Evaluation, selection and award process

Objectifs et priorités

Objectif général

Promouvoir les droits humains, l’égalité de genre et l’autonomisation socio-économique des femmes, jeunes et enfants, en renforçant le rôle des OSC et organisations indépendantes dans l’amélioration des services essentiels, la cohésion sociale et le respect des droits fondamentaux, notamment en milieu carcéral.

Lot 1: Droits de l’Homme (DH)

Objectif spécifique:Contribuer à la protection et promotion des droits de la population carcérale au Togo, en ciblant la surpopulation carcérale, l’accès aux services essentiels et le renforcement des mécanismes de contrôle indépendant, avec attention particulière aux femmes, mineurs et personnes en détention préventive. Priorités: améliorer conditions de détention (santé, hygiène, nutrition, infrastructures); proposer services de réinsertion; contribuer au contrôle indépendant des lieux de détention.

Lot 2: Organisations de la Société Civile (OSC)

Objectifs spécifiques:Renforcer les capacités d’intervention des OSC, particulièrement organisations communautaires féminines et de protection de l’enfance, pour prévenir/prendre en charge les violences basées sur le genre (VBG) dans les Savanes (partiellement Grand Lomé) et renforcer la protection de l’enfance vulnérable (enfants de rue, orphelins) dans le Grand Lomé. Priorités: mise en réseau des OSC; collaboration avec structures officielles; prévention/prise en charge intégrée; autonomisation économique; cohésion sociale; renforcement institutionnel.

Chaque demandeur ne peut soumettre qu’une proposition par lot. Toutes les propositions doivent intégrer l’approche fondée sur les droits et l’égalité de genre. Pour Lot 1: préciser collaboration avec autorités pénitentiaires/judiciaires. Pour Lot 2: collaboration avec One Stop Center de Dapaong encouragée. Préférence pour partenariats UE-Togo, consortiums inclusifs, innovations numériques, synergies avec autres initiatives.

Financement disponible

Enveloppe globale:€3 212 999 (indicative).

Lot 1 (DH):€760 000 (min. €390 000, max. €760 000 par subvention).

Lot 2 (OSC):€2 452 999 (min. €1 225 000, max. €2 452 999 par subvention).

Taux de cofinancement:50-95% des coûts éligibles. Financement intégral possible si justifié. Coûts indirects: max. 7% des coûts directs éligibles (hors bureau projet). Réserve imprévus: max. 5% des coûts directs.

Éligibilité des demandeurs

  • Demandeur chef de file: personne morale sans but lucratif (ONG, opérateur public, autorité locale), établi dans UE ou pays IVCDCI (art. 28), directement responsable de la préparation/gestion, représenté légalement au Togo ou en procédure (décret n°2022-002/PR), avec au moins 2 codemandeurs togolais, complémentarité thématique/territoriale.
  • Codemandeurs: au moins 2, mêmes critères d’éligibilité que chef de file, signent mandat.
  • Entités affiliées: lien structurel (contrôle/adhésion) avec chef de file/codemandeurs.
  • Associés: participent sans subvention (sauf per diem/déplacement).
  • Contractants/destinataires soutien financier: soumis à règles passation marchés.

Exclusion:situations PRAG 2.4 (faillite, fraude, etc.). Déclaration d’honneur requise (>€15 000). Enregistrement PADOR obligatoire (ou formulaire hors ligne). PIC recommandé.

Éligibilité des actions

  • Durée: 30-48 mois.
  • Lot 1: territoire togolais (couverture nationale possible).
  • Lot 2: VBG prioritairement Savanes (partiellement Grand Lomé); enfance prioritairement Grand Lomé (extension Savanes possible).
  • Types: mécanismes impact direct, mise en réseau, monitoring, digitalisation, renforcement capacités, plaidoyer, analyses.

Lot 2:soutien financier tiers obligatoire (min. 25% budget total action, min. 5 soutiens, 20 000-€60 000/soutien, OSC togolaises sans but lucratif; VBG: Savanes; enfance: Grand Lomé). Actions inéligibles: conférences seules, formations seules, prosélytisme, soutien partis politiques/religieux, etc.
