Participation is open to natural and legal persons effectively established in EU Member States or in countries/territories eligible under Article 28 of Regulation (EU) 2021/947. Subcontracting is allowed. Consortia are permitted (permanent legal entity or informal grouping) and all members of a consortium are jointly and severally liable. A single natural or legal person cannot submit more than one request to participate or bid; participation multiple times leads to exclusion. Candidates included in EU restrictive measures lists at the award decision time are ineligible.
Eligible applicant types:Eligible applicants: companies (SMEs and large enterprises), advertising and marketing agencies, communication consultancies, NGOs or other legal persons established in EU Member States or eligible third countries as defined by Regulation (EU) 2021/947; consortia (permanent or ad hoc) are allowed. Subcontractors and capacity-providers can be proposed but must provide the same signed declarations and evidence of eligibility where required.
Selection and award criteria (detailed)
This is a two-stage restricted procedure. Stage 1:preselection based on requests to participate and the selection criteria below. Stage 2: invitation to submit full tenders (ToR provided only to pre-selected candidates).
- 1Economic and financial capacity: average annual turnover over the last three closed financial years not less than €1,000,000; current solvency ratio (current assets / current liabilities) at least 1. In consortia, all members must satisfy the solvency criterion.
- 2Professional capacity: during current year (2026) and the two previous years (2024 and 2025) an average of at least 10 directly employed or legally contracted persons (permanent or non-permanent) with specialist expertise related to strategic communication, advertising and/or marketing (design, production, launch, data collection, reporting). Candidates must declare absence of professional conflicts of interest.
- 3Technical capacity: within the 3 years preceding the submission deadline, completion of at least two (2) service contracts whose object is strategic communication, advertising and/or marketing (design, production, launch, data collection, reporting). For each contract the value of services completed must not be less than €400,000. For each referenced contract, demonstration of technical capacity must include use of content creators/influencers (with detailed examples). Only experience fully matching the specified campaign services will be considered; generic or ambiguous descriptions will be disregarded.
- 4If more than eight candidates meet the selection thresholds, ranking will use (1) highest number of qualifying contracts and (2) highest accumulated value of qualifying services.
Funding type and contract nature:Primary financial mechanism: procurement / service contract funded by EU external action budgets (not a grant, loan or equity). Nature of contract: services with fee-based remuneration (based on fees/honoraria). This procurement is not covered by the Government Procurement Agreement (GPA).
Detailed obligations, scope and technical points
High-level scope drawn from call notice and Q&A:the awarded contractor will design, produce and launch communication campaigns; collect campaign data and deliver campaign monitoring and reporting; manage creators of content/influencers; provide advertising and marketing services across media formats. The specific activities and detailed Terms of Reference (ToR) will be provided only to pre-selected candidates invited to the second-stage tender. The contracting authority confirms that the CPV codes include advertising campaign services (79341400), marketing services (79342000) and general advertising and marketing services (79340000).
Language:all written communications and the submission must be in Spanish. Financial figures in the application must be expressed in EUR; if originally in other currencies, convert using InforEuro exchange rate for April 2026 where relevant. Electronic submission technical requirements (file size, formats, naming) follow eSubmission System Requirements; attachments must be <50 MB each and maximum 200 files per submission.
Application and submission process
Submission method:electronic only via eSubmission on the EU Funding & Tenders Portal. A EU Login account is required. Organisations must register in the EU Participant Register and obtain a Participant Identification Code (PIC). Documents to upload in the correct eSubmission tabs: the participation request form (in 'Other documents'), the statement referred to in selection point 7 (Other documents), and the sworn declaration on exclusion/selection criteria (tab 'Sworn declaration'). Questions must be submitted via the portal Q&A at least 21 days before the deadline; clarifications published no later than 8 days before the deadline. Candidates can withdraw or replace their participation request before the deadline via eSubmission; the system will generate a receipt with official timestamp which is proof of timely submission.
Application type and stages:Application type: open call for requests to participate under a restricted two-stage procedure. Application stages: 2 (1. Request to participate / preselection; 2. Invitation to submit detailed offers for preselected candidates).
Evaluation, award and contract management
Award criterion:best price-quality ratio. The contracting authority will shortlist between 4 and 8 candidates for the second stage; if fewer than 4 eligible candidates exist the authority may proceed with those who meet criteria. Pre-selected candidates cannot reconfigure their consortium composition at the tender stage without prior authorization. The contract may include options to award additional, repetitive services up to a cumulative maximum of 50% of the initial contract value via negotiated procedures.
Success rates and competition:Success probabilities depend on the number of eligible applicants passing the selection stage. A minimum of 4 and maximum of 8 candidates will be invited to stage two; therefore reaching the second stage is competitive. Historical exact success rates are not provided in the procurement documents. If many applicants meet minimum criteria, additional comparative criteria will narrow the list to eight based on the number and accumulated value of qualifying contracts.
Financial and co-funding information
Estimated procurement budget:€2,000,000 (excluding VAT). The tender is a contracted service paid by the contracting authority; there is no co-funding requirement indicated in the procurement notice. Prices and financial proposals will be part of the second-stage tender evaluation under the best price-quality ratio award rule. Financial data in submissions must be in EUR; conversions should use InforEuro April 2026 rate if applicable.
Templates and application documents:Applicants must use the standard EU request to participate form available from the Exact/External Wiki annexes pages: webgate.ec.europa.eu or wikis.ec.europa.eu. The sworn declaration template for exclusion and selection is provided on the same annex page. The participation request form requires sections covering: legal and contact details, financial information (turnover, solvency), professional capacity (staffing numbers), technical references (detailed project descriptions, values, dates, geographic scope), consortium composition (if applicable), and declarations regarding conflicts of interest and exclusion grounds.
- 1Required attachments and where to upload in eSubmission: request to participate form in 'Other documents'; signed selection/exclusion sworn declaration in 'Sworn declaration'; any supporting capacity-provider/subcontractor declarations in separate documents.
- 2Technical references must include: exact contract titles, scope statements demonstrating that the referenced contract's object is campaigns of strategic communication/advertising/marketing, exact contract values, dates and geographic coverage, proof of execution (certificate, payment evidence or approval of deliverable), and clear indication of the share of work if performed as part of a consortium.
- 3For technical capacity demonstrating influencer/content-creator use, include examples, metrics, campaign materials and outcome evidence as requested in the participation form.
Selection evidence requirements (technical detail)
Technical references will be strictly assessed:only references whose contract object corresponds fully to strategic communication, advertising and/or marketing campaigns (design, production, launch, data collection, reporting) will be considered. Lack of precise amounts, dates, or clear description of services rendered may invalidate the claimed technical capacity. Each referenced contract must meet the minimum value requirement of €400,000 for each of at least two contracts within the previous three years. For consortium cases, documentation must show the percentage share and a description of the services provided by the candidate. Use of content creators/influencers must be evidenced and will be strictly evaluated.
Regional and legal considerations:Place of performance: Peru. Participation is governed by EU external action procurement rules (LocalLaw – procurement rules for EU external actions) and Regulation (EU, Euratom) 2024/2509 where applicable. Candidates must not be subject to EU restrictive measures at award time. Review body: Court of Justice of the European Union for legal challenges; contracting authority provides additional review contact information.
