating related): approximately 1,500 hours per year, working on-site at Petten
• Work Preparation Specialist: approximately 600 hours per year, primarily at contractor's location with quarterly visits to Petten
• Assistant Technician (plumbing related): approximately 60 hours per year, available as needed
• STEK Technician (refrigeration specialist): approximately 32 hours per year, available as needed

These hour estimates are indicative only and the contractor cannot claim entitlement to the estimated allocation. Services are clustered in 8-hour working days from 08:30 to 17:00 with 30-minute break time. The contractor must provide daily on-site presence at Petten for the service technician role.

Eligibility and Selection Criteria

Who Can Apply

Any natural or legal person established in an EU Member State, third countries with bilateral procurement agreements with the EU, or countries that have ratified the WTO Government Procurement Agreement may participate. Applicants must register in the EU Participant Register and obtain a Participant Identification Code (PIC).

Exclusion Criteria

Applicants will be excluded if they are bankrupt, insolvent, have unpaid taxes or social security contributions, have committed serious professional misconduct, fraud, corruption, or other criminal offences, or are subject to EU restrictive measures. Applicants must submit a declaration on honour confirming they are not in any exclusion situation.

Selection Criteria

• Economic and Financial Capacity: Average annual turnover over the last two financial years must exceed €500,000
• Technical and Professional Competence: Applicants must demonstrate ability to provide the required personnel profiles with appropriate qualifications and experience. A Service Technician must have completed secondary technical education level 4 or equivalent, at least 3 years relevant experience in plumbing and heating services, valid safety certification (VOL-VCA or equivalent), and Dutch language proficiency at B2 level. A Work Preparation Specialist must have completed higher technical education (HTS or equivalent) with at least 3 years project management experience, or secondary technical education (MTS or equivalent) with at least 5 years relevant experience, plus B2 level Dutch language proficiency. An Assistant Technician must have completed lower technical education or equivalent, at least 1 year relevant experience, valid VCA safety certification, and B2 level Dutch language proficiency. A STEK Technician must have completed secondary technical education level 4 or equivalent, at least 2 years refrigeration experience, valid VCA safety certification, and F-gas certification BRL 200 or equivalent, plus B2 level Dutch language proficiency
• Health and Safety Measures: Applicants must comply with VCA requirements for occupational health and safety

Economic and financial capacity evidence (profit and loss statements for the last two financial years) and technical competence evidence (CVs in Europass format) do not need to be submitted with the tender but may be requested at any time during the procedure. All applicants are advised to prepare these documents in advance.

Financial Terms

Maximum Contract Value:€1,100,000 for the entire framework agreement duration, including all extensions. This is a maximum ceiling and does not obligate the contracting authority to order services up to this amount.

Pricing Structure:Applicants must submit hourly rates (all-inclusive, including travel costs) for each personnel category for standard working hours (Monday to Friday). Rates for work outside standard hours (Saturday, Sunday, public holidays) must also be provided. Applicants must also provide discount percentages applicable to material groups based on gross wholesale prices (BE-prices) from specified suppliers, and pricing for additional services such as excavation work, sealing, scaffolding, pipe insulation, and drainage management services.

Payment Terms:Monthly interim payments are permitted based on actual hours worked and materials delivered. Final payment is due within 30 days of invoice submission. The contracting authority may suspend payment if documentation is incomplete or services do not meet specifications. Late payment interest accrues at the ECB base rate plus 8 percentage points.

Currency:All prices must be quoted in euros, excluding VAT. The EU is exempt from VAT under EU protocols.

Contract Duration and Extension

The framework agreement has an initial duration of 12 months from signature, with a maximum total duration of 48 months including extensions. The contract will be automatically extended three times for 12-month periods unless either party provides formal notice of non-renewal at least three months before the end of the current validity period. All specific contracts (orders) must be signed before the framework agreement expires. Services related to signed orders must be completed within 6 months after framework agreement termination.

Submission Requirements

Tenders must be submitted exclusively through the eSubmission electronic system via the EU Funding & Tenders Portal. Paper submissions or email submissions will be rejected. Applicants must complete a financial offer form with detailed pricing for hourly rates, material groups, and additional services. A declaration on honour confirming compliance with exclusion and selection criteria is mandatory. For joint submissions (consortia), a power of attorney agreement must be signed by all members. Identified subcontractors with individual shares exceeding 20 percent of the contract value must provide commitment letters.

Execution Location and Conditions

The primary work location is the JRC Petten facility at Westerduinweg 3, Petten, Netherlands. Limited services may be required at a small GCO location in Bergen (Churchilllaan 4) and at 15 rented apartments in Alkmaar. Travel time to these secondary locations counts as billable working hours. The contractor must comply with all JRC security, health, safety, and environmental regulations. Access to the facility is restricted to 08:30-17:30 hours unless prior approval is obtained. All personnel must present valid identification (passport or ID card, not driving license) upon entry. Non-EU personnel must request security clearance at least two weeks before arrival.

Contractual Obligations

• Quality Standards: Services must be delivered to high quality standards in accordance with current technical best practices and all contract specifications
• Personnel Requirements: The contractor is responsible for ensuring all personnel have appropriate professional qualifications and experience. The JRC reserves the right to require replacement of any personnel member lacking required expertise or causing disruption
• Material Supply: The contractor must order and deliver materials promptly based on JRC requirements. Materials must be delivered DDP (Delivery Duty Paid) to the Petten warehouse. The contractor must provide links to wholesale suppliers and catalogs for price verification
• Subcontracting: Any subcontracting requires prior written approval from the JRC. The contractor remains fully responsible for all subcontracted work
• Warranty: A 12-month warranty applies to all delivered materials and completed work from the date of delivery or completion. The contractor must replace defective materials or repair defective work at no cost within a reasonable timeframe
• Insurance: The contractor must maintain civil and professional liability insurance covering bodily injury and material damage to third parties and contractor personnel, with minimum coverage of €1,250,000 per incident and €2,500,000 per insurance year
• Compliance: The contractor and all personnel must comply with applicable EU and Dutch law regarding occupational health and safety, environmental protection, and data protection (GDPR)

Award Criteria

The contract will be awarded to the tender with the lowest total price that meets all minimum requirements and is submitted by an eligible applicant not subject to exclusion grounds. The total price includes all hourly rates, material discounts, and additional service costs. Abnormally low tenders may be rejected.
