Reference and deadlines:Call identifier: HORIZON-EIE. Planned opening date: 06 October 2026. Deadline (single-stage): 05 January 2027 17:00 Brussels time. Topic published on the EU Funding & Tenders Portal EU Funding & Tenders Portal 1.

Eligible Applicant Types

Primary eligible applicants and consortium members:innovation hubs represented by a single legal entity (umbrella organisations such as a science & technology park, a cluster, district, accelerator or a venture builder embedded in an innovation ecosystem) or several legal entities representing the local innovation actors (research and higher education institutions, research and technology organisations (RTOs), corporates, public authorities, capital providers). Additional eligible applicant types to be included in consortia or associated with hubs: universities and higher education institutions, research institutes, RTOs, incubators/accelerators, venture builders, corporate partners, large enterprises, SMEs, investors and venture capital organisations, regional or national public authorities, nonprofit organisations, networks (e.g., EEN, EDIH, EIT KICs), and innovation infrastructures. Associated partners and third parties (subcontractors, providers of in-kind contributions and recipients of financial support to third parties) are also foreseen in implementation designs.

Funding Type

Primary funding mechanism:grant (Horizon Europe Programme Cofund Action). The action may be implemented partially through financial support to third parties (cascading grants) in the form of sub-grants to startups and scaleups. Financial support to third parties (if used) must be grants; maximum amount per third party is €60,000 unless explicitly indicated otherwise in the call conditions. The co-fund funding rate is 50% of eligible costs; co-funding (complementary funding) of 50% is required from other sources (national/regional/private/EU).

Consortium Requirement

Consortium required. This is a multi-partner consortium action. The consortium should consist of at least ten (10) hubs from at least ten (10) different Member States or Associated Countries. Population-based participation limits: for Member States/Associated Countries with population ≤ €35 million: participation limited to one hub in the consortium; for those with population > €35 million: participation limited to two hubs in the consortium. At least two participating hubs must be established in a widening country. A single coordinator is required; the consortium must provide a single letter of intent at submission documenting the source of the required 50% complementary funding.

Beneficiary Scope (Geographic Eligibility)

Geographic eligibility:EU Member States and Horizon Europe Associated Countries as described in Work Programme General Annex B. Non-associated third countries may participate only under specific conditions described in General Annex B and in the Horizon Europe Programme Guide. The action explicitly requires transnational participation across Member States/Associated Countries, and the consortium must include widening country hubs.

Target Sector

Thematic focus:deep tech and strategic technology sectors. Examples explicitly mentioned: artificial intelligence, quantum technologies, advanced semiconductors, medical technology, biotechnology, bioeconomy applications, cleantech and energy (including nuclear technology), water and blue tech, security and defence, space, robotics and advanced materials. Activities may also connect to digital, manufacturing and other strategic sectors.

Mentioned Countries

No specific countries are required beyond the EU Member States and Associated Countries eligibility. The topic requires hubs from at least ten different Member States or Associated Countries and at least two hubs from widening countries (as defined by Horizon Europe regulation). Eurostat population data at call opening determines population thresholds.

Project Stage

Expected Maturity:activities target ecosystem building, acceleration and scaling stages (validation, demonstration, market uptake and commercialization). The action includes short-term mobility, shared infrastructure access, pilot acceleration programmes for early-stage startups (European combinator), Demo Days and market access activities; it assumes hubs have demonstrated capacity in venture building and scaling.

Funding Amount

Indicative budget for the topic:around €20 million per call year (total around €40 million across 2026–2027 according to the Portal budget overview). The call indicates an expected EU contribution per project around €20 million (typical project scale; selection of around 2 projects is indicated). Funding rate: 50% of eligible costs; remainder (50%) must be secured from complementary sources (national/regional/private or other EU funds). Maximum grant to third parties (if used) is €60,000 per third party.

Application Type

Single-stage open call (Horizon single-stage submission). Applicants must submit full proposals through the EU Funding & Tenders Portal submission system on the planned opening date (planned opening 06 Oct 2026; deadline 05 Jan 2027). Submission follows standard Horizon Europe Part A (web-forms) and Part B (PDF narrative) templates.

Nature of Support

Nature of support:monetary grant funding to consortium beneficiaries (50% co-fund), plus optional cascading financial support to third parties in the form of sub-grants to startups (each capped at €60,000). Non-monetary support expected to be delivered by beneficiaries includes acceleration services, mentoring, access to labs and infrastructure, networking, Demo Days and training. The action therefore combines monetary support and service delivery.

Application Stages

Application and selection process:single-stage proposal submission to the EU Portal, followed by evaluation against Horizon Europe criteria (Excellence, Impact, Quality & Efficiency of Implementation). Evaluation uses standard Part B templates and forms. If successful, grant agreement preparation follows. Operational implementation may involve launching cascaded calls (if financial support to third parties is used) that include further selection steps to award sub-grants to startups. At least the following stages apply: 1 (single-stage for main proposal) plus potentially 1 additional stage for cascading calls to third parties.

Success Rates

Estimated success rates:The call indicates an expected number of projects funded of around 2 (indicative) and a topic budget of around €40 million across the published years. Actual success rates depend on the number and quality of proposals submitted; historical Horizon Europe COFUND and EIE topic success rates are typically low (single-digit to low double-digit percentages) for competitive topics of this size. No explicit numeric success rate is provided in the topic text.

Co-funding Requirement

Yes. CO-FUND action funding rate is 50% of eligible costs. The consortium must demonstrate complementary funding (50% of project costs) from national/regional funding, other EU funding or private investments. A single letter of intent indicating the source of the required 50% complementary funding must be provided at submission.

Admissibility and Eligibility Highlights

  1. 1Proposals must comply with the Horizon Europe Part B page limit for COFUND actions (65 pages for Part B).
  2. 2Consortium must include at least 10 hubs from 10 different Member States or Associated Countries, with population-based hub participation limits (≤ €35 million => one hub; > €35 million => maximum two hubs), and at least two hubs located in widening countries.
  3. 3Each hub must be represented by a single legal entity (umbrella or an entity representing the hub) or several legal entities representing the relevant actors.
  4. 4Consortium must submit a single letter of intent at proposal submission indicating the source of the 50% complementary funding.
  5. 5The action allows financial support to third parties only in the form of grants (max €60,000 per third party).

Evaluation, Reporting and Grant Model

Grant type:HORIZON Action Grant Budget-Based (HORIZON-AG). Evaluation will follow Annex D award criteria (Excellence, Impact, Quality of implementation). Continuous reporting and periodic reporting requirements as per Horizon Europe MGA apply. Financial management follows General Annexes (Annex G); beneficiaries may be requested to provide certificates if thresholds are reached. For COFUND, the funding rate is 50% and beneficiaries must implement co-financing and monitoring arrangements, including procedures to ensure fairness and independence if beneficiaries participate in cascaded calls.

Additional Web Data

Opportunity overview

This opportunity is a Horizon Europe Programme Cofund action under the Interconnected Innovation Ecosystems 2027.2 work programme, designed to create a European network of deep tech startup and scaleup hubs that can improve cross border access to research, talent, infrastructure, investors and mentoring for scaling companies.12 The opportunity metadata indicates a planned opening date of 6 October 2026, a single stage deadline of 5 January 2027 at 17:00 Brussels time, an indicative project duration of 2 years, and a budget envelope of €20 million with around 2 grants expected.

What the funding is about

The call seeks to pilot European Startup and Scaleup Hubs, often described as ESSHs, that will interconnect strong startup and scaleup ecosystems embedded in research, technology and higher education environments.1 The intended result is to accelerate market expansion for European deep tech startups, strengthen less connected innovation hubs, and help more startups, including women led ventures and EIC supported companies, scale into globally competitive businesses.1 The pilot also expects hubs to work as a collaborative network rather than as isolated local structures, with shared services, mobility, mentoring, and joint events forming a major part of the model.1

Who can apply

Applicants are expected to form a consortium of hubs and ecosystem organisations, where each participating hub is represented by a single legal entity or by several legal entities representing the relevant startup ecosystem actors such as research and higher education institutions, corporates, public authorities, or capital providers.

The consortium must include at least 10 hubs from at least 10 different Member States or Associated Countries, and at least 2 participating hubs must be established in a widening country.

Country participation is capped at one hub for Member States and Associated Countries with populations not exceeding €35 million, and at two hubs for those above that threshold.

A single letter of intent must be submitted with the proposal and must identify the source of the required 50 percent complementary funding, such as national, regional, EU, or private financing.

Eligibility and strategic fit

The selected hubs are expected to have substantial experience in startup creation, scaleup success, venture capital mobilisation, and entrepreneurial education.1 They should also have at least one local research or higher education institution or research and technology organisation recognised for deep tech excellence acting as a catalyst in each hub represented in the consortium.1 Strong capabilities in strategic deep tech areas are expected, including artificial intelligence, quantum technologies, semiconductors, medical technology, biotechnology, cleantech, energy, water, blue tech, security, defence, space, robotics, and advanced materials.1

The call also expects a demonstrated ability to bring together local ecosystem actors and to open infrastructure, facilities, mentoring, incubators, professional services, and investment opportunities to startups and scaleups from other hubs on equal conditions.1 Applicants should also present a clear strategy for linking the ESSH activities with other Horizon Europe programme parts and for supporting women led startups and scaleups.1

Key implementation features

The pilot aims to establish two networks of around 10 to 18 hubs, with cross border collaboration covering access to labs, facilities, research departments, services, capital, and mentoring.1 It also foresees a highly selective acceleration programme for promising early stage startups, open to companies from non EU countries as well, with mentoring, networking opportunities, and demo days for investor exposure.1 The hubs are also expected to organise events such as meetups, pitch days, startup weekends, boot camps, and hackathons, and to connect startups to services offered by EEN, EDIH, EIT, EIT KICs, the EIC, and related innovation initiatives.1

The pilot phase includes concrete key performance indicators, including at least 100 newly supported startups across the network by the end of the project, at least 20 percent of those startups raising seed financing or venture capital outside their local innovation ecosystem within 3 years of support, and at least 50 startups newly supported by a hub outside their local ecosystem by project end.1

Funding and grant conditions

Topic typeHorizon Europe Programme Cofund action
Submission modelSingle stage
Indicative project duration2 years
Planned opening date6 October 2026
Deadline5 January 2027 at 17:00 Brussels time
Indicative budget€20 million
Indicative number of grantsAround 2
Funding rate50 percent of eligible costs
Financial support to third partiesPermitted only as grants
Maximum amount per third party€60,000
Proposal page limit65 pages

Because this is a cofund action, applicants must secure the remaining share of project costs from other sources, and the proposal must show the complementarity of that cofunding. Beneficiaries may provide financial support to third parties, but only in the form of grants, and the maximum amount to any one third party is €60,000.

What applicants should pay special attention to

  • Build a consortium that clearly covers at least 10 eligible hubs and shows genuine European reach.
  • Demonstrate strong existing startup and scaleup track record, not only networking ambitions.
  • Show how the consortium will open services and infrastructure to external startups from other hubs on fair terms.
  • Explain how the accelerator or combinator will select startups and how investor access will be generated.
  • Provide a clear and realistic plan for women led startup support and for linking with other Horizon Europe instruments.
  • If using financial support to third parties, define the closed list of eligible activities, selection criteria, and conflict of interest safeguards.
  • Prepare a two year workplan with measurable delivery against the published KPIs.

Overall assessment

This is a strategically positioned EU ecosystem building opportunity for established innovation hubs, accelerators, universities, research organisations, and ecosystem intermediaries that can mobilise complementary funding and coordinate cross border support for deep tech scaleups.12 The strongest proposals are likely to combine proven hub infrastructure, investor and corporate reach, deep tech specialisation, and a credible plan to widen access for less connected regions and women led ventures.
