Evaluation stages: pre-screening by the Master School Admission Officer (checks accreditation, GPA >=70%, relevance of Bachelor), evaluation and ranking by the programme selection committee (10 members for RESCHIP4EU), and a general requirements/documents check by the KTH admission office. Applicants are placed on a unified merit ranking list. Tie-breakers and priority rules (gender and RIS status) apply only in case of equal merit scores.
| Selection criterion | Weight and evaluation scale |
|---|---|
| Suitability of acquired Bachelor’s degree for intended study programme | Weight 1, score 1-5 |
| Quality and recognition of home university | Weight 1, score 1-5 |
| Study success (past academic performance) | Weight 1, score 1-5 |
| Entrepreneurial and innovative experience (CV, recommendations) | Weight 1, score 1-5 |
| Innovative and entrepreneurial attitude (motivation letter) | Weight 1, score 1-5 |
| Overall evaluation of CV and application | Weight 1, score 1-5 |
Scoring:1 = Non-satisfactory, 2 = Borderline, 3 = Admissible, 4 = Very good, 5 = Excellent. An average grade of 3 is considered admissible. Final merit score is the average of local coordinators' scores with moderation by Programme Leaders and the Quality Assurance Manager. Scholarships are allocated from the top of the unified ranking: Excellence scholarships first, then Full waivers, then Half waivers until budget is consumed or the indicative cap is reached. Scholarship offers are communicated with Letters of Acceptance; a waiting-list mechanism may be used with a first and second round of offers.
Appeals, agreements and conditions
Applicants may appeal suspected errors by contacting the Master School Office at masterschool@28digital.eu without an official deadline; appeals are investigated by Master School leadership and the Programme Lead. Successful scholarship recipients must sign an agreement with the 28DIGITAL Master School detailing rights and obligations; non-compliance can trigger termination of support or recovery of funds. The RESCHIP4EU project applies standard EU Digital Europe Programme Grant Agreement clauses for conflict of interest, confidentiality, ethics, visibility, record-keeping and related responsibilities to student recipients.
Payment arrangements
Tuition fee waivers are applied directly to tuition invoices issued twice per academic year and are not transferred as cash. Monthly living allowances for Excellence scholarships are paid directly to students. The monthly allowance baseline is €900 and is adjusted by the Eurostat Country Correction Coefficient of the host country; the coefficient captured at award remains fixed for the two-year programme duration.
Number of application stages and success rates
Application stages:single-stage application to the Master School (pre-screening + committee evaluation + administrative checks) leading to a unified ranking. For practical purposes, applicants will experience three evaluation checkpoints: pre-screening, committee evaluation/ranking, and administrative verification. Success rates: not explicitly published. Indicative cap is 25 scholarships; actual success rate depends on number of applicants and scholarship types awarded. Because total funding is €360,000 and scholarships are limited, competition is expected to be strong.
Co-funding requirement
No co-funding by applicants is required. Scholarships cover tuition partially or fully and Excellence scholarships include a living allowance. Applicants must cover any remaining tuition or living costs not covered by the awarded scholarship and comply with visa/host country financial requirements where applicable.
Promotion of diversity and targeted quotas
The scholarship programme includes targeted measures to promote diversity:a scholarship stream for women (aiming for at least 30% female recipients), and a stream for participants from RIS countries (aiming for 50% of recipients from RIS countries and an overall target of 40% RIS recipients). These are not separate ranking lists; gender and RIS status are applied only as priority rules in case of ties on the merit score. If representation targets are not met, remaining scholarships are allocated by merit to ensure efficient use of funds.
Mentioned countries
Explicit countries are not individually listed in the call text; eligibility references are to EU Member States (including overseas countries and territories), EEA countries and countries associated to the Digital Europe Programme. RIS countries are referenced as countries included in the EIT Regional Innovation Scheme. The official list of eligible countries for the Digital Europe Programme is provided in the linked documentation.

Scope and Academic Offer
The support is attached to enrolment in the RESCHIP4EU Master’s programme rather than to an independent research or business project. The programme is a 120 ECTS, ISCED Level 7 double degree in Embedded Systems Design. Applicants select up to three preferred Entry Universities and up to three preferred Exit Universities in order of priority. An applicant who is not accepted by the preferred institution may therefore be considered for another participating institution, subject to capacity and programme compatibility.
The academic offer focuses on semiconductor-related digital skills, embedded systems, intelligent chips and systems, safer, greener and smarter embedded platforms, and innovation and entrepreneurship.2
Eligible Applicants
Applicants must satisfy all of the following core conditions:
- Be a national of an EU Member State, including eligible overseas countries and territories, or of an eligible EEA country or country associated with the Digital Europe Programme.
- Be accepted and enrolled in the RESCHIP4EU Master’s programme. Scholarship eligibility is conditional on admission to the Master’s programme.
- Hold, or be completing, a relevant Bachelor’s degree or equivalent qualification meeting the programme’s technical prerequisites.
- Meet the academic, language and documentation requirements of the selected Entry and Exit Universities.
- Submit the scholarship request through the single Master School enrolment application.
- Be able to comply with the scholarship agreement and the academic and administrative obligations of the programme.
Applicants in their final year may apply if they provide an official statement from the degree administration office confirming final-year enrolment and the expected completion date. Candidates applying to Aalto University as the Entry University must have completed the Bachelor’s degree by 31 July 2027.
The call supports diversity objectives relating to gender, age, social background and economic background. It includes an overarching scholarship route open to eligible applicants, a route intended to support women, and a route intended to support applicants from EIT Regional Innovation Scheme countries. These routes do not create separate merit lists. Applicants remain on one unified ranking list, with gender and RIS status used as priority factors only in the event of an equal merit score.
Available Financial Support
Three forms of support are available. Applicants submit one scholarship application and are automatically considered for all relevant categories.
| Scholarship category | Support | Nominal value and treatment |
|---|---|---|
| Half tuition fee waiver | Reduction of tuition fees | €3,000 per academic year, applied as a tuition discount rather than paid directly to the student |
| Full tuition fee waiver | Full tuition fee support | €6,000 per academic year, applied as a tuition discount rather than paid directly to the student |
| Scholarship of Excellence | Full tuition fee waiver plus living allowance | €6,000 per academic year for tuition, plus €900 per month adjusted by the Eurostat country correction coefficient for the host country |
The nominal two year tuition value is therefore €6,000 for a half waiver and €12,000 for a full waiver, assuming the published annual values remain applicable in both academic years. The Excellence scholarship has a nominal two year base living allowance of €21,600 before application of the relevant country correction coefficient, in addition to the two year full tuition waiver. The final living allowance depends on the host country coefficient captured when the scholarship is awarded.
The country correction coefficient is fixed for the entire two year study period. It is not recalculated monthly or annually. The monthly allowance is paid directly to Excellence scholarship recipients to support living costs. Tuition waivers are reflected in reduced invoices issued by the programme, normally twice per academic year.
The funding is limited to tuition and living support. The published call does not indicate separate funding for travel, visa costs, insurance, equipment, relocation, family costs or other personal expenses. Applicants should budget for these costs unless they are covered through another source.
Indicative Scholarship Allocation
The call indicates an overall target of approximately 25 scholarships. The indicative distribution is approximately seven Excellence scholarships, twelve full tuition fee waivers and six half tuition fee waivers. These figures are not guaranteed quotas. The final number and category mix may change according to the remaining budget, tuition levels, host country coefficients, accepted offers, withdrawals and the cost of the Excellence allowances.
Scholarships are allocated progressively from the unified ranking list. The highest-ranked candidates are considered first for Excellence scholarships, followed by full tuition fee waivers and then half tuition fee waivers. If a selected candidate declines or withdraws, the offer may pass to the next eligible candidate on the reserve list.
The project aims for at least 30 percent female scholarship recipients and at least 40 percent of recipients from RIS countries, with the broader project material also describing a 50 percent RIS objective in the diversity rationale. These are programme targets rather than automatic individual entitlements. Where targets cannot be met without displacing stronger candidates, remaining scholarships may be allocated on merit.
Application Process
Applicants must first apply for admission to the RESCHIP4EU Master’s programme through the Master School application system. The scholarship request is integrated into that enrolment application. There is no separate independent scholarship submission route described in the call.
- 1Create and submit the Master School application before the call deadline.
- 2Select up to three preferred Entry Universities and up to three preferred Exit Universities in priority order.
- 3Upload the required academic, identity, language, motivation and financial documents.
- 4Indicate the request for RESCHIP4EU financial support within the enrolment application.
- 5Complete any additional admission or verification steps required by the selected universities.
- 6Await the admission decision and scholarship allocation, which are normally communicated with the Letter of Acceptance or shortly afterwards where a waiting list process is used.
Required Application Documents
- Degree certificate or diploma in the original language and an English translation. Applicants still studying must provide an official final-year enrolment statement and expected completion date.
- Official transcript of records in the original language and an English translation, showing all courses taken and all relevant stamps and signatures.
- Evidence of compliance with the mandatory technical prerequisites for the programme.
- Proof of English proficiency in the form required by the relevant university or country.
- Curriculum vitae covering academic and professional experience.
- Motivation letter of no more than three pages addressing innovative potential, an entrepreneurial idea and the applicant’s financial need.
- Supporting evidence of financial circumstances, such as a credit report or comparable documentation.
- Official identity document, such as a passport or national identity card.
Documents that are not in English must be translated by an authorised translator where the issuing university does not provide the translation. Translator credentials, signatures and stamps must be visible. Applicants should scan both sides of documents and ensure that all stamps and signatures are legible.
Evaluation and Selection
Applications undergo an initial administrative and eligibility screening, followed by academic and qualitative evaluation by the programme selection committee. The screening includes verification of university recognition or accreditation, a minimum GPA threshold of 70 percent, relevance of the Bachelor’s degree and completeness of the application.
The selection committee evaluates applicants using six equally weighted criteria. Each criterion is scored from 1 to 5, where 1 means non satisfactory, 2 borderline, 3 admissible, 4 very good and 5 excellent.
| Criterion | Weight | Assessment focus |
|---|---|---|
| Suitability of Bachelor’s degree | Equal weighting | Relevance of prior studies to the intended Master’s programme |
| Quality and recognition of home university | Equal weighting | Standing and recognition of the applicant’s previous institution |
| Study success | Equal weighting | Academic performance and predicted future success based on prior studies |
| Entrepreneurial and innovative experience | Equal weighting | Experience demonstrated through the CV and recommendations |
| Innovative and entrepreneurial attitude | Equal weighting | Strength and originality of the motivation letter and proposed idea |
| Overall CV and application | Equal weighting | Overall quality, coherence and potential of the application |
Applicants receiving an average grade of 3 are generally considered admissible unless a participating university raises an objection. Local Programme Coordinators provide initial scores. Programme Leaders review scores for consistency across universities and countries, followed by a final deliberation involving Programme Leaders, Local Programme Coordinators and the Quality Assurance Manager.
The scholarship ranking is merit based. Women and applicants from RIS countries receive priority only where applicants have equal final merit scores. Applicants are not placed into separate women or RIS ranking lists.
Duration and Participation Conditions
The expected participation period is 24 months, covering four semesters and the academic years 2027 to 2029. Scholarship recipients are expected to remain enrolled and meet the academic and administrative conditions of the double degree programme throughout the supported period.
Selected students must sign a scholarship agreement with 28DIGITAL Digital Master School setting out their rights and obligations. Failure to comply with the agreement may lead to termination of support and recovery of funds. The call also states that provisions concerning conflicts of interest, confidentiality and security, ethics, visibility, specific action rules, information obligations and record keeping apply to selected students through the relevant RESCHIP4EU grant conditions.
Payment and Financial Administration
Tuition support is not transferred to students as cash. Half and full waivers are deducted from tuition invoices, with invoices normally issued once in the autumn semester and once in the spring semester. Excellence living allowances are paid directly to recipients and are intended to contribute to living costs.
The total budget of €360,000 must cover all scholarship categories and associated living allowances. Consequently, the exact number of Excellence scholarships and the final total number of recipients depend on the host country coefficients and actual tuition charges. The indicative scholarship count should be treated as a planning estimate rather than a guaranteed entitlement.
Appeals and Complaints
Applicants who believe an administrative or ranking error occurred may contact the Master School Office at masterschool@28digital.eu. The call does not specify a formal appeal deadline. The review may examine the scoring, portal administration and correctness of the scholarship allocation order. Where an error is confirmed, the applicant may receive the corrected scholarship outcome.
Data Protection
Applicants must consent to the processing of personal data required for admission and scholarship administration, including contact information, identity details and postal or electronic addresses. Applicants should review the 28DIGITAL privacy policy, Master School terms and conditions and the RESCHIP4EU data management information before submitting an application.
Applicants have rights under the General Data Protection Regulation, including rights to access, correct or erase personal data and withdraw consent where applicable. Data protection requests may be directed to privacy@28digital.eu.
Applicant Assessment
This opportunity is most suitable for students with a strong technical Bachelor’s background, demonstrable interest in embedded systems or semiconductor technologies, good academic performance, and a credible innovation or entrepreneurship profile. The financial need requirement is material because the motivation letter must address the applicant’s financial situation and supporting evidence is required.
The main competitive strengths are likely to be a relevant and well documented degree, strong academic results, a coherent entrepreneurial or innovation concept, evidence of initiative beyond coursework, a persuasive explanation of financial need and a carefully prepared application aligned with the selected university preferences.
Applicants should not assume that admission guarantees a scholarship. Admission to the Master’s programme is a prerequisite, while financial support is allocated separately through the unified merit ranking and within the available budget.
Key Risks and Points to Verify Before Submission
- Confirm that the applicant’s nationality is covered by the final Digital Europe eligibility list applicable to the call.
- Check the technical prerequisites and English language rules for every preferred Entry and Exit University.
- Verify the tuition fee schedule for the 2027 to 2029 cohort because the waiver values are expressed as nominal annual amounts and the net tuition invoice depends on the applicable programme fees.
- Calculate living costs using the host country’s expected Eurostat correction coefficient, while allowing for costs not covered by the scholarship.
- Ensure that all translations, transcripts, signatures, stamps and identity documents satisfy the document specifications.
- Treat the indicative scholarship numbers and diversity targets as non guaranteed planning information.
- Review the scholarship agreement before acceptance because non compliance may result in termination or recovery of support.
- Submit well before 30 June 2027 at 17:00 Brussels time to allow for portal, translation and document correction issues.
Official Application and Information Sources
The Funding and Tenders Portal record provides the official public listing for the competitive call, while the RESCHIP4EU scholarship document provides the detailed conditions governing applicants, selection, funding and participation.3
Applicants should use the RESCHIP4EU Master School information page for programme details, the Master School application portal for submission, the fees page for current tuition information, and the required documents page for document-specific instructions.
The opportunity is therefore a targeted education and skills scholarship scheme rather than a conventional project grant. Its core benefit is subsidised participation in a specialised European Master’s programme, with the strongest financial package combining full tuition support and a cost-of-living adjusted monthly allowance.
