2) Be a Micro and Small Enterprise as defined by the EU, will be considered as such if coherent with the Commission Recommendation 2003/361/EC and the SME user guide.
3) Be established/registered (legal office) in one of the following countries: EU Member State; EEA countries and countries associated to the COSME part of the Single Market Programme or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature.
4) Be compliant with the following situations: Is not bankrupt or being wound up, is not having affairs administered by the courts, has not entered into an arrangement with creditors, has not suspended business activities, is not the subject of proceedings concerning those matters or is not in any analogous situation arising from a similar procedure provided for in national legislation or regulations. Is in compliance with its obligation relating to the payment of social security contributions and the payment of taxes, in accordance with the legal provisions of the country in which it is established. Is not subject to a conflict of interest in connection with the grant. Applicants to the current call must confirm in their application form that they meet all eligibility criteria. It is mandatory for applicants to the call which underwent any changes in their legal status since being selected in the call to communicate these changes.
5) Apply as an individual organisation (i.e. consortia are not eligible to apply).
6) Include in their application at least 1 and up to 3 registered service providers in the SKIFT Registry of providers for the social economy.
7) Not have a conflict of interest with the project partners.
8) Not have a conflict of interest with any of the service providers included in the application. The applicant and the providers must be autonomous to one another.
9) Be one of the social economy enterprises that has taken part in the advisory and coaching activities to support green transition (Phase 1). Proposals will be evaluated based on administrative eligibility and scores on relevance, quality, and impact. SEs will be awarded based on their ranking order up to the availability of funds, within the limits of the available call budget.
Applications will be deemed ineligible if: Submitted after the deadline; With no or incomplete attachments; Not submitted by an eligible applicant; Completed in languages other than English or languages admitted by the call (English, Danish, Italian and Polish); Not submitted for an eligible activity.
Evaluation criteria are:
1. Relevance (15 points): a) How relevant is the proposed capacity building activities to the objectives/themes of the project and call? b) Is there a real commitment and motivation of the applicant organisation towards the green transition of the business model? c) willingness to engage in collective capacity-building at local/regional and European level.
2. Quality (15 points): a) To what extent are the training needs clearly identified and linked to the areas of intervention selected and the proposed capacity building plan and expected results? b) How clear, coherent with the plan and realistic the activities proposed for financing c) Is the amount of the financial support requested consistent with the activity proposed?
3. Impact (10 points): a) To what extent is the capacity building plan likely to have a tangible impact on the applicant organisation’s green transition process? b) Are indicators SMART and realistic?
The minimum score to be considered for selection is 24 points. Only full points will be awarded, no half points. In case of ex-aequo, priority will be given to applications that have the higher score under the criterion “Impact”, then “Relevance” and “Quality”, in this order. The payment of the financial support will be done directly to the applicant as follows: 30% of the total project budget as pre-financing at the signature of the agreement and the remaining amount of financial support will be released upon presentation and approval of reporting and supporting documents, as a reimbursement for already received and paid services.
