Detailed eligibility and mandatory partners
Minimum mandatory RI representation:Proposals must include at least one ESFRI Landmark or a European Research Infrastructure Consortium (ERIC) as a beneficiary. For distributed ERICs, if the ERIC does not participate directly a legal entity hosting ERIC facilities/resources may participate as beneficiary together with a declaration of ERIC support. Proposals must include a portfolio/list of services/installations to be opened for trans-national or virtual access and the number of access units available. Access activities must be a substantive part of the proposal; the main goal is access provision. Proposals must include outreach and engagement plans targeted to industry (notably SMEs, startups, scaleups) and academia collaborating with industry, with focus on EU Member States and Horizon Europe associated countries including widening countries.
Geographic eligibility:Standard Horizon Europe rules apply (eligible countries described in Work Programme General Annex B). Target user base: industry users (notably SMEs, startups, scaleups) and academia when collaborating with industry across EU Member States and associated countries. Non-associated third-country participation follows General Annex B rules and specific provisions; some third-country participants may require national co-funding arrangements.
Specific mandatory technical and operational features
Access modalities:trans-national on-site access, remote access, and virtual access (including data and digital services). Access must include ad hoc user training, scientific and technical support, and support measures to facilitate access by non-expert industrial users. Proposals should shorten 'time to access' where applicable and adopt FAIR data management practices and interoperability with EOSC and relevant Common European Data Spaces where relevant. Proposals should consider intermediary capacities to facilitate matchmaking between industry and RIs, and coordination with technology infrastructures and digital services when relevant.
Intellectual property and access rights:beneficiaries shall grant royalty-free access to IP relating to tools, standards, specifications and other outputs generated by the action directly relevant to advertise RI services and to implement access calls (peer-review process, applicant communication), to EU institutions and to beneficiaries of projects funded by the EU in view of a more integrated EU access scheme. This access is to be provided through a mechanism defined in the proposal during the action and up to two years beyond the Grant Agreement.
Unit costs and eligible cost categories:Costs for providing trans‑national and virtual access may be declared as unit costs as authorised by the Decision on unit costs for RIs; unit cost categories include direct costs for personnel supporting the installation, maintenance and repair contracts, consumables, specific management contracts, energy/water (when exclusively attributable), general services included in access, software licences and electronic services for data management and computing, and specific scientific services. Indirect costs for access are set at 25% of the direct costs. Capital costs (depreciation, buildings, major instrumentation) are generally ineligible unless explicitly allowed in the Work Programme or Annexes.
Evaluation, award criteria and portfolio balance
Evaluation follows Horizon Europe general rules (Excellence, Impact, Quality and Efficiency of Implementation) with specific additions: for Excellence the quality, state-of-the-art nature and European interest of the offered infrastructures and services, and the extent to which the project will facilitate integrated access procedures, improve services and develop online services will be assessed. Grants will be selected not only by ranking but to ensure a balanced portfolio across the six target areas: highest-ranked proposals per area will be funded subject to thresholds and budget availability.
Proposal format and length:Use the Application Form in the Submission System. Part B templates for this topic are bespoke: do not use the general Part B templates; download the specific templates from the submission platform. Proposal page limit: 100 pages (Part B page limits and layout described in submission system).
Admissibility, legal and contractual features
Admissibility, eligibility, exclusion, financial and operational capacity requirements follow Horizon Europe General Annexes. The JRC may participate as a beneficiary with zero funding or as an associated partner; the JRC will not participate in proposal preparation. Projects using satellite EO, positioning or timing data must use Copernicus and/or Galileo/EGNOS where applicable. Grant agreements will implement additional access-rights obligations and unit-grant modalities; eligible access costs may be reimbursed via unit costs as defined in the Model Grant Agreement and the Decision authorising use of unit costs for trans-national and virtual access.
Page and documentation requirements:Download and use the specific Part B templates available in the Submission System for this topic; standard portal Part B templates must not be used for this topic. Applicants must include a list of services/installations opened for access, units of access offered, outreach plan, sustainability strategy and the business/operational model for long-term sustainability of services.
Eligible applicant types (detailed)
Eligible applicants encompass legal entities eligible under Horizon Europe General Annex B:research infrastructures (ESFRI Landmarks, ERICs), universities, research institutes, large research organisations, SMEs, startups, scaleups, non-profit organisations, public bodies and industry partners. Proposals must include at least one ESFRI Landmark or ERIC as beneficiary. Legal entities hosting ERIC facilities (for distributed ERICs) may participate as beneficiaries with a formal declaration of ERIC support. JRC may join as zero-funded beneficiary or associated partner.
Funding type and nature of support
Primary financial mechanism:grant (action grants under Horizon Europe). Form of support: monetary EU contributions to beneficiaries; for access provision eligible access costs may be accounted and reimbursed using unit costs for trans‑national and virtual access. The action may include limited support instruments such as financial support to third parties only if explicitly allowed in the specific topic (this topic focuses on access provision and does not primarily propose cascading grants).
- 1Funding Type: Grant (Horizon Action Grant, budget-based; eligible access costs via unit costs for trans-national and virtual access).
- 2Consortium Requirement: Consortium (RIA) — proposals expect multiple beneficiaries including at least one ESFRI Landmark or ERIC; single-entity grants are not appropriate for this topic.
- 3Beneficiary Scope: EU Member States and Horizon Europe Associated Countries primarily; non-associated third countries may participate under General Annex B conditions and subject to possible national co-funding.
- 4Target Sector: Research infrastructures cross-cutting target sectors in the six listed areas (biomedical/food technologies; clean energy/clean mobility; advanced materials for circular/bioeconomy; accelerators & superconducting magnets; microelectronics; advanced ocean sensing).
- 5Project Stage: Actions expect mature infrastructures offering services—TRL for R&D/customisation components likely in mid-to-high TRL (development, demonstration); primary emphasis on enabling industry-driven R&I using existing RI capabilities.
- 6Application Type: Open single-stage competitive call via EU Funding & Tenders Portal; use bespoke Part B templates for this topic.
- 7Nature of Support: Monetary funding for beneficiaries; unit cost reimbursement model for access; plus non-monetary services delivered directly by RIs (access, training, technical support).
- 8Application Stages: Single-stage evaluation process (1).
- 9Co-funding Requirement: Standard Horizon Europe co-financing rules apply; unit cost mechanism simplifies reporting but does not preclude other co-funding; national or institutional co-funding possible for some participants or in-kind contributions.
Project maturity and expected activities
Expected maturity:Research infrastructures must already be operational or near-operational and able to provide trans-national and/or virtual access. Projects will organise calls for access, allocate units of access to industry researchers (SMEs, startups, scaleups) and academia collaborating with industry, provide training and user support, and may perform short-term R&D to adapt services if these adaptations are made available to users within the action and are sustained afterwards by the infrastructures.

Evaluation thresholds and portfolio considerations
Evaluation scoring and thresholds follow Horizon Europe Annex D. Selection will ensure a balanced portfolio across the six target areas: the highest ranked proposals in each area may be selected subject to meeting thresholds and budget availability (not strict ranking-only selection). Evaluators will explicitly assess the excellence of access activities, quality and European interest of RIs, quality of services, effectiveness of single-entry access procedures, and capacity to shorten time-to-access for industry users.
Success rates and number of stages
Application stages:single-stage call (one submission, full evaluation). Indicative number of grants: around 3 for this topic with average grant size around €5M; projected success rates depend on application volume and available budget and cannot be precisely predicted from the call text. The evaluation will rank proposals and apply area-balancing rules; only proposals meeting thresholds will be funded.
Success / selection considerations and risks
Key selection strengths:inclusion of at least one ESFRI Landmark or ERIC, clear and large portfolio of complimentary RI services with measurable units of access, strong industrial engagement (SMEs/startups/scaleups), concrete outreach and matchmaking mechanisms, FAIR data practices and EOSC/dataspace interoperability, sustainability plan for services beyond the grant, and clear go/no-go decision points and procedures to shorten time-to-access. Major risks: insufficient demonstration of service availability and sustainability, lack of clear access unit metrics, weak industrial user engagement, incomplete data management and rights arrangements, and failure to comply with the required IP access obligations.
Templates and application content outline
