Full description of scope and objectives
Purpose:EFSA seeks a contractor to maintain, update and further develop OpenFoodTox (OFT) version 3.0, EFSA’s chemical hazards database, ensuring high-quality curation, IUCLID 6-based storage and interoperability with OECD Harmonised Templates (OHTs), the EU Common Data Platform on Chemicals (EU CDPC) and the EU Repository of Health-Based and Environmental-Based Limit Values (HEBLVs). The contract is a framework to be implemented by yearly order forms / specific contracts covering ongoing monthly updates, periodic data releases, dashboards, AI-assisted extraction pilots and interoperability work.
Background and rationale:EFSA’s OpenFoodTox provides structured (eco)toxicological, toxicokinetic, physicochemical and regulatory risk-assessment information extracted from EFSA scientific outputs. OFT 3.0 is produced in IUCLID 6 (i6z) format and mapped to OECD OHTs. OFT includes over 7,800 chemicals from ~2,600 EFSA outputs and is a planned contributor to the EU CDPC and the EU Repository of HEBLVs. The contract directly supports EFSA Strategy 2027 objectives on digital transformation, data interoperability and collaborative data governance.
Expected deliverables and major tasks
The procurement is structured around five objectives (work packages) with specified tasks, deliverables, timelines and payment linkages. Deliverables combine monthly, biannual and annual outputs and documentation. Key deliverables include monthly curated IUCLID 6 updates and machine-readable exports, periodic updated i6z dossier packages, Power BI / dashboard data refreshes and datasets, AI-assisted extraction pilot reports and SOPs, interoperability mapping tables and annual consolidated reports, SOP and training materials and stakeholder support sessions.
Objective 1 — Maintenance and continuous update:Tasks: extract, curate and quality-assure hazard and risk-assessment data from new EFSA outputs and legacy outputs; operate directly in IUCLID 6 or via IUCLID-integrable workflows; maintain harmonised substance identifiers (EFSA PARAM codes, CAS, EC, IUPAC, SMILES, InChI); prepare and deliver IUCLID 6 i6z packages and machine-readable exports. Deliverables: monthly curated data increments with change logs (D1.1), updated IUCLID 6 dossier package including i6z and machine‑readable exports (D1.2), mapping to CDPC UTIs if requested (D1.3), interim report (D1.4) and consolidated annual report (D1.5).
Objective 2 — Data dissemination and access:Tasks: support, maintain and develop interactive dashboards (Power BI), searchable repositories and downloadable datasets in agreed formats (Excel, CSV, JSON etc.). Deliverables: dashboard data refreshes (monthly), new dashboard-ready datasets and metadata packages (every 6 months), downloadable repositories (every 6 months), consolidated annual dissemination report.
Objective 3 — AI-assisted extraction pilot:Tasks: design, test, validate and maintain human-in-the-loop AI workflows for extracting and structuring risk-assessment data from EFSA outputs; benchmark against expert-curated datasets; ensure traceability, quality assurance and expert validation prior to IUCLID ingestion. Deliverables: interim report describing use cases and workflow design (D3.1), consolidated annual performance report and benchmark dataset (D3.2) and final AI pilot report including SOPs and recommendations (D3.3 — required only in specific contract years noted in tender specifications). All AI use must comply with GDPR/EUDPR and the AI Act and EFSA requires clear description, risk mitigation and human oversight plans if AI is proposed.

Co-funding requirement:No co-funding from the tenderer is required beyond the service price. The contractor must perform services as set out in the contract for the agreed all-inclusive price. Subcontracting is permitted but the tenderer remains fully responsible. Pre-financing is not applicable. Payment terms: EFSA to pay within 60 days of receipt of an approved invoice for the balance after acceptance of deliverables; invoicing rules and documentation required are specified in the draft contract. Price-indexation provisions and possible increases are covered in the framework contract (indexation formula specified).
Templates and application form structure
Required templates and documents (available on the F&T Portal):Invitation to tender, Tender specifications (with annexes), Draft framework contract, Financial offer template (Annex 1), Declaration on Honour templates (sections for exclusion, selection and professional conflict of interest), Annex 3 (environmental management information). EFSA strongly recommends submitting CVs in the EU CV format. The financial offer must use the provided Annex 1 template and show yearly breakdown OF/SC1 to OF/SC4 that add to the all-inclusive total price. The technical offer must address all award criteria and include methodology, workplan, team composition and CVs, details on proposed AI usage (if any), risk mitigation and quality assurance, IUCLID 6 and interoperability approach and evidence of access to required tools (IUCLID 6, Power BI, literature databases).

Additional Web Data
Executive Summary
This is an EFSA public procurement tender for specialist services supporting the maintenance, updating and further development of OpenFoodTox 3.0. It is a procurement opportunity rather than a grant scheme. Applicants would be competing to deliver contractual services to EFSA, and successful tenderers would normally receive payment under the resulting contract rather than a grant award or reimbursement based on a fixed funding rate.
OpenFoodTox is EFSA's structured chemical hazards database. It brings together information from EFSA risk assessments, including substance identification, hazard assessments, toxicological reference values, reference points, physicochemical properties, toxicokinetic and ADME information, and environmental fate and behaviour data. The database covers areas such as food additives and flavourings, pesticides, contaminants, food contact materials, feed additives and nutrients.1
The available opportunity metadata does not disclose the contract value, maximum budget, contract duration, precise eligibility rules, selection criteria, technical specifications, required minimum turnover, financial guarantees, or the required submission documents. Those matters must be verified in the complete tender documents and attachments available through the official Funding and Tenders Portal notice.2
Opportunity Identification
Title:Maintenance, update and further development of EFSA's Chemical Hazards Database OpenFoodTox 3.0
Contracting authority:European Food Safety Authority, commonly referred to as EFSA. The precise procuring organisational unit and contracting address should be confirmed in the procurement documents.
Opportunity type:Tender and public procurement contract. The opportunity should not be treated as a Horizon Europe grant, operating grant, cascade funding call, or other non-repayable funding programme.
Reference:The portal record is identified by the reference UUID 4ac545e5-2ad3-4c5e-82bc-ec2c57078293.
Authoritative notice:The official procurement record is available at EU Funding and Tenders Portal notice.
Subject Matter and Likely Scope
The title indicates a continuing service requirement with three connected workstreams:operational maintenance of the database, incorporation and updating of chemical hazard information, and further technical or functional development of OpenFoodTox 3.0.
Based on the nature of OpenFoodTox 3.0, a capable contractor may need to support activities such as the following. These are analytical indications of likely requirements and are not a substitute for the official technical specifications.
- Maintenance of the database structure, records, controlled vocabularies, links and associated metadata.
- Identification, extraction, quality checking and incorporation of new or amended EFSA scientific outputs.
- Updating substance identifiers, substance relationships, hazard endpoints, reference points and reference values.
- Preservation of traceability between database records, source assessments and published EFSA outputs.
- Quality assurance, validation, consistency checking and correction of duplicate or conflicting records.
- Maintenance or enhancement of data exports, dashboards, search functions, documentation and user-facing services.
- Support for the IUCLID 6 data model and OECD Harmonised Templates where these are used by the current OpenFoodTox implementation.
- Technical documentation, data-management procedures, release management and handover to EFSA.
- Ad hoc technical or scientific support connected with future database releases and integration with relevant data platforms.
OpenFoodTox 3.0 is described by EFSA as having been migrated into IUCLID 6 and structured in line with OECD Harmonised Templates. It provides open access to structured hazard data and supports reuse for scientific and regulatory purposes.1
Applicants should not assume that the contract is limited to software development. The requirement is likely to combine chemical hazard data expertise, scientific interpretation, database curation, information management, software or data engineering, quality assurance and technical project management.
Potential Applicant Profile
The most relevant bidders are likely to be established organisations or consortia with demonstrable experience in chemical hazard data, food or feed safety, toxicology, regulatory science, database management and scientific information systems.
- Universities, research organisations and scientific institutes with suitable contractual and operational capacity.
- Consultancies specialising in chemical safety, toxicology, regulatory data, food safety or environmental risk assessment.
- Information technology and data-management companies with experience in scientific databases and structured chemical information.
- Organisations experienced with IUCLID 6, OECD Harmonised Templates, chemical substance identifiers and interoperable data models.
- Consortia combining scientific, data curation and software engineering capabilities where the procurement documents permit consortium bidding.
- Specialist subcontractors, subject to the tender rules, for areas such as toxicology, data extraction, software development, quality assurance or user-interface development.
The precise admissibility conditions, exclusion grounds, selection criteria and rules for relying on the capacity of consortium members or subcontractors are not available in the supplied metadata. Bidders must verify these conditions in the procurement notice and tender specifications before deciding whether to apply.
Funding, Contract Value and Payment
No contract value or maximum budget is provided in the available opportunity information. Accordingly, it is not possible to state a reliable total value, maximum tender price, annual budget, unit price, or expected payment ceiling.
Because this is a procurement tender, applicants should normally prepare a commercial offer or financial tender in the format required by EFSA. The successful supplier would be paid for the contracted services and deliverables under the payment arrangements in the contract. A grant-style funding rate, such as 70 percent or 100 percent of eligible costs, should not be assumed.
The tender documents should be checked for the following financial provisions:
- Estimated contract value and any maximum amount.
- Whether prices must be fixed, indexed, broken down by work package, or submitted as unit rates.
- Payment milestones and acceptance conditions.
- Treatment of travel, meetings, testing, hosting, licences, equipment and other reimbursable costs.
- Taxes, invoicing requirements and payment deadlines.
- Financial guarantees, performance guarantees, liability provisions and insurance requirements.
- Whether options, extensions, additional services or framework arrangements are included.
Dates and Duration
The supplied metadata contains two date-time entries:1 January 2026 at 13:30:59 UTC and 10 December 2026 at 14:30:59 UTC. Their function is not identified in the available material. They should not be interpreted automatically as a submission deadline and contract end date.
The final submission deadline, time zone, opening arrangements, question deadline, expected award date, start date, initial contract period, renewal options and maximum contract duration must be confirmed in the official notice and procurement documents.
The title suggests an ongoing maintenance and development service, so bidders should be prepared for a multi-period delivery model involving recurring updates and release cycles. This is an indication based on the subject matter only and is not confirmation of the contractual duration.
Likely Technical and Delivery Requirements
A competitive tender response is likely to need to demonstrate the ability to maintain scientific data quality while operating within EFSA's governance, security, interoperability and publication requirements.
- Experience managing structured chemical hazard or toxicological datasets.
- Knowledge of food and feed chemical safety and the regulatory context of EFSA scientific assessments.
- Ability to work with IUCLID 6, OECD Harmonised Templates or equivalent structured chemical-data standards.
- Robust procedures for data extraction, interpretation, validation, version control and audit trails.
- Capability to manage substance identities, synonyms, constituents, metabolites and links between related records.
- Ability to process human health, animal health and environmental hazard information where required by the specification.
- Software development and data engineering capacity for databases, APIs, exports, dashboards or other interfaces specified by EFSA.
- Testing, quality assurance, defect management and controlled production releases.
- Clear documentation, knowledge transfer and continuity arrangements.
- Compliance with applicable confidentiality, data protection, information security, intellectual property and public-sector contractual requirements.
The scope may involve data from EFSA opinions, statements, conclusions and other scientific outputs. Bidders should therefore assess their ability to interpret scientific source material consistently and document decisions made during data curation.
Evaluation and Award Considerations
The available information does not state the award methodology or weighting. A tender of this type may evaluate technical quality, scientific and technical expertise, service methodology, quality assurance, project management, team composition, relevant references, risk management and price, but these factors must be confirmed in the official procurement documents.
A strong response should be structured around the exact tender evaluation criteria and should map each requirement to evidence, proposed activities, deliverables, acceptance measures, staffing and relevant experience. Generic descriptions of database capability are unlikely to be sufficient without examples involving chemical, toxicological, food safety or comparable regulated scientific data.
Key Bid Preparation Issues
- 1Obtain and review every attachment to the portal notice, including technical specifications, administrative conditions, draft contract, pricing template and submission instructions.
- 2Confirm whether the tender permits single bidders, consortia, subcontracting or reliance on third-party capacity.
- 3Identify mandatory professional, technical and financial capacity requirements before assembling the bid team.
- 4Map the proposed methodology to each required task, deliverable, service level and acceptance criterion.
- 5Demonstrate relevant experience with structured chemical data, scientific databases, EFSA or comparable regulatory bodies, and controlled data releases.
- 6Define responsibilities for scientific curation, data engineering, software development, quality assurance, project management and customer liaison.
- 7Prepare a realistic data-update and release-management approach that can accommodate new EFSA outputs and corrections.
- 8Address interoperability, provenance, traceability, validation, security, business continuity and knowledge transfer.
- 9Review intellectual property and licensing provisions, especially for database content, software, documentation, derived datasets and open-access dissemination.
- 10Validate the electronic submission process, file formats, authorised signatories, declarations and exact deadline before submission.
Risk and Opportunity Assessment
The opportunity is strategically relevant for organisations seeking a reference project in European chemical safety data, regulatory informatics, scientific database operations or public-sector digital services. Successful delivery could provide long-term visibility in a specialised domain and demonstrate capability in interoperable chemical hazard information.
The principal delivery risks are likely to include the complexity of interpreting heterogeneous scientific outputs, maintaining data consistency across substance and endpoint relationships, preserving provenance, managing evolving data standards, coordinating scientific and technical teams, and meeting strict public procurement and information-security requirements.
Commercial viability cannot be assessed without the estimated value, pricing model, workload assumptions, service levels and contract duration. Bidders should avoid committing to an extensive team or fixed level of recurring effort until the tender documents clarify volumes, update frequency, deliverables and acceptance arrangements.
Information Gaps Requiring Verification
The following material facts are not established by the available metadata and should be treated as outstanding verification points:
- Official submission deadline and time zone.
- Estimated value, maximum value and available budget.
- Initial duration, renewal options and possible extensions.
- Exact contracting authority details and procurement procedure.
- Eligibility, exclusion and selection requirements.
- Minimum economic and financial capacity.
- Required technical and professional references.
- Consortium and subcontracting rules.
- Detailed technical tasks, deliverables and service levels.
- Award criteria and price-quality weighting.
- Required language of the tender and supporting documents.
- Electronic submission format and signature requirements.
- Intellectual property, licensing, confidentiality and data protection conditions.
- Payment terms, liability, insurance and performance-security requirements.
Overall Assessment
This is a specialised EFSA procurement opportunity for organisations able to combine chemical hazard science, regulatory data curation and robust information-system delivery. It is potentially well suited to a consortium or multidisciplinary supplier, but the commercial and compliance assessment remains incomplete until the full tender package is reviewed.
The most important next step for a prospective bidder is to download the complete official notice and all associated documents, confirm the operative deadline and contract value, and build a compliance matrix covering every mandatory requirement. No reliable statement can currently be made about the award amount, funding rate, duration or precise eligibility conditions from the supplied information alone.
