Eligibility and applicant requirements
Eligible Applicant Types
Eligible applicants include private sector companies and agencies providing graphic design, branding and communication services. The procedure allows: sole tenderers (single company), joint tenders (groups of economic operators) and subcontracting. Public bodies, research institutes and non-profits could bid if they meet selection criteria and legal requirements, but the procurement excludes entities established outside the EU (see geographic eligibility).
Consortium Requirement
A consortium is not required. The framework contract will be concluded with one contractor. Joint tenders (consortia) are allowed and, if used, must appoint a group leader with a power of attorney (Annex 3). All group members are jointly and severally liable for contract performance.
Geographic eligibility / Beneficiary scope
Participation is open to natural and legal persons established within the scope of the EU Treaties (EU Member States / Union institutions and bodies). The call explicitly excludes economic operators established in third countries not covered by the EUDA procurement access rules. The contracting authority is based in Lisbon, Portugal.
Mandatory registrations and IDs
Tenderers must be registered in the Participant Register and provide a Participant Identification Code (PIC) to submit via eSubmission. EU Login account is required to access the portal and submit questions or tenders.
Selection, exclusion and evaluation rules
The tender evaluation follows exclusion checks, selection criteria verification, compliance with minimum requirements and award criteria evaluation. Exclusion and selection declarations must be supplied using the Declaration on Honour (Annex 2). The contracting authority may request documentary evidence during the procedure; tenderers should prepare required documentation in advance.
- 1Exclusion: Declaration on Honour (Annex 2) required. Evidence may be requested for judicial records, tax and social security certificates, or equivalent.
- 2Selection – Economic/financial: consolidated average annual turnover for the last two financial years must be at least the estimated annual value (€120 000). Profit & loss accounts or bank statements required.
- 3Selection – Technical/professional: consolidated evidence of at least 5 years company experience in corporate identity/graphic design projects (min. 2 and max. 5 project references, at least one for public sector or scientific/health-related topics). Team members must each have minimum 5 years' relevant experience; provide CVs and team description.
Award criteria and tender structure
Award is based on best price-quality ratio. Tenderers must submit a technical tender and a financial tender. Price must be provided as a daily rate (8-hour working day). Quality criteria are scored (1–100) and weighted.
| Award component | Weighting / Minimum pass score |
|---|---|
| Price | Used in best-price formula; cheapest tender obtains maximum price points |
| Project management and quality assurance | 25% weighting; minimum 60/100 |
| Creativity (portfolio examples) | 45% weighting; minimum 80/100 (subscores: corporate identity 40, graphic design 35, templates 25) |
| Case study (event branding exercise) | 30% weighting; minimum 70/100; tasks include identifier, stage backdrop design, roll-up, social assets, Teams background, PPT slides and promotional gadget concept |
Tenders below minimum required scores for any qualitative award criterion will be excluded from evaluation. The global ranking formula uses price and quality combined; in case of a tie the higher quality score wins, applying the order: Creativity, Case study, Project management.
Application process, deadlines and submission
Submission is wholly electronic via eSubmission on the EU Funding & Tenders Portal. Tenderers must prepare and upload all required annexes and signed declarations according to Annex 1. Only tenders submitted through eSubmission by the published deadline will be considered. Tenderers may withdraw or replace tenders prior to the deadline. Questions during the submission phase must be submitted via the portal Q&A feature; contracting authority is not bound to answer questions submitted after 30/04/2026 23:59 Europe/Lisbon.
Key dates:Deadline for questions: 30/04/2026 23:59 Europe/Lisbon. Deadline for tenders: 11/05/2026 12:00 Europe/Lisbon. Public opening: 12/05/2026 11:00 Europe/Lisbon.
Submission documents and templates (required)
Annex 1 lists the documents to submit with the tender. Essential documents and templates published with the tender documents include:
- 1Invitation to tender / Invitation letter (published)
- 2Tender specifications (Annex I) — full technical specifications and award method
- 3Annex 1 — List of documents to be submitted with the tender (mandatory file list and upload instructions)
- 4Annex 2 — Declaration on Honour (exclusion & selection) (mandatory signature by authorised representative)
- 5Annex 3 — Agreement/Power of Attorney model (mandatory for consortiums/joint tenders)

- 8Annex 6 — Draft framework contract (for information)
Tenderers must upload the technical tender (containing project approach, team CVs, company references, creativity examples and the case study deliverables) and the financial tender (daily rate(s) and total estimate). The eSubmission system enforces required file names and places for each involved entity (sole tenderer, group leader, group members, identified subcontractors) as described in Annex 1.
Contract form, duration, payments and legal
The result is a single framework contract concluded with one contractor. Specific contracts (orders) will be issued under the framework for tasks and deliverables. Maximum contract duration is 48 months. Payments are made in euro; invoices and VAT rules follow the draft contract. The contract will include IPR provisions transferring newly created results to the Union and licensing pre-existing rights as specified in the draft contract annexes. Security, confidentiality, data protection (Regulation (EU) 2018/1725) and audit provisions apply.
Nature of support and funding type
This is a procurement / service contract (framework agreement, without reopening of competition). The contracting authority will pay for contracted services (monetary compensation). The contract is not a grant, loan or equity instrument; it is a commission procurement for services.
Application assessment stages and practicalities
- 1Stage 1: Administrative compliance and electronic submission verification (timely receipt via eSubmission).
- 2Stage 2: Exclusion and selection checks (Declaration on Honour, financial accounts, evidence of technical capacity).
- 3Stage 3: Minimum requirements compliance check (technical specifications, template compatibility etc.).
- 4Stage 4: Award evaluation — qualitative scoring (project management, creativity, case study) and price assessment; ranking and award decision.
Therefore applicants must prepare to pass four sequential evaluation stages to be eligible for award.
Success rates and co-funding
No published success rate or number of expected bidders is provided in the call documents. As a single-contractor framework in a specialised branding domain with qualitative evaluation, competition can be expected to be selective. The tender does not require co-funding from applicants; the contracting authority pays contracted amounts under the framework and specific contracts. There is no matching funds requirement.
Eligible sectors / target sectors
Primary target sectors for bidders:professional services in corporate identity and branding, graphic design, communications and digital design. Applicable thematic domains include marketing/communication, ICT/digital design, culture/creative industries and public sector communications.
Project stage and expected maturity
The contract addresses an operational/implementation stage:ongoing brand development, application and production of communications outputs for a functioning public agency. Bidders are expected to provide mature, production-ready services and workflows (delivery, proofing rounds, Adobe Creative Cloud assets, template compatibility and localisation workflows).
Templates and application form structure — practical outline
The procurement documents include templates and models which must be used or followed. Key templates and required uploaded files (as stated in Annex 1) are:

- 2Agreement/Power of Attorney (Annex 3) — mandatory when submitting a joint tender; must be signed by all group members.
- 3List of identified subcontractors (Annex 4) — indicate proportion of subcontracting and roles for identified subcontractors (>=20% or relied-on capacities).
- 4Commitment letters for any identified subcontractor relied on for selection criteria (Annex 5.1) or for entities on whose capacities the tenderer relies (Annex 5.2).
- 5Technical tender (upload field 'Technical tender'): company description (500–1 000 words), project references (2–5), team description and CVs (500–1 000 words), project management and quality assurance description (500–1 000 words), creativity portfolio (5–10 examples with explanations 500–1 000 words) and the case study materials (identifier and visual deliverables as required).
- 6Financial tender (upload field 'Financial tender'): daily rate(s) (8-hour day) in EUR and any cost breakdown required.
Naming and upload locations in eSubmission must follow Annex 1 instructions (e.g. Declaration on Honour under 'Parties' attachments; technical and financial tenders under 'Tender Data'). Failure to upload mandatory documents as specified will lead to rejection.
Risks, special considerations and advice for bidders
Bidders should pay special attention to:meeting the minimum technical and financial thresholds, preparing demonstrable public-sector and health/social science communication references, multilingual production capability, template compatibility (no macros, correct PDF rendering in PDF.js), and signing required declarations with recognised authorised signatures (qualified electronic signature recommended). The contracting authority reserves the right to request further documentary evidence and to reject tenders that cannot evidence declared capacities.
Technical and delivery requirements checklist:Adobe Creative Cloud production capability, responsive and accessible design, multilingual workflows (30+ languages), template compatibility with Microsoft Office/LibreOffice/OnlyOffice and PDF.js, capacity to deliver event branding, printed and digital outputs, social assets and animated pieces.
