Evaluation Criteria
- Exclusion: Bankruptcy, fraud, etc. (Declaration on Honour).
- Selection: Economic/financial capacity (turnover >50% est. value); Technical: 5+ relevant staff (min 3y exp.), 3+ similar contracts last 5y.
- Award: 80% technical (quality, methodology, team); 20% price.

Risks and Considerations
