Overview

The EU grant opportunity is titled "Call No. 4 for joint advocacy on migration issues proposals of NGOs from Lithuania, Latvia, and Poland." It is part of the CERV 2024 program, which focuses on promoting citizens' rights and values. The total budget for this call is €180,000, allowing for up to €60,000 for each of the three projects funded. The duration for each project is between 10 to 12 months, and the application process consists of a single stage.

Eligible applicants must be non-governmental organizations (NGOs) established and legally registered in Lithuania for at least one year by December 16, 2024. These NGOs must operate at a national level and cannot be affiliated with religious institutions, trade unions, or political parties. They must have demonstrable experience in migration-related activities and compliance with EU values. Each applicant must also submit required financial and activity reports to the National Center of Registers for specified years.

A consortium is required for this application; the lead NGO must be from Lithuania and must collaborate with at least one NGO each from Latvia and Poland. An optional third partner from any other EU Member State is also allowed. The projects should focus on advocacy concerning migration issues, civic participation, and enhancing EU values.

Applications will undergo administrative eligibility checks followed by evaluations from independent experts. The competition is expected to be high, with a success rate likely falling below 10% based on the number of applications submitted. Importantly, there is no co-funding requirement, making the grants fully funded by the EU.

The call opens for submissions from December 17 to December 19, 2025, followed by a final submission deadline on February 18, 2026. An online information seminar for interested applicants is scheduled for January 21, 2026.

The overarching aim of this funding opportunity is to strengthen cross-border advocacy capacities among NGOs engaged in migration issues while promoting the values and principles of the European Union. Selected projects will contribute to enhancing NGO networks, influencing public policy, transferring knowledge, and improving public awareness regarding migrants’ rights and EU values.
