Application Process and Timetable

  1. 1MS Public Administrations submit Twinning proposals to their National Contact Point (deadline set by NCP).
  2. 2NCPs submit to Contracting Authority (EU Delegation West Bank/Gaza) by 10 June 2026, 14:00 Brussels time.
  3. 3Evaluation starts ~18 June 2026; results notified ~2 July 2026.

Evaluation Criteria

Selection:Operational capacity of PL, RTA, Component Leaders (Yes/No; one negative disqualifies). Award: Merit-based scoring (1-5) on methodology, RTA/PL experience, cooperation projects, MS presentation. See Twinning Manual Annexes C6/C7.

Background and Justification

MoEHE oversees ~€1.1Mstudents, €50Kteachers amid political instability, fiscal crisis, infrastructure damage (97% schools in Gaza affected). Challenges: traditional methods, low PISA/TIMSS scores, digital gaps, inadequate CPD. Aligns with Education Strategy 2025-2027, Education Law 2017, Teacher Strategy 2008. Builds on prior EU support (e.g., QSQT 2008-2013).

Implementation and Sustainability

Twinning contract between EU Delegation and MS. English as contract language; materials translated to Arabic. Project Steering Committee oversees progress. Quarterly interim reports, final report. Sustainability via participatory processes, policy embedding in Education Strategy 2028-2030, coordination with partners (GPE, JFA, World Bank, UNESCO). Cross-cutting: Gender equality (SDG5).
