Eligible applicant types
Primary eligible applicants:small and medium-sized enterprises (SMEs) as defined by EU recommendation 2003/361. SMEs must comply with the SME ceilings (fewer than 250 persons; annual turnover ≤ €50 million or annual balance sheet total ≤ €43 million). Eligibility excludes entities under liquidation, in financial difficulty, or subject to exclusion from EU funding. Under Strand B only, consortia comprised exclusively of SMEs (maximum 3 SMEs) are eligible. No other entity types (universities, large enterprises, sole individuals, NGOs) are eligible as direct beneficiaries of the FSTP grants (the call is targeted to SMEs).
Funding type and nature of support
Primary financial mechanism:Financial Support to Third Parties (FSTP), i.e. cascade funding delivered as grants to SMEs. The call provides monetary support (direct grants to SMEs) and complementary non-monetary services offered within the RENEW-BOOSTER Accelerator (training, mentoring, matchmaking, business support). Support therefore combines money and non-monetary services.
Consortium requirement and application modes
The call implements two distinct funding strands with different consortium rules and selection processes: Strand A (Challenge-driven) uses a two-step staged process and accepts single-SME applications only (consortia not eligible). Strand B (Open Call) uses a single-stage open selection; SMEs may apply individually or as part of a consortium of up to three SMEs. When applying as a consortium, one SME must act as coordinator and submit a single joint application on behalf of the consortium. Each SME may submit a maximum of one application per strand (one for Strand A and one for Strand B) provided activities are distinct and no double funding occurs.
Geographic eligibility (beneficiary scope) and countries mentioned
Applicants must be established in eligible countries:EU-27 plus countries participating in the Single Market Programme (SMP) COSME strand. The SMP participation list includes EEA EFTA states (Iceland, Norway, Liechtenstein) and a number of EU accession, candidate and neighbouring countries with strand-specific participation. The call text explicitly references Denmark, Norway, Poland, France, Bulgaria and Spain as countries represented in the consortium and requires that at least 10% of funded SMEs come from countries or regions other than those represented. The opportunity therefore targets entities across EU Member States and SMP participating countries 1.
Mentioned countries:Denmark; Norway; Poland; France; Bulgaria; Spain; EU-27; SMP participating countries including EEA/EFTA states (Iceland, Norway, Liechtenstein) and listed partner countries in the SMP guidance. Specific participation scope follows the SMP participation list referenced in the call text 1.
Target sectors, technologies and TRL
The call targets innovations contributing to resilient and diversified renewable energy supply chains within three primary sectors: Photovoltaics (PV), Offshore Wind Energy (including floating offshore wind), and Energy Networks (grid technologies). Cross-sectoral innovations are also eligible (digital twins, AI, quantum computing, blockchain, power electronics, recyclability, manufacturing process innovations, material substitution etc.). Technology Readiness Levels targeted: projects should address technologies around TRL 6-7 (validation, demonstration) and Strand A Stage 2 expects TRL 8-9 outcomes for scale-up and deployment. Examples of eligible innovations are detailed in the call text and include material substitution, manufacturing/process innovation, digital solutions for supply chain traceability and grid optimisation, SF6-free equipment, advanced cables from recycled materials, PV cell/module innovations and recyclability improvements.
Project maturity / expected project stage
Expected project maturity ranges from near-market validation and demonstration (TRL 6-7) through demonstration and deployment readiness (TRL 8-9). Strand A Stage 1 funds proof-of-concept / demonstration at TRL 6-7; Strand A Stage 2 funds scale-up to TRL 8-9. Strand B supports projects up to demonstration/deployment maturity depending on requested grant size.
Funding amounts and budget allocation
Total call budget:€800,000. Per-SME funding and co-funding rules: cumulative maximum FSTP support per SME across all RENEW-BOOSTER calls is €60,000. Strand A (Challenge-driven): Stage 1 grants: €10,000 per selected SME (up to three SMEs per challenge) with minimum 20% private co-funding; Stage 2 grant: €50,000 to one SME per challenge with minimum 40% private co-funding. Strand B (Open Call): single-stage grants with three funding levels available depending on project maturity: up to €10,000; up to €30,000; up to €60,000. Strand B co-funding levels increase with grant size; indicative private co-funding rates for Strand B are approximately 30% to 50% (proportionalised as grant size increases). Projects run up to six months. The call allows sequential combination of funding phases across different calls but remains constrained by the €60,000 per SME cap.
Payment and timing:Strand A: Stage 1 payments (€10,000) are made upon signature of Stage 1 sub-grant agreement. Stage 2 payment (€50,000) is made upon signature of Stage 2 sub-grant agreement. Strand B: single-stage sub-grant agreements are signed and payments scheduled according to the sub-grant conditions. Final payments may be withheld until mandatory final deliverables and impact assessment are submitted and validated. Projects must start after sub-grant signature and run between 3 and 6 months.
Co-funding requirement
Co-funding from the applicant (private financial resources) is mandatory. In-kind contributions and personnel costs are not accepted as co-funding. Co-funding must be real private financial contributions (debt or own funds) and must be demonstrated at application stage and documented during reporting. Minimum co-funding rates: Strand A Stage 1: minimum 20% private co-funding of the grant amount; Strand A Stage 2: minimum 40% private co-funding; Strand B: increasing minimum co-funding rates by grant level (roughly 30% to 50% depending on requested amount), with exact percentages and rules described in the call text and sub-grant agreement.
Application type, templates and submission process
Application method:applicants must complete the EU SURVEY online submission form dedicated to this call. Applications must be written in English and must respect maximum character limits for each text box in the predefined template on EU SURVEY. No additional annexes are accepted beyond those requested in the EU SURVEY form. Every applicant organisation must be registered on the EU Funding & Tenders Portal and possess a 9-digit Participant Identification Code (PIC). What is this opportunity about and how to approach it
RENEW-BOOSTER Call N°2 is a cascade funding opportunity focused on strengthening European renewable energy supply chains in photovoltaics, offshore wind (including floating) and energy networks. The mechanism channels financial grants and business support to SMEs to validate, demonstrate and scale innovations that improve supply chain resilience, reduce dependency on critical raw materials, increase circularity and accelerate the green and digital transition. The call is structured as two complementary strands: a challenge-driven Strand A using a two-step selection to fast-track solutions to pre-defined industry challenges and an Open Call Strand B allowing bottom-up SME proposals across the thematic scope. The funding is limited in size per SME (maximum cumulative €60,000) with mandatory private co-funding and strict rules on co-funding composition (no in-kind or personnel time allowed as co-funding). Applications must be submitted via EU SURVEY in English using the provided templates, include two budget tables (grant and co-funding), and respect DNSH and other EU funding rules. Evaluation uses Excellence, Impact and Quality/efficiency criteria with minimum per-criterion thresholds. The call also provides non-financial support services as part of the RENEW-BOOSTER Accelerator. Applicants should prepare concise, evidence-based submissions showing technical feasibility (TRL), realistic budgets with documented private co-funding, measurable KPIs, and an implementation plan that delivers tangible results within the 3–6 month project timeframe. For Strand A applicants should explicitly map their proposal to the specific challenge description. For Strand B applicants should clearly justify the requested grant level relative to project maturity, co-funding plan and expected impact.

- 6The project must fit either Strand A, the challenge driven strand, or Strand B, the open call strand.
- 7The proposal must respect EU fundamental values and the DNSH principle.
- 8No double funding is allowed and the same activity cannot be financed twice from public sources.
SMEs may apply individually to Strand A. For Strand B, SMEs may apply individually or as a consortium of up to 3 SMEs, and consortium partners are jointly responsible for proper use of funds1. Each SME may submit only one application per strand, with the condition that Strand A and Strand B proposals must concern different activities and must not result in double funding1.
Funding amounts and co funding
The call uses two funding strands with different grant logics. Strand A is a two step challenge driven route, while Strand B is a single stage open call with funding levels linked to project maturity1. Private co funding is mandatory and must come from the SME's own financial resources, not from in kind contributions or staff time1.
| Strand | Selection model | Funding amount | Co funding requirement | Project focus | Typical duration |
|---|---|---|---|---|---|
| Strand A, Step 1 | Challenge driven, first stage | 10000 euros per selected SME | At least 20 percent private co funding | Proof of concept and validation, TRL 6 to 7 | About 3 weeks |
| Strand A, Step 2 | Challenge driven, second stage | 50000 euros for one SME per challenge | At least 40 percent private co funding | Further development and scale up, TRL 8 to 9 | About 12 weeks |
| Strand B | Open call, single stage | Up to 10000 euros, 30000 euros, or 60000 euros | Increasing private co funding requirements by tier | Bottom up innovation projects at different maturity levels | Up to 6 months |
The official call text states that the cumulative maximum FSTP support per SME across the whole RENEW-BOOSTER set is 60000 euros1. The exact co funding rate for each Strand B tier should be checked in the application template and call text because the published summary refers to increasing private co funding requirements rather than a single fixed rate1.
