Who Can Apply

Eligible applicants may include the following:

  • Individuals who are nationals of an EU Member State or an eligible country or territory under Article 28 of Regulation (EU) 2021/947
  • Legal entities established in an EU Member State or another eligible country or territory under Regulation (EU) 2021/947
  • Consortia made up of eligible individuals or legal entities
  • International organisations

The procurement document states that consortium members are jointly and severally liable to the contracting authority. A consortium may be a permanent legally established grouping or an informal grouping created for this procurement.

Subcontracting is permitted. Applicants may also rely on the capacities of other entities, provided that the relevant entity satisfies the applicable eligibility and selection requirements and formally commits the necessary resources. Where technical or professional capacity is relied upon, the supporting entity must perform the tasks for which that capacity is required. Entities providing economic or financial capacity become jointly and severally responsible for contract performance in accordance with the procurement rules.

Applicants should be aware that the opportunity is marked as not specifically suitable for SMEs in the procurement data. This does not create an SME exclusion, but the financial and experience thresholds may make a consortium or partnership approach appropriate for smaller organisations.

Mandatory Selection Requirements

Economic and financial capacity

The applicant or consortium must demonstrate the following financial capacity:

  • Average annual turnover of at least €1,200,000 over the three most recently closed financial years
  • A general liquidity ratio of at least 1 for the most recently closed financial year
  • For a consortium, the liquidity ratio requirement must be satisfied by each consortium member

Public bodies are expected to provide equivalent evidence where standard commercial financial information is not applicable.

Professional capacity

The applicant must demonstrate that, during the current year and the preceding two years, it had on average at least six directly employed or legally engaged personnel with specialist knowledge relevant to the contract. The applicant must also confirm that it has no professional conflict of interest that could adversely affect performance.

Technical capacity and references

The applicant must have provided services under at least three contracts performed at any time during the four years preceding the application deadline. Each reference contract must have involved services valued at no less than €720,000 and must concern investment and commerce.

References may concern contracts completed during the reference period or contracts that were partly implemented during that period. For an ongoing contract, only the portion performed during the relevant period will count and must be supported by documentary evidence such as an approved deliverable, payment evidence, client declaration or certificate specifying the value of the relevant services.

Where experience was delivered through a consortium, the applicant must clearly demonstrate the part it performed. Supporting evidence may include the consortium agreement, payment records between consortium members and a description of the services delivered by the applicant.

Shortlisting and Restricted Procedure

This is a two stage restricted procedure. All applicants first submit a request to participate. Only candidates that satisfy the eligibility, exclusion and selection requirements proceed to the tender stage.

Between four and eight candidates will normally be invited to submit a detailed offer. If fewer than four eligible candidates satisfy the selection criteria, the contracting authority may invite all qualifying candidates. If more than eight candidates qualify, the authority will rank them using additional comparative criteria.

The comparative criteria are applied in the following order:

  1. 1The highest number of contracts meeting the technical capacity requirements
  2. 2The highest cumulative value of services delivered under contracts meeting the technical capacity requirements, applied only where candidates remain tied for the final shortlist position

Shortlisted candidates may not change their consortium composition without prior approval. Shortlisted candidates may not form associations with one another or subcontract with one another for this procurement unless the applicable procurement rules and contracting authority allow it in advance.

Award Method

The contract will be awarded on the basis of the best price quality ratio. The structured procurement data indicates the following weighting:

Award componentIndicative weighting
Technical and quality criteria80 percent
Price20 percent
Total100 percent

The procurement document states that applicants should consult the tender documents for the detailed award criteria. The final tender stage is therefore expected to assess the quality, methodology, expertise, organisation, risk management and value for money of the proposed service delivery, in addition to price.

Application and Submission Requirements

Requests to participate must be submitted exclusively through the EU Funding and Tenders Portal eSubmission system. Applications sent by email, post or another method will not be considered.

The expected submission package includes:

  • The official request for participation form completed in the required format
  • The required declaration concerning the use of capacity providing entities or subcontractors, where applicable
  • The signed declaration on honour concerning exclusion and selection criteria
  • Evidence supporting the stated financial, professional and technical capacity where requested by the contracting authority
  • The correct consortium and participant information where applying as a group

Applicants must upload documents in the relevant eSubmission sections. The request for participation form and specified supporting declarations should be placed in the sections required by the system, including the declaration on honour section where applicable. Additional brochures, letters or other documents not requested by the procurement documents may not be taken into account.

Each participating organisation must be registered in the Commission Participant Register and must have a Participant Identification Code, commonly referred to as a PIC. For a consortium submission, each consortium member must be registered. Applicants should verify that their organisational, legal and financial data is current before beginning the submission.

A valid EU Login account is required to access the procurement system, submit questions and submit the request to participate. Applicants should allow sufficient time for registration, consortium configuration, document preparation and technical upload testing.

Deadline and Procedure Management

The official deadline for receipt of requests to participate is 6 December 2026 at 16:00:59, Africa or Algiers time. Late submissions will be rejected. The electronic receipt generated by eSubmission, including its official timestamp, is the evidence of timely submission.

Applicants may withdraw a submitted request before the deadline or withdraw and replace it with a new submission. A replacement submission must contain all required information and documents, even where some material was included in the earlier submission.

Questions concerning the notice or the additional information document must be submitted in writing through the Funding and Tenders Portal. The procurement document indicates that clarification questions should be submitted no later than 21 days before the application deadline and that answers are expected to be published no later than eight days before the deadline.

The procedure language is French. Requests to participate and later tenders should therefore be prepared in French unless the procurement documents expressly provide otherwise.

Exclusion and Compliance Conditions

Applicants must provide a signed declaration confirming that they are not in any of the exclusion situations identified in the applicable Practical Guide for EU external action procurement procedures. The same declaration is required from relevant capacity providing entities and subcontractors where required.

Entities subject to EU restrictive measures at the time of the award decision cannot be awarded the contract. Applicants should conduct sanctions and ownership screening for the lead organisation, consortium members, capacity providing entities and subcontractors.

An individual or legal entity may not submit more than one request to participate or offer, whether independently, as consortium leader or as a consortium member. Participation in multiple applications can result in rejection of all affected applications.

Applicant Suitability Assessment

This opportunity is most suitable for an established consultancy, economic development organisation, trade and investment specialist, business association support provider or consortium combining these capabilities. A credible applicant should be able to demonstrate all of the following:

  • Strong experience in investment promotion and trade facilitation
  • Operational knowledge of Algeria and the wider EU Southern Neighbourhood context
  • Ability to organise high level public and private sector dialogue
  • Capacity to conduct market studies, diagnostics and policy analysis
  • A multidisciplinary team with at least six relevant specialists
  • At least three qualifying investment or commerce service references of €720,000 or more each
  • Average annual turnover of at least €1,200,000
  • Adequate liquidity and robust contract management systems
  • French language capacity for all formal procurement communications

Organisations that do not independently meet the turnover, liquidity or reference requirements should consider forming a consortium early. The consortium structure should clearly allocate technical roles, demonstrate the contribution of each member and preserve compliance with the one application rule.

Key Risks and Practical Recommendations

  1. 1Treat this as a competitive service procurement rather than grant funding. The organisation will be paid for contracted outputs and services, not awarded an unrestricted project grant.
  2. 2Resolve eligibility and nationality issues before submission, particularly for consortium members and entities providing capacity.
  3. 3Prepare documentary evidence for each reference contract, including the value of the services actually performed and the applicant's specific role.
  4. 4Check that every consortium member satisfies the applicable registration, exclusion and declaration requirements.
  5. 5Use references directly related to investment and commerce, because general consultancy experience may not satisfy the technical criterion.
  6. 6Ensure the liquidity ratio of at least 1 is met by every consortium member where a consortium is used.
  7. 7Prepare all formal communications and the participation request in French.
  8. 8Submit early and retain the eSubmission receipt with the official timestamp.
  9. 9Monitor the Funding and Tenders Portal for corrigenda, updated documents and clarifications until the deadline.
  10. 10Avoid submitting unsolicited promotional material that is not requested in the procurement documents

Overall Assessment

The opportunity is a substantial, specialised consultancy procurement with an estimated value of €2,400,000 and a 47 month implementation period. Its focus on investment dialogue, trade facilitation, business environment reform and EU-Algeria partnerships creates a strong fit for organisations with demonstrated experience in international trade, investment promotion, public private dialogue and economic policy advisory services.

The principal barriers to entry are the minimum average turnover of €1,200,000, the liquidity requirement, the requirement for at least six relevant personnel and the need for three qualifying investment or commerce references worth at least €720,000 each. These thresholds make a well evidenced consortium a potentially effective route for organisations that have complementary expertise but do not meet every requirement independently.

The immediate priority is to verify the official tender documents, confirm eligibility and reference evidence, establish any consortium structure, register all participating entities and prepare the French language request for participation well before 6 December 2026 at 16:00:59 Africa or Algiers time 1.
