Breakdown
This is a Creative Europe MEDIA call for project grants to support the transnational distribution of recent non-national European films. The call allocates an indicative topic budget of €38,000,000 for 2027 and will fund projects that generate a performance-based potential fund from 2026 theatrical admissions and reinvest that fund into co-production, acquisition of distribution rights and promotion/marketing/advertising for theatrical and online releases of eligible non-national European films. Single-beneficiary proposals are allowed (mono-applicant only). Maximum individual project grant is €1,000,000; the grant is budget-based and reimburses eligible costs at a 70% funding rate. The call opens 3 December 2026 and the deadline for electronic submission on the EU Funding & Tenders Portal is 8 April 2027, 17:00 Brussels time. Further call documentation, templates and annexes are provided on the Portal. 1
Key objectives:Improve transnational distribution of recent non-national European films; increase investment in production, acquisition, promotion and distribution (theatrical and online); develop stronger links between production and distribution to improve the market position of non-national European films.
Two-phase structure of funded activity:Phase 1: generation of a potential fund attributed according to 2026 market performance (eligible paying admissions). Phase 2: the generated potential fund must be reinvested by the company in co-production of eligible non-national European films, acquisition of distribution rights (for example via minimum guarantees), and promotion/marketing/advertising for theatrical and online releases.
Eligibility and applicant requirements
Full eligibility conditions, admissibility requirements, financial and operational capacity checks and exclusion grounds are described in the Call Document and related annexes available on the Funding & Tenders Portal. Applicants must be legal entities (public or private) established in countries participating fully in the MEDIA strand and must be owned directly or indirectly, wholly or by majority participation, by nationals from those countries (listed in the MEDIA participating countries list). Natural persons are not eligible as applicants except self-employed sole traders where national law recognises no separate legal personality. EU bodies (except where explicitly allowed) are not eligible as beneficiaries. Applicants must register in the Participant Register and complete legal entity validation before grant signature.
Eligible applicant types:European cinema/theatrical distributors (companies whose principal activity or company division is cinema/theatrical distribution) that hold theatrical distribution rights, execute distribution and promotion campaigns in the country of distribution, pay distribution costs and operate theatrically in that country. Legal entities can be public bodies, private companies, non-profits, associations and international organisations (subject to call rules). Affiliated entities may participate where relevant and must be declared and validated.
Other participant roles allowed:Affiliated entities, associated partners (without EU funding), subcontractors and third parties providing in-kind contributions are allowed. Financial support to third parties is NOT permitted under this call.
Scope, films and eligible activity details
Eligible films:fiction (including animation) or documentary of minimum 60 minutes, first copyright established in 2023 or later, majority produced by producers established in MEDIA countries with >50% financing from MEDIA countries, significant participation of professionals who are nationals/residents of MEDIA countries (scoring table used to determine majority). Films composed of alternative content, advertising, pornographic or racist material, or advocacy of violence are excluded.
Admissions eligible to generate the potential fund:Eligible paying admissions must have occurred between 1 January 2026 and 31 December 2026 in MEDIA countries; a normal ticket price must have been paid; admissions must be identifiable, declared in the Creative Europe MEDIA Database and certified by the designated national authority using the provided certified admissions template. Minimum 200 eligible admissions per film per country to count; maximum ceiling per film varies by country of distribution. Special ineligibility applies where distribution rights for Estonia, Latvia, Lithuania and/or Ukraine are licensed by sales agents to distributors/buyers established in Russia (these admissions will be excluded).
- 1Maximum eligible ceiling per film (number of admissions): Germany, Spain, France, Italy = 300,000; Austria, Belgium, Netherlands, Poland = 100,000; Czech, Denmark, Finland, Greece, Hungary, Norway, Portugal, Sweden = 75,000; other eligible countries = 16,000.
- 2Minimum number of eligible admissions to generate fund: 200 admissions for a film in a country-year.
- 3Potential fund availability threshold by applicant country: ranges from €4,500 (other eligible countries) up to €27,000 (Germany, Spain, France, Italy). If cumulative generated fund for an applicant is below the threshold, the fund will not be available and the proposal will be ineligible.
- 4Maximum eligible potential fund generated per applicant: €1,000,000.
Eligible reinvestment activities (Phase 2):Reinvestment must be placed in up to 12 eligible non-national films and may include: 1) investment in co-production (amounts set in co-production contract within the grant agreement eligibility period); 2) acquisition of theatrical and/or online distribution rights (e.g. minimum guarantees, amount set in distribution contract within eligibility period; if multi-territory, co-financing limited to the territory of the distributor concerned and pro-rated if shares per territory are set); 3) promotion, marketing and advertising for theatrical releases (optical/digital prints, subtitling/dubbing, booking, PR, social/digital campaigns, talent invitations — personnel and travel excluded); 4) promotion, marketing and advertising for online releases (platform coordination, performance tracking, aggregators, virtual launches, etc.). Investments in co-production and acquisition combined may not exceed 70% of the direct reinvestment budget. Double funding with other EU marketing supports (e.g. Eurimages Film Marketing support) is not allowed and will be cross-checked.

Geographic and sectoral scope
Beneficiary scope (geographic eligibility):Applicants must be established in countries participating fully in the MEDIA strand of Creative Europe (EU Member States and non-EU countries associated to MEDIA). The call text refers explicitly to European/Creative Europe participating countries; EU and EEA country lists and MEDIA participating country lists govern eligibility. Films and admissions are considered in participating countries; specific rules apply for admissions in Estonia, Latvia, Lithuania and Ukraine when sales agents license rights to distributors established in Russia.
Target sector:Audiovisual sector — film distribution, theatrical release, online distribution, promotion and marketing, co-production financing and rights acquisition.
Mentioned countries (explicit in call text):France; Germany; Spain; Italy; Austria; Belgium; Poland; The Netherlands; Czech Republic; Denmark; Finland; Greece; Hungary; Norway; Portugal; Sweden; Estonia; Latvia; Lithuania; Ireland; Malta; Ukraine; Russia (mentioned with specific licensing restrictions).
Project maturity, application type and support nature
Project stage expected:Market-ready distribution operations and commercial exploitation capacity: distribution, promotion and commercialization activities. Projects should be at the commercialization/distribution stage with demonstrated 2026 admissions performance for Phase 1 fund generation and commercial plans for reinvestment in Phase 2.
Funding type and nature of support:Primary mechanism: grant (budget-based action grant). Beneficiaries will receive monetary support (reimbursement of eligible costs). No financial support to third parties is allowed under this call.
Consortium requirement:Single-applicant (mono-beneficiary) proposals are allowed. Affiliated entities and associated partners can be included where relevant and must be validated. The coordinator role applies for multi-beneficiary grants, but this specific call allows single-beneficiary submissions.
Application type and stages:Single-stage open call (one submission). Evaluation by external experts and an evaluation committee; successful proposals go to grant preparation where legal entity validation, financial capacity checks and other formal checks take place prior to signature. The call uses a single-stage submission but the award process includes evaluation plus grant preparation (effectively two implementation stages before payment).
Number of application stages to obtain funds:1 (single-stage submission) for evaluation; then 1 additional stage for grant preparation and legal/financial validation prior to signature — total process includes evaluation + grant preparation.
Success rates, co-funding and financial responsibilities
The call documentation does not publish an explicit success rate. Funding is competitive and depends on evaluation scores and the available topic budget. If the sum of generated potential funds exceeds the available call budget, the potential fund of each distributor will be reduced proportionally; this will not impact the eligibility of reduced amounts even if they fall below minimum thresholds. The final award depends on ranking and available funds.
Co-funding requirement:Yes. The grant finances up to 70% of eligible costs; beneficiaries must provide the remaining co-financing (own resources, revenue generated by the action, third-party contributions etc.). The potential fund calculation is generated from eligible 2026 admissions and then reinvested by the distributor; reinvestment amounts are subject to eligibility rules and ceilings.

Short practical guidance for applicants
- 1Verify your eligibility early: company legal form, MEDIA-country establishment, ownership and nationality tests, distributor role and documentation.
- 2Collect and certify admissions data early with the designated national authority using the Certified admissions template; certified admissions are mandatory at submission and are a core eligibility/input for fund generation.
- 3Prepare the Declaration on independence and ownership control with the full ownership chain for your company (including shareholders and nationalities) — insufficient information may lead to ineligibility.
- 4Use the CREA MEDIA Application Form Part B template, respect the 50-page limit and ensure clear demonstration of 2026 admissions that generate the fund and a credible reinvestment plan for Phase 2 (co-production, acquisitions, promotion).
- 5Budget and co-financing: prepare detailed, auditable budget lines and evidence of co-financing sources since funding rate is 70%; confirm that all proposed reinvestment activities are eligible and supported by contracts or letters of intent that can be executed within the grant's eligibility period.
- 6Allow time for Participant Register validation, legal and financial checks and potential prefinancing guarantee requests; submit well before the deadline to avoid last-minute Portal issues.
This summary consolidates the essential elements extracted from the call document and associated templates. Applicants must consult the full Call Document and annexes published on the Funding & Tenders Portal for the definitive legal and practical requirements, including full eligibility rules, scoring details, admissibility conditions, certified admissions procedures and legal / financial validation processes. 1

Additional Web Data
European Film Distribution is a Creative Europe MEDIA action grant that supports the wider trans national distribution of recent non national European films through a two phase model in which distributors generate a potential fund from market performance and then reinvest it in co production, acquisition of distribution rights, and promotion and advertising for theatrical and online release4.
Scope and purpose
The call is designed to improve the circulation and competitive position of European films outside their country of origin by linking distribution performance to future reinvestment in eligible film projects. The prepared opportunity materials indicate that the 2027 call opens on 3 December 2026, closes on 8 April 2027 at 17:00 Brussels time, and follows a single stage submission and evaluation process.
Who can apply
Eligible applicants are legal entities that are established in a country participating fully in the MEDIA strand, are owned directly or indirectly wholly or by majority participation by nationals from those countries, and are European companies active in audiovisual distribution as cinema or theatrical distributors4.
- Only single applicants are allowed, although affiliated entities may participate if needed.
- The distributor must be the holder of the theatrical distribution rights for the film in the relevant country.
- The distributor must actually carry out the theatrical distribution and promotion campaign, pay the associated distribution costs directly, and have theatrical distribution operations in that country.
- Natural persons are not eligible except self employed sole traders where the business has no separate legal personality.
- Applicants must register in the Participant Register and be able to demonstrate legal status, ownership, financial capacity, and operational capacity.

Eligible films and admissions
| Film eligibility | Fiction including animated films or documentary works with a minimum duration of 60 minutes and first copyright established in 2023 at the earliest. The film must not be alternative content, advertising, pornographic, racist, or violence promoting. |
|---|---|
| Production and financing | The film must be majority produced by producers established in MEDIA countries and more than 50 percent of the total production budget must come from MEDIA countries. Significant participation by professionals from MEDIA countries is required. |
| Admission period | Only paying admissions achieved between 1 January 2026 and 31 December 2026 can generate the fund. |

| Certification | Admissions must be clearly identifiable, certified by the designated national authority, and declared in the Creative Europe MEDIA Database. |
| Minimum volume | Films with fewer than 200 eligible admissions in a given country of distribution and year do not generate a fund for that year. |
| Territory restrictions | For the generation phase and reinvestment phase, special restrictions apply where rights for Estonia, Latvia, Lithuania, and or Ukraine are licensed to distributors or buyers established in Russia. |
Funding mechanics
The generation phase converts eligible admissions into a potential fund using country and film nationality coefficients, while the reinvestment phase allows use of that fund on up to 12 different eligible non national European films. Eligible reinvestment covers co production, acquisition of theatrical or online distribution rights, and promotion, marketing, and advertising for theatrical or online releases.
- Activity 1 and Activity 2 combined may not exceed 70 percent of the total direct reinvestment budget.
- The eligible activities cannot include personnel work or travel arrangements.
- Promotion costs may include promotional materials, digital campaigns, social media content, subtitling, dubbing, booking, billing, platform coordination, performance tracking, launch events, and similar costs.
- Reinvestment on the same film across different eligible activities is allowed.
- Activities using materials supported by Eurimages Film Marketing and Audience Development are excluded to avoid double funding.
| Territory group | Ceiling per film in eligible admissions | Minimum potential fund availability threshold per applicant |
|---|---|---|
| Germany, Spain, France, Italy | 300,000 | €27,000 |
| Austria, Belgium, The Netherlands, Poland | 100,000 | €13,500 |
| Czech Republic, Denmark, Finland, Greece, Hungary, Norway, Portugal, Sweden | 75,000 | €9,000 |
| Other eligible countries | 16,000 | €4,500 |
The call also applies per admission coefficients that vary by country of distribution and nationality of the film, with values ranging from 1.0 to 2.3 depending on the combination. If the total funds generated exceed the available budget, the amounts are reduced proportionally, but this does not affect the minimum availability thresholds.

- The ownership structure must be fully documented down to the level of natural persons if the applicant is held through other companies.
- Because the call is performance based, accurate certification of admissions is critical and should be prepared well before the submission deadline.
- Applicants should check that all costs proposed for reinvestment fit the call's strict eligible activity list and avoid any double funding risk.
