Breakdown
Call overview and objectives
Call identifier:CREA-MEDIA. Programme: Creative Europe — MEDIA strand. Call type: Call for proposals, CREA Project Grants (CREA-PJG) under the CREA Action Grant Budget-Based model (CREA-AG). Planned opening date: 29 April 2027. Submission deadline: 17 June 2027, 17:00 Brussels time. Deadline model: single-stage / single submission. Indicative evaluation period: July–November 2027. Information to applicants: December 2027. Expected signature of grant agreements: March 2028. Publication of the call: 30 September 2026. Total indicative topic budget: €6,000,000 (budget year 2027).
Primary objective:Improve trans-national distribution of recent non-national European films; increase investment in production, acquisition, promotion, theatrical and online distribution of non-national European films; develop links between production and distribution sectors to improve competitive positioning of non-national European films.
Scope, eligible activities and structure of support
The action provides performance-based support to European sales agents. Funded activities are organised in two sequential phases: phase 1 generates a potential fund for each successful applicant based on measurable performance indicators (notably eligible paid cinema admissions for eligible non-national European films distributed in 2026 and other sales indicators). Phase 2 requires reinvestment of the potential fund into acquisition of international sales rights (minimum guarantees or advances) and into promotion, marketing and advertising for eligible non-national European films. Reinvestment may cover up to five different eligible non-national films per beneficiary and multiple cost categories per film. Financial support to third parties is not allowed except as specified in the call conditions where expressly permitted.
Eligible films and admissions (key points):Eligible films must be fiction or documentary with minimum duration 60 minutes, first copyright established in 2023 or later, majority produced by producers established in MEDIA participating countries with more than 50% of finance from MEDIA countries, and significant participation by professionals from MEDIA countries (a points table defines significant participation). Eligible admissions are paying tickets sold between 1 January 2026 and 31 December 2026, certified by national authorities or declared in the Creative Europe MEDIA database and subject to national country ceilings per film and per territory.
Funding model, amounts and calculation mechanics
This is an EU action grant (budget-based, actual costs with unit cost / flat-rate elements where applicable). The call allocates an indicative total of €6,000,000. The maximum potential fund that can be generated per applicant is capped at €800,000. A base allocation for Step 1 is €20,000 if minimum acquisition and distribution conditions are demonstrated for year n (2026). Additional amounts are calculated by multiplying eligible admissions (declared in the MEDIA database) by a coefficient table that depends on the film nationality and sales agent country, subject to maximum admission ceilings per film and per distribution country. An additional step provides a small fixed amount per film depending on the number of eligible non-MEDIA countries where theatrical rights are sold (tiered €1,000 to €5,000 per film, capped at €20,000 per applicant for step 3). If cumulative generated funds exceed the call budget, generated amounts from Step 2 will be proportionally reduced across applicants.
- 1Indicative call budget: €6,000,000 (2027).
- 2Maximum eligible potential fund per applicant: €800,000.
- 3Step 1 eligible starter fund: €20,000 if applicant acquired theatrical rights for 2 films in 2026 and distributed 2 eligible European films in at least one non-national territory with box office evidence or MEDIA database record.
- 4Step 2: additional fund = admitted paid admissions in 2026 × coefficient (coefficients depend on film nationality and agent country) subject to per-film admission ceilings by territory.
- 5Step 3: additional fixed amounts per film for sales to non-MEDIA countries (Australia, Brazil, Canada, China, India, Japan, Mexico, South Korea, UK, USA); capped at €20,000 per applicant for step 3.
Maximum admission ceilings per film (selected examples):Examples from the call: Germany, Spain, France, Italy: ceiling 300,000 admissions per film; Austria, Belgium, The Netherlands, Poland: 100,000; Czechia, Denmark, Finland, Greece, Hungary, Norway, Portugal, Sweden: 75,000; other eligible countries: 16,000 admissions per film. Total admissions eligible in the MEDIA database are used to determine per-film ceilings.

Natural persons (except self-employed sole traders where applicable) are not eligible.
Eligible Applicant Types:Eligible applicant types include: SMEs, large enterprises (sales agents as legal entities), film sales companies, distributors acting as sales agents, public bodies and international organisations (subject to special rules), non-profit legal entities and other legal entities established in MEDIA-participating countries and meeting ownership/independence requirements. Natural persons are generally excluded (except self-employed sole traders where organisation has no separate legal personality).
Conditions, documentation and mandatory annexes
Proposals must be submitted electronically via the Funding & Tenders Portal submission system using the templates provided there. Part A (administrative information) is filled online. Part B (technical description) must follow the Application Form Part B template and is limited to 50 pages for this call. Part C and mandatory annexes must be uploaded. Mandatory annexes include: the completed List of Films template (List-of-films_CREA-MEDIA-FILMSALES), a PDF with information about films extracted from the Creative Europe MEDIA Database (step-dependent), Declaration on Independence and Ownership Control (full ownership structure), official box office evidence where the film is not available in the MEDIA database (step 1), proof of sales and/or royalty statements for non-MEDIA country sales (step 3). Applicants must register in the Participant Register (PIC) and may be subject to Legal Entity Validation and financial capacity checks. The call document and all annexes, Model Grant Agreement (CREA MGA), and additional guidance documents are published on the Portal reference documents.
Financial and operational capacity:Applicants must have stable and sufficient resources to implement the project. Financial capacity checks will normally be carried out for the coordinator (profit & loss, balance sheet, auditor report, etc.), except for public bodies or entities with more than 50% public funding or when requested grant ≤ €60,000. Operational capacity will be assessed via the Project Management award criterion and CVs/profiles of staff. Exclusion grounds under EU Financial Regulation apply (bankruptcy, serious professional misconduct, fraud, corruption, etc.).
Evaluation and award
Single-stage submission; evaluation based on admissibility, eligibility, operational capacity and award criteria set out in the call document. Award criteria for this specific topic emphasise Relevance measured against applicant performance on the European market (admissions/step 1 conditions), with a scoring scale: passing scores and thresholds are specified. Overall threshold for the call is 70 points. The call uses an evaluation committee; successful proposals will be invited to grant preparation and legal/financial checks (legal entity validation, financial capacity, exclusion checks) before signature of grant agreement. The grant is subject to available budget and the granting authority reserves the right not to award all funds.
Award criteria — Relevance scoring (summary):Relevance scores depend on total admissions in 2026 per application: meeting the Step 1 minimum (2 films acquired and 2 European films distributed in 1 non-national territory in 2026) gives 70 points; up to 150,000 admissions gives 80 points; 150,001–1,000,000 admissions gives 90 points; ≥ 1,000,001 admissions gives 100 points. Overall threshold to be considered for funding is 70 points.

Applicants may submit only one proposal to this call. Confidentiality, data protection, ethics and security rules apply as in the call document and CREA MGA.
Eligible Countries / Beneficiary scope:Beneficiaries must be established in Creative Europe participating countries and specifically in countries participating fully in the MEDIA strand. This includes EU Member States, specified EEA countries and countries associated to the Creative Europe Programme per the list of participating countries referenced in the call document. Applicants established in countries currently negotiating association may be permitted to sign if negotiations conclude before grant signature and association is retroactive to the call date. International organisations may participate under specific rules. Applicants from countries subject to EU restrictive or conditionality measures are ineligible as indicated in call conditions.

Natural persons generally not eligible except self-employed sole traders where company has no legal personality.
- 2Funding Type: grant (CREA Project Grant, budget-based actual cost grant; CREA-AG Model Grant Agreement).
- 3Consortium Requirement: single applicant (mono-beneficiary). Affiliated entities, associated partners, subcontractors, third parties giving in-kind contributions are permitted but the application must be submitted by a single legal entity.
- 4Beneficiary Scope (Geographic Eligibility): entities established in Creative Europe participating countries and specifically those participating fully in the MEDIA strand: EU Member States (including OCTs), listed EEA countries and countries associated to the Creative Europe Programme. International organisations may participate under special rules; entities from countries under EU restrictive or conditionality measures are excluded as per call rules.
- 5Target Sector: film industry — film sales and distribution, audiovisual sector, theatrical and online distribution, film marketing and promotion, European film circulation. Cross-cutting priorities include Digital Agenda and AI where applicable.
- 6Mentioned Countries: The call text explicitly references Germany, Spain, France, Italy, Austria, Belgium, The Netherlands, Poland, Czech Republic, Denmark, Finland, Greece, Hungary, Norway, Portugal, Sweden, Estonia, Latvia, Lithuania, Ukraine and a list of eligible non-MEDIA countries: Australia, Brazil, Canada, China, India, Japan, Mexico, South Korea, United Kingdom, United States. It also references MEDIA participating countries broadly (EU + associated countries).
- 7Project Stage: expected maturity: distribution and commercialization stage; the measure is performance-based on distribution results in 2026 and supports reinvestment for acquisition and promotion — therefore applicants must be operational sales agents with demonstrated market activity in 2026 (generation phase uses admissions and sales data). Reinvestment phase supports acquisition/promotion of eligible films at development-to-market/commercialization stage.
- 8Funding Amount: indicative topic budget €6,000,000. Maximum potential fund generated per applicant €800,000. Step 1 starter allocation €20,000 (subject to conditions). Step 3 per-film small top-ups €1,000–5,000 depending on number of non-MEDIA country sales. Maximum project grant amount: €800,000 as per Grant Agreement section.
- 9Application Type: open call via Funding & Tenders Portal, single-stage, electronic submission only. Submission templates available in the Submission System; no paper submissions. Planned opening 29 April 2027, deadline 17 June 2027.
- 10Nature of Support: money (grant funds to be reinvested as minimum guarantees/advances for international sales rights and for promotion/marketing/advertising). No financial support to third parties is allowed in this call. Support is conditional on performance indicators and reinvestment rules.
- 11Application Stages: single-stage submission, then evaluation and ranking. Grant preparation follows for successful proposals and includes legal and financial checks. Number of stages to obtain funding effectively: 1 (single-stage application) plus grant preparation (checks and final signature).
- 12Success Rates: not provided numerically in the call; selection depends on meeting eligibility, scoring above threshold and available budget (€6,000,000). The call reserves the right not to award all funds. Success rate will depend on quantity and quality of eligible proposals and total requested amounts; historical success rates not specified.
- 13Co-funding Requirement: the grant reimburses eligible costs at a 70% funding rate. Applicants must demonstrate stable and sufficient resources to implement projects and contribute their share; co-financing from applicant or other sources is expected where applicable (i.e. 30% co-financing of eligible costs), and projects must show balanced project budgets. Specific co-funding percentages and sources must be declared in Part A and budget templates.
- 14Templates: Application Form Part A (online), Application Form Part B (PDF template available in Submission System, max Part B 50 pages), Part C (online). Mandatory annex templates include List of films (CREA MEDIA FILMSALES), Information on independence and ownership control (CREA MEDIA), PDF extract from Creative Europe MEDIA Database for films, official box office evidence (if film not in MEDIA database), proof of sales/royalty statements for non-MEDIA countries (if applicable), Declaration of Honour at grant signature, and the CREA Model Grant Agreement templates. The Declaration on Independence template requires full ownership chains, percentage shares and nationalities down to natural persons; failure to provide full ownership info may render applicant ineligible. The List of Films template collects film-by-film data for Step 1 and Step 2 including title, country, production company, date of sales agreement, territories acquired, territories where film was distributed in 2026, number of territories covered, and links to sales webpages.
Detailed data collection templates referenced in the call:list-of-films_crea-media-filmsales.xlsx (STEP 1 sheet collects films acquired and distributed in year n with fields for film title, country of origin, production company, date of signature of international sales agreement in year n, territories acquired, links to the sales agent webpage and box office evidence). The Declaration on Independence and ownership control template collects full ownership structure across multiple tabs (Coordinator and Other BE1..10), requiring percentage shares and nationalities, and warns that insufficient information may render an applicant ineligible.
Exclusion & ethics:Standard exclusion grounds under the EU Financial Regulation apply (bankruptcy, fraud, corruption, serious professional misconduct, tax/social security breaches, links to criminal organisations, involvement in irregularities, breach of obligations under previous EU grants, etc.). Projects must respect highest ethical standards, cannot include pornographic or racist material, must comply with data protection, and the Media regulation and call-specific ethics requirements. Use of generative AI for proposal preparation is permitted but applicants are fully responsible for content, must verify and disclose AI use and sources, and ensure compliance with IP and ethical rules.
The call contains specific restrictions on films where distribution rights for Estonia, Latvia, Lithuania and/or Ukraine are licensed to distributors/buyers established in Russia: such films are ineligible for admissions counting in Step 1 for those territories; and for the reinvestment phase they are ineligible for all distribution territories where the sales agent has licensed Estonia, Latvia, Lithuania and/or Ukraine rights to distributors in Russia.
How the potential fund is generated — technical summary
Step 1:Meet minimum acquisition and distribution conditions in year n (2026): acquire theatrical rights for at least 2 films in 2026 and have 2 eligible European films distributed in at least one non-national territory with box office evidence or MEDIA database record — yields €20,000. Step 2: Multiply number of eligible admissions declared in the MEDIA database (territories where sales agent holds theatrical rights) by an admission coefficient that varies by film nationality and sales agent country; apply per-film admission ceilings by territory; Step 2 generated funds are subject to proportional reduction if sum of all generated funds exceeds available call budget. Step 3: For eligible films that are non-national for the sales agent and sold for theatrical distribution in eligible non-MEDIA countries, a fixed additional fund per film is provided (€1,000–5,000 depending on number of non-MEDIA countries sold), up to €20,000 per applicant for Step 3. The total potential fund per applicant may not exceed €800,000.
What the reinvestment can finance
- 1Eligible activity 1: Acquisition of international sales rights — minimum guarantees or advances paid for international sales rights (theatrical and/or online). Only costs stated in the international sales contract signed within the Grant Agreement eligibility period are eligible.
- 2Eligible activity 2: Promotion, marketing and advertising on the market of eligible non-national European films — includes trailers, posters, sales materials, market promotion, private screenings for buyers, festival publicity, optical and digital prints, subtitling and dubbing (including English-language version), press and industry advertising, coordinating with publicists for festival exposure, online promotion, and other related promotion and marketing activities. Personnel costs and travel costs are not eligible under these reinvestment categories; promotional costs already funded under Eurimages Film Marketing and Audience Development are ineligible to avoid double funding.
Note:Eligible activity 1 may account for up to 75% of the total direct reinvestment budget; reinvestment can be made on up to five different eligible non-national films and on multiple eligible cost categories per film. Double funding checks will be implemented and cross-checked with other EU supports (e.g. Eurimages).

| Maximum grant per project | €800,000 |
| Funding rate | 70 percent |
| Project duration | 12 to 24 months |

The grant is budget based and reimburses eligible actual costs rather than budgeted amounts. Prefinancing is normally 70 percent of the maximum grant amount, there are no interim payments, and the action must not generate a profit.
What the funding is for
The action works in two phases. First, a potential fund is generated according to the company’s performance on markets in MEDIA countries and other geographical markets. Second, that fund must be reinvested in minimum guarantees or advances for international sales rights on eligible non-national European films, and in promotion, marketing and advertising for those films.
Eligibility of films and market data
To generate the fund and qualify for reinvestment, the film must be fiction including animation or documentary, have a minimum duration of 60 minutes, and have first copyright established in 2023 or later. It must not be alternative content, advertising, pornographic or racist material, or content advocating violence.
The film must be majority produced by producers established in MEDIA countries, with more than 50 percent of the total production financing coming from MEDIA countries. It must also show significant participation by nationals or residents of MEDIA countries, and it is treated as non-national outside its country of origin. 3
Admissions used to generate the fund must have been achieved between 1 January 2026 and 31 December 2026, must involve a normal ticket price that was actually paid, and must be clearly identifiable and certified by the relevant national authority. Eligible admissions must also be declared in the Creative Europe MEDIA Database.
Fund generation rules
- Step 1 grants €20,000 if in 2026 the applicant acquired theatrical rights for 2 films and 2 eligible European films from its catalogue were distributed in 1 non-national territory, with supporting database evidence or official box office evidence if needed.
- Step 2 adds a variable amount based on eligible admissions in 2026 for films where the applicant owns the theatrical rights. Admission ceilings vary by country of distribution, for example 300,000 for Germany, Spain, France and Italy, 100,000 for Austria, Belgium, the Netherlands and Poland, 75,000 for Czech Republic, Denmark, Finland, Greece, Hungary, Norway, Portugal and Sweden, and 16,000 for other eligible countries.
- Step 3 adds an amount for eligible films sold into non-MEDIA countries, up to 5,000 euro per film and up to 20,000 euro per applicant.
- If total requests exceed the budget, amounts generated in Step 2 are reduced proportionally.
Reinvestment rules and ineligible costs
- The reinvestment can cover a maximum of 5 different eligible non-national films.
- Activity 1, acquisition of international sales rights, is eligible only up to 75 percent of the total direct reinvestment budget.
- Activity 2 can cover promotion, marketing and advertising, including trailers, posters, pitch decks, market promotion, private screenings, press advertising, publicity, optical and digital prints, subtitling and dubbing, and online promotion.
- Personnel costs and travel arrangements are not eligible under the reinvestment activities.
- Costs already supported by Eurimages film marketing and audience development support are not eligible, and double funding is prohibited.
- Financial support to third parties is not allowed.
Submission, documents and timetable
Applications must be submitted electronically through the Funding and Tenders Portal. The proposal package includes Part A, Part B and Part C, and the call applies a 50 page limit to Part B. Missing or incomplete mandatory elements can make the proposal inadmissible.
- Application form templates must be used from the submission system.
- Mandatory annexes include the PDF with film information from the Creative Europe MEDIA Database, the declaration on independence and ownership, and the list of films.
- Official box office evidence is required if a film is not in the MEDIA Database.
- Proof of sales or royalty statements are required for sales in non-MEDIA countries where relevant.
The indicative evaluation period is July to November 2027, information to applicants is expected in December 2027, and grant agreement signature is expected in March 2028.
Practical takeaways for applicants
- Prepare ownership evidence early, because the applicant must be majority owned by nationals of MEDIA countries.
- Make sure the sales agency appointment and territory coverage are documented in a written international sales agreement covering at least 10 MEDIA countries.
- Track 2026 admissions carefully, because the fund is performance based and admissions must be certified or otherwise evidenced.
- Plan reinvestment so that rights acquisition and promotion costs fit within the activity caps and no double funding occurs.
- Keep the project duration between 12 and 24 months and align internal cash flow with the normal 70 percent prefinancing model.
