Ranked proposals that meet thresholds will be invited for grant preparation. Invitation to grant preparation is not a formal funding commitment; legal checks (LEGV, financial capacity, exclusion) are performed before award.
- 1Award criteria and weighting: Relevance (contribution to call objectives and geographic coverage) 30 points; Quality of content and activities (methodology, organisation, timetable and monitoring) 30 points; Project management (cost-effectiveness, means of implementation and quality of resources) 20 points; Dissemination (impact and dissemination of results) 20 points. Maximum total: 100 points.
- 2Thresholds: overall threshold 70 points. No individual thresholds per criterion. Proposals passing the overall threshold will be considered for funding according to ranking and available budget.
- 3Tie-breaking: Ex aequo proposals are prioritised by score in Relevance, then Dissemination, then Quality of content and activities.
Selection, award and grant preparation
After evaluation, successful proposals are invited to grant preparation. Grant preparation includes legal entity validation, financial capacity assessment, exclusion checks and a negotiation/dialogue to fine-tune technical and financial aspects and to implement any evaluators' recommendations. The Grant Agreement will set deliverables, milestones, reporting schedule and payment arrangements. Prefinancing (normally up to 70% of the maximum grant amount) will be paid after entry into force and receipt of any required bank guarantee, unless otherwise specified. There are normally no interim payments and the final payment is calculated after final reporting and checks. Prefinancing guarantees may be requested and must be issued by an approved bank/financial institution in euro unless an exception is agreed.

Purpose and policy context
The opportunity addresses structural and technological changes affecting the news media sector and seeks to promote an independent, diverse and pluralistic media environment. It supports the Creative Europe objective of promoting policy cooperation and innovative actions across the cultural and creative sectors, including media freedom, media literacy and social inclusion.
The call responds to continuing physical and online threats against journalists and other media professionals. It is intended to create sustainable support arrangements that can respond to individual cases, generate early warnings, document violations and inform the public and European institutions.
Core activities that can be funded
Eligible projects should establish a coherent European mechanism rather than isolated national activities. The funded action may include the following activities:
- Designing and managing a Europe-wide rapid response mechanism covering EU Member States, Creative Europe participating countries and candidate countries.
- Providing legal and practical support to journalists and other media practitioners facing threats or restrictions.
- Providing safety, cybersecurity, shelter, logistical or other case-specific assistance where justified.
- Organising advocacy missions to locations where journalists are under threat.
- Monitoring media freedom and press freedom developments, including serious incidents and responses by public authorities.
- Operating early warning systems and publishing alerts on a dedicated website.
- Producing regular reports on alerts, trends, media pluralism risks and threats to journalists.
- Organising awareness raising campaigns on media freedom and journalist safety.
- Carrying out communication, dissemination, monitoring and evaluation activities.
- Providing financial support to eligible third parties where the application clearly defines beneficiaries, activities, selection criteria and maximum support amounts.
Expected results and impact
The expected impact is practical and operational. Successful implementation should help journalists under threat to continue their professional work by providing appropriate legal advice, representation, safety measures, shelter, logistical assistance and, where necessary, financial support.
The action should also produce systematic and comprehensive information on violations of press and media freedom. Alerts should support early intervention, while public reporting should improve transparency, enable trend analysis and provide reliable evidence for European institutions, civil society and the wider public.
Geographical coverage is a central feature of the opportunity. Applications should explain how the mechanism will reach as many eligible countries as possible and how local, national and European partners will coordinate their activities.
Who can apply
Applicants must be legal entities, whether public or private, established in an eligible country. The required consortium must contain at least two independent beneficiary organisations established in two different eligible countries.
The call allows applications from combinations of the following types of organisation:
- Non-profit organisations, including private or public bodies.
- International organisations.
- Universities and other educational institutions.
- Research centres.
- Organisations with demonstrated expertise in media freedom, journalist safety, legal assistance, advocacy, monitoring, digital security or emergency response.
Natural persons cannot apply as beneficiaries. International organisations are eligible and are not subject to the normal eligible-country requirement. Entities without legal personality may participate only in exceptional circumstances where their representatives can undertake legal obligations and provide equivalent protection for EU financial interests.
EU bodies cannot participate, except for the European Commission Joint Research Centre. Entities subject to applicable EU restrictive measures or EU conditionality measures cannot participate in any funded role.
Creative Europe participating countries include EU Member States, including overseas countries and territories, and non-EU countries associated with or otherwise participating in the relevant Creative Europe arrangements. Country eligibility should be checked again immediately before submission because participation agreements and their scope may change.
Consortium requirements and roles
The minimum consortium requirement is two independent beneficiary entities from two different eligible countries. Affiliated entities do not count towards this minimum. The consortium should include organisations with complementary operational functions, for example legal assistance, journalist protection, monitoring, advocacy, digital security, emergency logistics, communications and financial management.
Associated partners may contribute to implementation without receiving EU funding and without becoming beneficiaries. Subcontractors may be used for appropriate external services, but subcontracting should normally remain limited. Subcontracting exceeding 30 percent of total eligible costs must be justified in the application.
A consortium agreement is required under the call arrangements. Applicants should use it to define decision making, task allocation, budget distribution, intellectual property, confidentiality, risk management, safeguarding, liability and procedures for urgent case decisions.
Eligible activities and third-party support
Eligible activities include cooperation projects, conferences, seminars, training, awareness and dissemination actions, networks and exchanges of good practice, digital tools, studies, analyses, mapping, legal and practical support, advocacy missions and financial support to third parties.
Financial support to third parties is permitted for grants, similar forms of support and prizes, subject to conditions in the application and grant agreement. The permitted third-party support categories are direct support to journalists facing security or legal expenses and ad hoc support to non-governmental organisations active in media freedom and journalist safety.
The final application must define the eligible recipients, which may include journalists and media practitioners as natural persons and non-governmental organisations. It must also set out transparent selection criteria, award procedures, the method for determining individual support and the maximum amount available to each third party. The maximum amount per third party is €60,000.
Duration and start date
Projects should normally last no longer than 24 months. An extension may be possible through a justified amendment, but it is not automatic.
The start date will normally be after grant signature. A retroactive start date may exceptionally be approved for duly justified reasons, but never earlier than the proposal submission date. Costs incurred before the authorised project start date are not eligible.
Funding and financial conditions
The indicative call budget is €3 million. The Commission may decide not to distribute the full amount depending on the quality of proposals and the outcome of evaluation. The availability of the budget is also subject to final adoption of the 2027 EU budget.
There is no stated maximum requested grant amount for an individual project. Applicants should therefore construct a proportionate budget linked to the scope, geographical coverage, case-handling capacity, monitoring methodology, staffing and expected outputs. A high budget will not compensate for weak methodology or insufficient cost effectiveness.
The grant reimburses eligible costs at a 90 percent funding rate. Applicants must demonstrate a balanced project budget and sufficient other resources, such as own resources, income generated by the action or financial contributions from third parties, to cover the remaining financing requirement and any costs not reimbursed by the grant.
The grant is budget-based and uses actual costs together with applicable unit-cost and flat-rate elements. Only eligible costs actually incurred or calculated under the authorised unit-cost and flat-rate rules can be reimbursed.
The usual prefinancing is approximately 70 percent of the maximum grant amount, although the granting authority may provide less or no prefinancing. There are no interim payments. The balance is calculated after the project is completed and the final eligible grant amount has been established.
Budget categories and cost rules
The principal budget categories are:
- Personnel costs, including employees, directly contracted natural persons, seconded persons and eligible SME owner or natural person unit costs.
- Subcontracting costs.
- Purchase costs, including travel and subsistence, equipment and other goods, works and services.
- Financial support to third parties.
- Indirect costs.
Travel and subsistence may be declared using the applicable unit costs. Equipment is subject to depreciation rules. Volunteers unit costs are not available for this call. Non-deductible and non-refundable VAT is generally eligible, except for VAT paid by public bodies acting as public authorities.
Indirect costs are calculated as a flat rate of 7 percent of eligible direct costs in categories A to D, subject to the exclusions in the grant agreement. Financial support to third parties is allowed, with a maximum of €60,000 per third party.
The grant cannot generate a profit. If revenues plus the EU grant exceed eligible costs, the final EU contribution may be reduced. EU funding cannot be double counted, and the same costs cannot be declared under two EU grants.
Eligibility, capacity and exclusion requirements
All beneficiaries and affiliated entities must be registered in the EU Funding and Tenders Portal Participant Register before submission and must obtain or possess a valid Participant Identification Code. Legal status and country of establishment will be validated before grant signature.
Applicants must have stable and sufficient financial resources to implement the action and contribute their share. Coordinators will normally undergo a financial capacity assessment based on documents such as financial statements, a business plan or an external audit report. Public bodies, international organisations, certain publicly funded cultural and creative entities and projects requesting no more than €60,000 may be exempt from the normal financial capacity check.
Operational capacity is assessed through the experience and qualifications of the consortium and project team, the availability of human and technical resources, and the proposed management arrangements. The application should include staff profiles, relevant comparable project experience and a clear description of each participant’s role.
Applicants must not be in bankruptcy or similar proceedings, in serious breach of tax or social security obligations, guilty of grave professional misconduct, involved in fraud, corruption, money laundering, terrorism-related crimes, trafficking or other exclusion situations. Misrepresentation, conflicts of interest and significant failures under previous EU contracts can also lead to rejection.
Evaluation and award criteria
The call uses a one-stage submission and one-step evaluation procedure. Proposals are checked for admissibility and eligibility before being assessed against operational capacity and the award criteria. Independent experts may assist the evaluation committee.
The scoring framework is:
Award criteria
Maximum score
Relevance, including contribution to the objectives and geographical coverage
30 points
Quality of content and activities, including methodology, organisation, timetable and monitoring
30 points
Project management, including cost effectiveness and the quality of implementation resources
20 points
Dissemination and impact of expected results
20 points
Overall threshold
70 points out of 100
There are no individual minimum thresholds for the four criteria. Proposals scoring at least 70 points may be considered for funding, subject to the available budget and ranking. In the event of equal scores, priority is given first to the relevance score, then the dissemination score and then the quality of content and activities score.
Application requirements
Applications must be submitted electronically through the Funding and Tenders Portal. Paper submissions are not accepted. The application consists of Part A administrative information, Part B technical description and Part C additional project data and programme indicators.
Part B is limited to a maximum of 50 pages for this call. Evaluators will disregard pages exceeding the limit. Applicants must use the forms generated or made available inside the submission system rather than relying on generic versions downloaded from other pages.
The application should provide a precise description of the problem, target groups, geographical coverage, rapid response procedures, monitoring approach, legal and practical assistance model, safeguarding arrangements, partner responsibilities, risk management, dissemination, indicators and budget justification.
No mandatory annexes or supporting documents are currently specified in the call document beyond the application components, although additional documents may be requested during legal entity validation, financial capacity checks, bank account validation or grant preparation.
Mandatory work packages
The project must include the following work packages:
- 1Work Package 1, Project management, mandatory.
- 2Work Package 2, Activity 1, mandatory.
- 3Work Package 3, Activity 2, where applicable.
- 4Work Package 4, Dissemination, mandatory.
Additional work packages may be added where necessary to separate legal support, emergency response, monitoring, advocacy missions, training, digital tools, third-party support, communications and evaluation.
Recommended proposal strategy
A competitive proposal should demonstrate that the consortium can operate a genuinely rapid and Europe-wide response mechanism, not merely produce reports or organise occasional events. It should show how threats will be received, assessed, prioritised, referred, funded, documented and closed while protecting confidentiality and the safety of affected journalists.
The proposal should combine immediate support with structural monitoring. Strong applications are likely to include measurable response times, case eligibility rules, escalation procedures, country coverage targets, legal referral arrangements, cybersecurity protocols, safeguarding measures, alert publication rules and independent monitoring of results.
The consortium should justify the geographical composition of the partnership and explain how it will reach countries without strong existing support infrastructure. The application should distinguish beneficiary responsibilities from associated partners, subcontractors and third-party recipients of financial support.
The budget should connect each cost to a defined activity and output. Particular attention should be given to personnel intensity, emergency support reserves, third-party support governance, travel and advocacy missions, data protection, secure communications, monitoring tools and the 10 percent contribution not covered by the EU grant.
Risks and compliance issues applicants should address
The subject matter creates heightened risks concerning personal data, confidential sources, physical safety, cybersecurity, retaliation, cross-border legal practice, emergency payments and the publication of sensitive information. The proposal should include appropriate legal, ethical and security safeguards even where the application form does not require a separate mandatory annex.
Applicants should explain how they will comply with applicable EU, international and national law, protect personal data, manage conflicts of interest, verify support requests, avoid political interference and preserve editorial independence. Activities must meet high ethical standards and must not include racist or pornographic material or advocate violence.
The consortium should also plan for financial control, audit trails, procurement and subcontracting records, third-party award documentation, evidence of delivery, visibility obligations and recovery risks. A consortium agreement should establish how urgent decisions can be made without weakening accountability.

Practical submission advice
All participants should create an EU Login account, register in the Participant Register and secure their PIC before the application is finalised. The coordinator must have authority to act for all applicants and should submit sufficiently early to allow technical validation and receipt of the confirmation email.
Proposals can be amended and resubmitted before the deadline. The Portal closes at the deadline and late applications cannot be submitted. Applicants should regularly check the topic page for updates, including changes linked to the final adoption of the 2027 budget.
The application may be written in any official EU language, but the project abstract or summary should be in English. English is recommended for the full application to facilitate evaluation. Applicants remain responsible for the accuracy, legality and originality of any content prepared with generative artificial intelligence tools and should disclose their use in accordance with the call guidance.
Overall assessment
This is a specialised, high-impact opportunity best suited to an established cross-border consortium with proven experience in journalist protection, media freedom monitoring, legal assistance, emergency response, advocacy and secure information management. The main competitive challenge is to present a credible mechanism with broad geographical reach, rapid operational capacity, strong independence safeguards and clear evidence that the requested resources will produce practical protection for journalists.
The absence of a stated individual grant ceiling provides flexibility, but the €3 million call budget and 90 percent funding rate require disciplined prioritisation. Applicants should avoid an overly broad programme that cannot demonstrate operational feasibility within 24 months. A focused, measurable and well-governed mechanism with credible country coverage is likely to be stronger than a large set of loosely connected activities.
