They should align research methodologies, testing protocols and data sharing with non-associated third-country scientific institutions, help spread practices developed by European infrastructures to other world regions, support distributed research ecosystems and produce reusable communication assets or coordinated outreach at major science and innovation fora. Activities should target students, early-career researchers, scientific staff, technicians and support staff, with gender-balanced participation and attention to research security and responsible internationalisation.

Who can apply

The topic is aimed at consortia built around Europe’s research infrastructure ecosystem, and the minimum structural requirement is at least one ESFRI Landmark and or one ERIC as a beneficiary. Consortia may also include universities, university alliances, research organisations, infrastructure operators, and other scientific or innovation stakeholders with a strong international cooperation profile. Legal entities established in non-associated third countries may exceptionally participate as beneficiaries or affiliated entities, and the JRC may participate as a zero funding beneficiary or associated partner.

  • At least one ESFRI Landmark and or ERIC must be included as a beneficiary.
  • The proposal must clearly identify one of the nine thematic areas, or choose Cross cutting area if more than one area is addressed, or Other area with a specified field.
  • Non-associated third-country legal entities may exceptionally participate as beneficiaries or affiliated entities.
  • The JRC may join as a zero funding beneficiary or associated partner.
  • If satellite based earth observation, positioning, navigation or timing data are used, beneficiaries must use Copernicus and or Galileo EGNOS.
  • Where relevant, beneficiaries should build on resources funded under HORIZON-WIDERA2022-ERA-01-60.

Funding, timing and evaluation

Eligible costs are provided as a lump sum. The call is single stage, and the expected portfolio is balanced across the nine thematic areas, with grants awarded not only by overall ranking but also so that the highest ranked proposal in each area can be selected subject to budget availability and passing all thresholds. For applicants, this means the proposal needs to be strategically positioned within its chosen area and demonstrate clear international networking value, not just general coordination activity.

  • Excellence, Impact, and Quality and efficiency of implementation are the standard evaluation criteria for this CSA.
  • Each criterion has a threshold of 3 out of 5.
  • The overall threshold is 10 out of 15.
  • The call is designed for a balanced portfolio across the nine areas, so area positioning matters as well as overall score.

Best fit and applicant takeaway

This opportunity is best suited to research infrastructures, ERICs, ESFRI Landmarks, universities and infrastructure consortia that already have strong international relationships and a credible plan to turn them into durable networks, mobility routes and visibility actions. Strong proposals will show a clear field focus, practical cooperation with non-associated third-country institutions, a realistic communication and outreach strategy, and a convincing case that the consortium can deliver Choose Europe visibility for its infrastructure domain. The most competitive submissions will treat this as a network building and talent attraction action, not as a conventional research project.
