Who can apply (eligibility and applicant types)

Eligible applicant types:any natural or legal person with access to public procurement under EU Treaties. Typical eligible applicants include translation and DTP service providers, SMEs and larger enterprises, specialised DTP studios, language service providers (LSPs), multimedia formatters, freelance consortia (joint tenders allowed). Subcontractors are permitted but core tasks cannot be 100% subcontracted. Entities established in the UK are not eligible under standard access rules (third country rules apply).

Consortium requirement:Not required. Submission may be by single tenderer or joint tender (group). If joint tender, a group leader must be appointed and a power of attorney (Annex 3 model) must be provided. Joint tender members are jointly and severally liable.

Funding and contractual model

Funding type:procurement via framework service contracts. This is not a grant, loan or equity. The contracting authority will award up to three framework contracts (non-exclusive) and will place specific orders or work orders under the framework in a cascade arrangement. Award method: best price-quality ratio (70% quality, 30% price).

Nature of contractual relationship:Framework agreement without re-opening of competition, implemented by issuing specific contracts/work orders using the order form template. Contractors must accept service requests in the cascade; refusal can trigger sanctions, price reductions, liquidated damages or termination as specified in the draft contract.

Geographic and beneficiary scope

Beneficiary scope and geographic eligibility:economic operators established in the EU/EEA and other states covered by the EU procurement access rules and relevant international agreements. Place of performance: contractor's premises (remote electronic exchange). The contracting authority and potential oversight bodies are located in Luxembourg.

Mentioned countries and region:Luxembourg (contracting authority location). The works and services are to be performed anywhere in the European Economic Area. Operators from the United Kingdom are not eligible under the standard access rules for this call.

Target sectors and tasks

Target sector:language services and multimedia content processing; specific technical focus on multilingual desktop publishing (DTP), file formatting, CAT pre-processing (creating clean translatable sources and SDLXLIFF compatibility), post-processing DTP for publication-ready outputs, alignment and TMX generation, and handling of diverse file formats (Word, Excel, PowerPoint, Visio, PDF, Adobe InDesign, Adobe Illustrator).

  1. 1Pre-processing: convert/prepare files for CAT tools (segmentation, cleaning tags, style use, extraction of text from non-editable content, embedded object handling).
  2. 2Post-processing (DTP): reintegrate translations so layout, fonts, hyperlinks, and functionality match the source; produce publication-ready outputs (often multiple output formats).
  3. 3Alignment: produce TMX from aligned source/target document pairs (complete and accurate segment matches).
  4. 4Quality assurance: implement QA and correction cycles; respond to Centre feedback; work under confidentiality and data security constraints.

Project stage and expected maturity

Project stage:operational service delivery and routine production work. The contracting authority expects service providers with demonstrated operational capacity and references for completed projects (minimum evidence requirements described below). This is not a research or development call; it is procurement of ongoing operational DTP and file processing services.

Selection, evaluation and award — key technical requirements

Selection criteria and minimum capacities to be fulfilled at tender stage:

  1. 1Legal/regulatory capacity: proof of legal status, registration, authorised signatory evidence; for individuals, ID/passport may suffice.
  2. 2Economic and financial capacity (F1): overall turnover for the last two financial years of at least €100,000 (consolidated assessment across involved entities). Audited or certified accounts required.
  3. 3Technical and professional capacity (T1): at least seven reference projects in the past year covering multilingual DTP/formatting/file processing for translation purposes totalling at least 500 physical pages; at least two pre-processing and two post-processing tasks among references; reference letters signed by clients required.
  4. 4Technical systems (T2): adequate IT, DTP and CAT tooling, IT security, backups and data loss prevention. Annex 11 details compulsory tools (e.g., SDLXLIFF/Sdl Trados compatibility, DTP software such as InDesign, Illustrator, plus backup and antimalware protections). Any compulsory resource marked NO in Annex 11 will be considered not fulfilled.

Award criteria and scoring:Best price-quality ratio. Quality 70% (technical offer including team, QA systems, workflow, tools), Price 30% (hourly rate in € provided in Annex 6). Minimum quality threshold: 60/100 (tenders scoring below 60 are rejected). Ranking formula: R = (70 × Q/Qmax) + (30 × Pmin / P). Up to 3 contractors will be awarded and placed in ranked cascade order.

Funding amount and invoicing

Framework ceiling:€500,000 for the full contract period. Tenderers submit an hourly price in euro (Annex 6). Price must be all-inclusive of overheads, salaries, social charges, insurance, management and handling. The Centre is VAT-exempt (Articles 3 and 4 of the Protocol on the Privileges and Immunities); VAT should be shown separately where applicable. Electronic invoicing will be implemented; eSubmission and e-invoicing rules in Annex and draft contract apply.

Application and submission process

Application type:open call (single deadline). Submissions must be uploaded in the eSubmission section of the Funding & Tenders Portal. Participant Register PIC codes are mandatory for each involved entity. Tender content structure and required annexes are detailed in Annex 1 of the tender specifications and include: Declaration on Honour (Annex 2), Power of Attorney (Annex 3) if joint tender, List of identified subcontractors (Annex 4), Commitment letters (Annexes 5.1/5.2), Financial offer (Annex 6), Professional references (Annex 7), online formatting team form (Annex 8), CVs (Annex 9), Technical tender narrative (Annex 10), and IT toolkit table (Annex 11). Failure to upload mandatory documents in eSubmission will lead to rejection.

Templates and application form structure:The tender package provides explicit models and templates in the annexes. Key templates: Annex 2 Declaration on Honour (exclusion and selection); Annex 3 Power of Attorney (group leader); Annex 4 List of identified subcontractors; Annex 5.1 identified subcontractor commitment; Annex 5.2 commitments for entities whose capacities are relied upon; Annex 6 Financial offer (hourly rate per hour in €); Annex 7 project references table; Annex 8 online formatting team form to be filled in via the CdT Calls for Tenders Portal and included in the technical offer; Annex 9 CV template; Annex 10 Technical tender with three narrative sections addressing team qualifications (C1), organisation and QA (C2), and tool integration/workflow (C3); Annex 11 IT/CAT/DTP/security checklist (compulsory items flagged).

Application stages, evaluation process and timelines

Application stages and evaluation flow:1) Administrative compliance and eligibility; 2) Exclusion check (Declaration on Honour, EDES checks); 3) Selection checks (legal, financial F1 evidence, technical T1/T2 evidences); 4) Compliance with minimum requirements; 5) Quality evaluation (award criteria C1–C3) and price evaluation; 6) Ranking and award to up to three contractors; 7) Contract signature and on-boarding. The contracting authority may request clarifications or additional evidence during the process. The contracting authority may correct clerical errors but clarifications cannot substantially change a tender.

Number of evaluation stages:At least 3 distinct stages: eligibility/exclusion; selection (capacity) verification; award evaluation (quality and price).

Success rates, competition and co-funding

Success rate:not published. The contracting authority will award up to three framework contracts (maximum). Competition is expected among qualified LSPs and DTP specialists. Co-funding requirement: none. This is a procurement procedure where successful contractors are paid for services delivered under specific work orders; no co-financing by tenderers is required.

Templates and application guidance (structure and advice)

  1. 1Follow Annex 1 checklist exactly; mandatory uploads in eSubmission include the Declaration on Honour, Technical offer (Annexes 7–11), Financial offer (Annex 6), and identification documents.
  2. 2Complete Annex 6 Financial offer with one hourly rate in € (two decimal places) that applies to all task types; ensure the total amount field in eSubmission matches the uploaded financial offer.
  3. 3Complete Annex 7 reference table and attach signed client certificates (each certificate must include task description, file format, number of pages, dates and recipient and be signed manually or by a reliable e-signature).
  4. 4Complete Annex 8 online formatting team form in the CdT Calls for Tenders Portal and include it as Annex 8 in the Technical Offer. Provide CVs and supporting certificates for each listed team member in Annex 9.
  5. 5Prepare Annex 10 narratives addressing C1, C2 and C3 award criteria (maximum 500 words per item) and upload as Technical Tender.
  6. 6Complete Annex 11 IT checklist. Any essential compulsory item marked NO will cause the technical criterion T2 to be considered not fulfilled.
  7. 7If relying on subcontractors or entities for capacity, include Annex 4 list and Annex 5.1 / 5.2 commitment letters signed by those entities. Any identified subcontractor with >10% share must be indicated and provide a commitment letter.
  8. 8Ensure PIC registration and keep Participant Register evidence ready in case EU Validation Services request supporting documents on legal existence and financial capacity.

Contract management, data security and confidentiality

All working documents are confidential and shall not be processed in third-party cloud tools unless authorised by the Centre. Contractors must ensure personnel confidentiality undertakings and implement required IT security, backup and data loss prevention measures. What the contract covers

The contractor will process multilingual files connected with EU translation projects. The work is divided principally into pre-processing, post-processing and alignment activities.

Pre-processing involves converting or preparing documents so that their text and formatting can be processed correctly through computer assisted translation tools. This may include Microsoft Word, Excel, PowerPoint, Visio, Adobe Illustrator, Adobe InDesign and PDF files.

Post-processing involves restoring and checking the layout of translated files so that the final documents reproduce the source layout and are ready for publication without further intervention by the Centre.

Alignment work may involve preparing source and target documents, aligning corresponding content in a CAT tool, producing TMX files and, where requested, pre-translating an SDLXLIFF file. Linguistic modification of source or target content is not permitted unless expressly requested by the Centre.

The services can include handling embedded objects, converting non-editable content into editable content, applying functional styles and fields, ensuring suitable segmentation, conducting pseudo-translation checks, managing text expansion in other languages and completing quality assurance checks.

Translation, revision, editing and other activities that change the semantic or textual content are outside the scope of the procurement. Any issue identified in source content must normally be reported to the Centre rather than corrected independently.

The contractor must follow task specific instructions. Instructions may vary by client, language, document type, format and assignment. The contractor must implement feedback from the Centre and provide explanations or screenshots when requested.

Eligible applicants and access conditions

Participation is open to natural and legal persons established in EU Member States, persons and entities covered by the EU Treaties, international organisations and operators established in third countries where participation is permitted by an applicable EU public procurement agreement or the World Trade Organization Agreement on Government Procurement.

The tender documents specifically state that United Kingdom entities and residents are not eligible under this call because the relevant third country access conditions apply following the United Kingdom's withdrawal from the European Union. Applicants established elsewhere must verify that their country has an applicable access basis.

Applicants may submit as a sole tenderer or as a group of economic operators. Joint tender members are jointly and severally liable for performance. A group leader and authorised single point of contact must be appointed, and the prescribed power of attorney must be submitted.

Subcontracting is permitted, but tenderers may not outsource 100 percent of the contractual tasks. Identified subcontractors must be disclosed where their individual share is known and exceeds 10 percent or where the tenderer relies on their capacities to meet selection criteria. The tenderer remains fully liable for the contract.

A tenderer may rely on the capacities of other entities to meet selection criteria, but must provide a specific commitment that the necessary resources will be available. For technical and professional capacity, the supporting entity must perform the services for which its capacity is relied upon.

Every participating organisation must be registered in the European Commission Participant Register and have a valid Participant Identification Code. Each tenderer must also register in the Translation Centre's Calls for Tender Portal and complete, validate, sign and submit the required registration information.

Selection and exclusion requirements

All involved entities must satisfy the applicable exclusion requirements and submit a signed Declaration on Honour using the model in Annex 2. The declaration covers insolvency, unpaid taxes or social security contributions, grave professional misconduct, fraud, corruption, criminal organisations, money laundering, terrorism related offences, trafficking, serious contractual failures, irregularities, circumvention of legal obligations, obstruction of audits and related grounds.

The declaration also covers persons with powers of representation, decision making or control, beneficial owners and persons with unlimited liability where applicable. The tenderer must declare the absence of conflicts of interest, compliance with EU restrictive measures, absence of established debts to the Union and independent preparation of the tender.

The contracting authority may request supporting evidence during the procedure or before award. Applicants should prepare recent judicial records, tax and social security certificates, evidence of legal existence, evidence of legal capacity and other documents required by the tender specifications. Failure to provide requested evidence within the specified deadline can result in rejection.

The selection criteria include legal and regulatory capacity, economic and financial capacity, technical and professional capacity and required information concerning the proposed formatting team and IT resources. The precise minimum financial thresholds and any detailed evidence requirements must be taken from the tender specifications and their annexes.

Technical capability and mandatory resources

The tenderer must demonstrate relevant multilingual desktop publishing, formatting and file processing experience. Annex 7 requires seven reference projects supported by signed client statements. The references must collectively demonstrate experience with Microsoft Word, Excel, PowerPoint, Visio, Adobe InDesign, Adobe Illustrator and Adobe PDF.

Each reference certificate should identify the client, describe the services, state the file format, number of physical pages, completion dates and recipients. Experience evidence that does not contain the required elements may not be accepted.

The proposed formatting team must be identified through the required online form and supported by curricula vitae. The technical offer must describe team members' certifications or specialisations, language capabilities and practical experience in linguistic work or the translation industry.

The tenderer must describe team organisation, coordination, continuity of service, operational resilience, quality assurance, automation capabilities, quality certifications and technical solutions. The technical tender also requires an explanation of the technical workflow, tool integration, secure data handling, upgrade capacity and methods for maintaining consistency and quality.

Compulsory IT resources include suitable computers and operating systems, CAT software, DTP software, support for required file formats, backup and data restoration arrangements, and appropriate security controls. The annex identifies compulsory resources with an asterisk. Marking a compulsory resource as unavailable results in the relevant criterion being considered unfulfilled.

The Centre currently identifies Microsoft Office 2021, Adobe InDesign 2026, Trados Studio 2024 and SDLXLIFF as relevant working environments. These may change during the contract, and contractors must make reasonable efforts to remain compatible with the Centre's updated software and file requirements.

Award methodology

Award componentWeight
Technical quality70 percent
Price30 percent
Total100 percent

The price offer must be submitted as a single hourly rate in euros, with up to two decimal places. The same hourly rate applies to all service types covered by the contract, including pre-processing, post-processing and alignment work.

The hourly rate must include all costs associated with delivery, including management, salaries, social security, office costs, insurance, communications, document handling and delivery. The Centre is exempt from value added tax under the applicable privileges and immunities rules, so VAT must not be included in the quotation and should be shown separately where applicable.

Commercial value and payment expectations

The estimated value is €500,000 over four years, based on an indicative allocation of approximately €125,000 per year. This is a maximum framework ceiling and not a guaranteed order value. The Centre states that it cannot provide an accurate work volume estimate, and actual demand will depend on specific work orders.

Signature of a framework contract does not oblige the Centre to place any specific volume of work. Applicants should therefore assess the opportunity as access to a potential stream of assignments rather than as a guaranteed €500,000 award.

The procurement documents indicate that the Centre intends to implement electronic invoicing in the future and contractors must make reasonable efforts to comply with the applicable electronic exchange arrangements when introduced.

Framework operation and workload obligations

Framework contracts are expected to run for an initial period of 12 months and may be renewed by tacit agreement up to three times, subject to a maximum total duration of four years. Renewal is not guaranteed.

The framework uses a cascade model. Successful tenderers are ranked according to their total award scores. The highest ranked contractor should receive assignments first. If that contractor cannot accept an assignment, the request may be offered to the next ranked contractor.

The tender specifications state that service requests falling within the framework cannot normally be refused. Refusal may lead to contractual consequences, including termination and transfer of future requests to the next ranked contractor.

For each assignment, the Centre will specify the service, volume, deadline and remuneration in a work order. The contractor must normally confirm acceptance within two hours, taking account of the proposed deadline. Delivery deadlines depend on the document volume and priority.

Confidentiality and data protection

All working documents are confidential. Contractors must not disclose them to third parties or process them using third party cloud based tools. The contractor must obtain confidentiality commitments from internal staff, external staff and subcontractors, including obligations that continue after contract completion.

Applicants should be able to demonstrate secure file transfer, access controls, backup, disaster recovery, malware protection, firewall protection and data loss prevention measures. The proposed technical environment must support secure handling of EU institutional and translation related files.

Submission requirements

Tenders must be submitted exclusively through the electronic submission system linked to the Funding and Tenders Portal. Submissions by email, post or other channels will be disregarded.

The submission normally requires the following documents and information:

  • Declaration on Honour on exclusion and selection criteria for all relevant entities
  • Authorisation proving that signatories may bind the tenderer
  • Power of attorney for joint tenders
  • List of identified subcontractors and their roles and percentages
  • Commitment letters from identified subcontractors and entities whose capacities are relied upon
  • Technical offer
  • Financial offer using the prescribed hourly rate model
  • Seven relevant experience references with signed client statements
  • Formatting team form and curricula vitae
  • Technical descriptions addressing team quality, organisation, automation, workflow and quality assurance
  • IT software, CAT tools, DTP tools, security, backup and data restoration information

The tender must be submitted in an official language of the European Union. English is preferred for faster evaluation, although language choice does not determine the evaluation result. Documents issued in other languages must be accompanied by a translation into an official EU language.

Applicants should create and validate their EU Login, Participant Register record, PIC, Translation Centre portal registration and eSubmission profile well before the deadline. The electronic submission receipt is the evidence of the official submission time.

Applicant readiness assessment

  1. 1Confirm that the organisation is established in an eligible jurisdiction and is not subject to an access restriction.
  2. 2Register or verify the organisation's PIC and complete the Translation Centre tender portal registration.
  3. 3Build a formatting team with demonstrable multilingual DTP and translation industry experience.
  4. 4Collect seven compliant client reference certificates covering all seven specified source formats.
  5. 5Verify current licences and operational competence for CAT, DTP, office, PDF and file conversion tools.
  6. 6Prepare secure, non third party cloud based processing arrangements for confidential files.
  7. 7Define a robust quality assurance process covering segmentation, layout, embedded objects, text expansion, functional fields, export checks and final publication readiness.
  8. 8Decide whether to tender alone, as a joint tender, through subcontracting or by relying on another entity's capacity.
  9. 9Prepare the financial offer as one all inclusive hourly rate with no more than two decimal places.
  10. 10Submit all mandatory forms and technical evidence through eSubmission and retain the official submission receipt.

Main risks and commercial considerations

  • There is no guaranteed volume of work under the framework, even though the ceiling is €500,000.
  • The contractor may be expected to accept assignments offered under the cascade arrangement, making capacity planning and surge capability important.
  • Failure to meet delivery deadlines or quality requirements can result in sanctions, reduced payment, negative evaluations and potentially termination after repeated negative evaluations.
  • The single hourly rate must cover all covered task types and all operational costs, which creates margin risk for complex or urgent assignments.
  • The Centre may update software, technical instructions and workflows during the contract, requiring ongoing investment and compatibility management.
  • Confidentiality restrictions prevent use of third party cloud based tools for working documents and may require controlled in house or appropriately compliant infrastructure.
  • A tender that omits mandatory documents, fails a compulsory IT resource requirement or does not prove the required experience may be rejected before price and quality scoring.

Overall assessment

This opportunity is most suitable for an established translation technology, desktop publishing or multilingual document production provider with demonstrated experience across office, Adobe and PDF formats. The strongest applicants will combine a broad and well evidenced reference portfolio, a qualified multilingual formatting team, mature CAT and DTP workflows, secure document handling and a quality system capable of meeting short and variable deadlines.

The opportunity is not structured as grant funding and does not provide a fixed award or reimbursement percentage. Revenue will arise only from specific assignments issued under the framework and paid at the successful tenderer's accepted hourly rate, subject to the overall framework ceiling and the applicable contract terms.

The final tender strategy should be based on the complete invitation letter, tender specifications, annexes, draft framework contract and any portal amendments or questions and answers published before the deadline. 1
