Who can apply and eligibility
Only competent organisations designated by Member States and listed by EFSA pursuant to Article 36 of Regulation (EC) 178/2002 and Commission Regulation (EC) 2230/2004 are eligible to apply. Applicants must verify inclusion on the Article 36 list prior to submission; the list is maintained and published by EFSA. Proposals must be submitted by a single eligible organisation; consortia, affiliated multi-partner submissions and subcontractor-led proposals that seek to be beneficiaries are not allowed. Sub-contracting as a contractual implementation modality is explicitly forbidden under this call. Applicants must sign and upload required administrative templates including Administrative Declaration, Declaration on honour on exclusion criteria and Declaration on honour on selection criteria, and provide selection and award templates as requested in the call documents.
Eligible countries / Geographic scope:Eligible applicants are organisations included on EFSA’s Article 36 list of competent organisations designated by EU Member States. This implies geographic eligibility tied to Member States' designated organisations; applicants should consult EFSA’s Article 36 list to confirm eligibility. The funding is an EU Bodies & Agencies call with beneficiary scope limited to designated national competent organisations.
Tasks, scope of work and expected outputs
EFSA seeks scientific and technical assistance for preparatory activities in the re-evaluation and follow-up assessment workflow for food additives. The work requested maps to specific Work Packages and deliverables and may be requested in part or in full under specific agreements.

Deliverables: Draft call text; Report compiling data provider submissions; Table of confidentiality claims. Indicative cost bands for Deliverable €1B(i) range from €2,500 (low complexity) to €10,000 (high complexity).
- 2WP2: Literature reviews and bibliographic research. Tasks include open-ended literature searches (SciFinder for technical/physico-chemical/manufacturing data; PubMed and Web of Science for toxicology and human studies), scoping review, refined searches and upload of references to a systematic-review tool (e.g. Distiller SR), and screening at title/abstract and full-text levels. Deliverables: Scoping review; refined search results with reporting; screened reference lists. Indicative unit payments for relevant deliverables range from €2,500 to €10,000 depending on complexity.
- 3WP3: Support to systematic review steps beyond searches and screening. Tasks include relevance confirmation checks, extraction of key facts for risk-of-bias (RoB) evaluations, answering RoB questions, contributor liaison to resolve conflicts between reviewers, and preparation of weight-of-evidence tables. Deliverables: Completed systematic-review tool entries with reconciled conflicts; WoE tables. Indicative costs per deliverable vary by complexity (€2,500 low; €6,250 medium; €10,000 high).
- 4Meetings: Kick-off meeting (max half day) and ad hoc teleconferences as required. Minutes must be provided. Deliverables and all outputs must be prepared in English and may be published by EFSA at its discretion.
A non-exhaustive list of food additives that may be covered by specific agreements is provided in the call documentation (approximately 86 Q-numbers remaining, estimated to yield about 20 scientific opinions). Examples include sweeteners (sorbitol, mannitol, isomalt, maltitol, lactitol, xylitol) and multiple organic acids, salts, processing aids and other additives (e.g. citric acid E330, calcium disodium EDTA E385, various carbonates, hydroxides, triethyl citrate E1505, glyceryl diacetate E1517 and glyceryl triacetate E1518).
Methodology, quality and use of AI:Proposals must detail methodologies for drafting calls for data, compilation of data, literature searches, systematic-review screening and RoB/WoE assessments. EFSA requires description of search strategies, databases, screening approach, reference-management tools, use of systematic-review management tools (e.g. Distiller SR), and approaches to conflict resolution and quality control. Where applicants propose to use artificial intelligence (including Large Language Models) in drafting the offer or delivering services, they must declare such use in the application, explain purpose, stage of use, added value, risk management and human oversight arrangements. Use of AI is allowed except for Task €1B (compilation of confidential data), where uploading confidential information to any AI tool is explicitly forbidden. AI use will be evaluated under the award criteria and must comply with the AI Act and applicable data protection rules.
Evaluation, award and ranking
The evaluation will follow a five-step process:verification of submission requirements, eligibility check, exclusion criteria, selection criteria (financial and operational capacity) and award criteria. Only proposals passing each stage proceed to the next. EFSA will create a ranked reserve list of proposals that pass quality thresholds; the reserve list is valid for six months from signature of the feedback letter. EFSA will use the ranking to apply a cascade mechanism to award Specific Agreements.
- 1Submission and admissibility: proposals submitted by the deadline via the EU Funding & Tenders Portal only; electronic submission mandatory; paper submissions not accepted.
- 2Eligibility: the applicant must be a single Article 36 competent organisation; consortia are not permitted.
- 3Selection: applicants must demonstrate financial and operational capacity. Private bodies requesting grants > €60,000 must provide a Simplified Financial Statement. Applicants must provide CVs for project team and demonstrate experience in chemical risk assessment and systematic reviews.
- 4Award criteria: scored across three criteria with minimum thresholds and total score requirement: 1) Methodology for calls for data/data management (max 30 points, pass 15); 2) Methodology for literature reviews/bibliographic research including search strategies, screening, reference management and RoB/WoE (max 50 points, pass 25); 3) Quality control and risk management (max 20 points, pass 10). Overall threshold to be placed on reserve list: at least 70/100 and pass each criterion's minimum.
Grant form, payment and pricing
Form of financing:Financing not linked to costs (FNCL) also described as lump-sum style payments for predefined deliverables under Specific Agreements. There is no requirement to submit an estimated budget during proposal submission, and the grant form removes the need to report actual costs, timesheets or co-financing.
- 1Payment profile and schedule: Specific Agreement will set the payment modalities for each assignment. Example indicative modalities include a pre-financing payment (percentage to be defined in each Specific Agreement), milestone or deliverable-linked payments and final payment. EFSA sets fixed sums for specific deliverables according to complexity (low/medium/high).
- 2Indicative unit payment examples (per ordered deliverable): Draft call text 1a: €2,500 (low complexity). Deliverable €1B(i) compilation report: €2,500 (low) to €10,000 (high). Deliverable 2a(i/ii): €2,500. Screening and RoB deliverables: €2,500 to €10,000 depending on complexity. Deliverable-specific ceilings and exact payment triggers are defined in each Specific Agreement.
- 3Payment timelines: EFSA aims to notify evaluation results in March 2027 and sign grant agreements in April 2027. Time-limits for payments after EFSA approval are subject to contractual terms (example time-to-pay references: 30 days for pre-financing; 90 days for final payments as a standard reference). Late payment interest uses ECB reference rate plus the percentage specified in the Data Sheet when applicable.
Legal, administrative and operational conditions
Applicants must accept the published draft Framework Partnership Agreement (FPA) and draft Model Specific Agreement; any comments on draft agreements must be raised by clarification deadline so EFSA can publish replies. Submitting organisations must comply with exclusion criteria and selection checks (including declarations on honour). Subcontracting is not allowed. Implementation contracts (procurement) must follow public procurement rules when applicable. Beneficiaries retain ownership of results but EFSA is granted royalty-free, non-exclusive and irrevocable rights to use non-sensitive materials, deliverables and outputs for policy, dissemination and communication purposes. Sensitive information will be handled under confidentiality rules; classified information requires specific handling.
- 1Reporting and record-keeping: beneficiaries must retain records and supporting documents for 10 years after final payment and make them available for audits and reviews.
- 2Checks and audits: EFSA and relevant EU bodies (including OLAF, EPPO, ECA and the European Commission) may perform checks, reviews, audits and investigations during implementation and after final payment; project review and audit procedures include contradictory steps and timelines for observations.
- 3Data protection and AI: beneficiaries must comply with Regulation (EU) 2018/1725 for EFSA processing and with GDPR for their own processing. Use of AI must be declared; use of AI is forbidden for compilation of confidential data under Task €1B. Applicants must describe AI risk mitigation and human oversight arrangements.
- 4Publicity: EFSA will publish beneficiary details and grant information per EU Financial Regulation. Beneficiaries must acknowledge EU funding and display the European flag and funding statement on communication materials, and include the required disclaimer.
Application process and templates
Application is a single-stage process through the EU Funding & Tenders Portal. Applicants must be registered in the Participant Register and have a valid PIC. Required submission documents include: the Call for proposals application forms (Part A and Part B), Annex 2 Administrative Declaration, Annex 3 Declaration on honour on exclusion criteria, Annex 4 Declaration on honour on selection criteria, Annex 5 Selection criteria template (including CVs), Annex 6 Award criteria template. The draft FPA and draft Specific Agreement are provided with the call and must be consulted and accepted if selected. EFSA strongly recommends using EU CV format for team members. All supporting documents must be uploaded in the relevant Part B fields as single PDF where requested.
Application templates and structure:Applicants must complete the administrative and selection templates available in the Funding & Tenders Portal. The award criteria template (Annex 6) must document proposed methodology across the three award criteria: calls for data/data management; literature review/systematic review methodology (search strategy, screening, reference management, RoB/WoE); and quality control and risk management. The selection template (Annex 5) must include organisational experience, list of at least three relevant publications/projects over the past five years and detailed CVs for proposed team members (minimum Master degree and at least 3 years’ relevant experience). The Administrative Declaration and Declarations on honour are mandatory. Individual Declarations of Interests for project team members will be requested at award/acceptance stage and must be provided prior to signature of Specific Agreements.
Assessment stages, timeline and success metrics
The indicative procedure timetable in the Call for Proposals describes:call publication 22/10/2026; cutoff for clarification questions 20/01/2027; EFSA reply to clarifications by 22/01/2027; submission deadline 28/01/2027 at 17:00 CET; notification of evaluation results in March 2027; anticipated grant agreement signature in April 2027. The submission system will open on the planned opening date. The evaluation has sequential verification stages as described earlier. The reserve list will be valid for six months from notification of evaluation outcome.
Success rates and number of awards:EFSA indicates an indicative number of Framework Partnership Agreements to be concluded of up to three and an overall budget envelope of €300,000. The call documentation does not publish an explicit historical success rate; actual chance of award depends on the number and quality of eligible applicants and EFSA’s needs. The ranking and cascade mechanism mean higher-ranked applicants are approached first to sign Specific Agreements.
Eligible applicant types
Eligible applicant types:competent national organisations designated by Member States under Article 36 of Regulation (EC) 178/2002 and Commission Regulation (EC) 2230/2004. Relevant organisation types typically include national food safety agencies, public research institutes, university departments and other public bodies designated as Article 36 competent organisations. Private for-profit entities, NGOs or individuals are not eligible unless they are on the Article 36 list as competent organisations designated by a Member State.
Funding type and nature of support
Funding Type:grant — Framework Partnership Agreements and Specific Agreements using the financing not linked to costs (FNCL) modality. Nature of support: monetary support in fixed sums tied to deliverables and tasks (financing not linked to costs), not reimbursement of actual costs. No co-financing from the applicant is required for the deliverables under this FNCL model; co-financing rule is not applicable to these FNCL payments as per EU Financial Regulation provisions for this form of grant.
- 1Consortium requirement: single applicant (mono-beneficiary). Consortia are not permitted.
- 2Beneficiary scope (geographic eligibility): organisations listed on EFSA’s Article 36 competent organisations list designated by Member States (EU Member States).
- 3Target sectors and subjects: food safety, food additives, toxicology, risk assessment, dietary exposure assessment, chemistry, systematic literature review, data collection and data management.
- 4Project stage expected: maturity required ranges from evidence collation and literature review through systematic review, risk of bias assessment, evidence integration and preparation of material to support EFSA scientific opinions — equivalent to research synthesis, data compilation and preparatory technical work for regulatory risk assessment.
- 5Funding amount per award: the overall envelope is €300,000. FPAs will be awarded in cascade and Specific Agreements will be priced per deliverable using fixed sums (examples from the call show individual deliverable sums from €500 to €10,000 depending on complexity). The call does not list a single maximum grant per FPA in the call text beyond the global envelope; applicants must enter €300,000 as requested grant amount in the submission service field as instructed by EFSA.
- 6Application type: single-stage open call via EU Funding & Tenders Portal with published call documents and templates. Applicant must submit full proposal and supporting templates in one stage.
- 7Nature of support: beneficiaries will receive monetary payments (financing not linked to costs) contingent on EFSA approval of deliverables; non-monetary support includes integration into EFSA networks, possible visibility/acknowledgement in EFSA outputs, and access to EFSA data channels and working groups as required by the Specific Agreements.
- 8Application stages: 1 (single-stage submission) for the call; evaluation consists of internal stages (admissibility, eligibility, exclusion, selection, award) but applicants submit once. Following ranking, there may be an adaptation phase where EFSA invites applicants to adapt proposals prior to award.
- 9Success Rates: Not specified in call documentation. Allocation depends on EFSA needs, the number of eligible Article 36 organisations applying and reserve list ranking under the cascade mechanism.
Selection and award templates and application structure
The call publishes templates and annexes to be completed and uploaded with the proposal. Required annexes and templates available in the Portal Submission Service include: Annex 2 Administrative Declaration; Annex 3 Declaration on honour on exclusion criteria; Annex 4 Declaration on honour on selection criteria; Annex 5 Selection criteria template detailing organisational experience, team composition and CVs; Annex 6 Award criteria template where applicants present the methodology for calls for data, literature reviews/systematic-review processes, and quality control/risk management. Support to the re-evaluation of approved food additives under Regulation (EU) No 257/2010
Opportunity summary
This is an EFSA call for proposals supporting the scientific re-evaluation and follow-up assessment of food additives that are already authorised in the European Union under Regulation (EU) No 257/2010. The work is intended to contribute to the preparation of EFSA scientific opinions on the safety of these additives.
The opportunity is identified as EUBA-EFSA. The official EFSA listing records publication on 22 October 2026, a deadline of 28 January 2027, and an ongoing status.1 The authoritative Funding and Tenders Portal page is available at EU Funding and Tenders Portal opportunity.
Purpose and scope
The purpose is to obtain technical and scientific support from competent organisations for activities that feed into EFSA’s assessment of approved food additives. The supported work may relate to the preparation, analysis, review, organisation or follow-up of scientific material required for EFSA opinions, subject to the detailed specifications in the official call documentation.
The scope concerns food additives that have already been authorised and are subject to re-evaluation or follow-up assessment under Regulation (EU) No 257/2010. This is therefore not primarily a call for the development of new food additives, commercial product innovation, or general food safety research.
Eligibility
Only competent organisations designated by Member States are eligible to apply. The designation requirement is a central eligibility condition and means that an organisation should not assume that it can apply solely because it has relevant scientific, regulatory or laboratory expertise.
Potential applicants should verify that their organisation has been formally designated or otherwise recognised through the applicable Member State process before preparing an application. The available opportunity summary does not identify a broader category of eligible entities such as universities, public research organisations, private companies, laboratories or consortia unless they satisfy the competent organisation and Member State designation conditions.
Eligible applicant profile
A potentially suitable applicant would normally be an organisation with demonstrable competence in one or more areas relevant to food additive safety assessment, such as toxicology, exposure assessment, dietary intake, chemistry, risk assessment, scientific data evaluation or regulatory food safety work.
The applicant should also be able to demonstrate the administrative, scientific and quality-management capacity needed to deliver work that can be used in EFSA’s scientific opinion process. These capabilities are indicative of the likely needs of the assignment and should be checked against the final call documents before submission.
Key opportunity parameters
The following information is identifiable from the available official opportunity summary.
Funding and implementation details
The available listing and supplied metadata do not state the total call budget, maximum award per applicant, applicable funding rate, eligible cost categories, pre-financing arrangements, payment schedule, project duration, or maximum number of proposals that may be selected. These parameters should be taken only from the official call conditions, application documents and model grant agreement published with the opportunity.
The opportunity should not be budgeted on the assumption of a particular reimbursement percentage or award amount. Applicants should first confirm whether the action is financed through a grant, a specific financial contribution, or another form of support administered by EFSA, and should then align the financial plan with the applicable cost and payment rules.
Known requirements and conditions
The core requirements identifiable from the opportunity are:
- The applicant must be a competent organisation.
- The organisation must be designated by a Member State in accordance with the applicable arrangements.
- The proposed work must support the re-evaluation or follow-up assessment of approved food additives.
- The outputs must be relevant to the preparation of EFSA scientific opinions on additive safety.
- The application must be submitted by 28 January 2027 through the applicable official submission route.
Expected technical contribution
Applicants should be prepared to explain how their organisation will contribute to a scientifically robust and transparent assessment. A strong application is likely to address the organisation’s technical expertise, access to qualified personnel, experience with food additive safety, data quality procedures, ability to meet deadlines, independence and management of potential conflicts of interest.
Depending on the detailed work programme, tasks could include reviewing existing scientific evidence, assessing toxicity or exposure information, identifying data gaps, evaluating study quality, preparing technical reports, supporting evidence integration, or responding to follow-up information requirements. These activities are illustrative and should not be treated as confirmed work packages until the official documents are reviewed.
Application preparation checklist
- 1Confirm the organisation’s formal designation by a Member State.
- 2Review the complete call text, work programme, annexes, submission templates and model agreement on the official portal.
- 3Identify the specific food additives, assessments or technical tasks covered by the call documents.
- 4Prepare evidence of scientific competence and relevant previous work.
- 5Identify the experts who will perform the work and document their roles and qualifications.
- 6Check independence, confidentiality, data protection and conflict-of-interest requirements.
- 7Develop a realistic work plan linked to deliverables, milestones and EFSA’s scientific opinion process.
- 8Verify all financial rules, including eligible costs, funding rates, indirect costs, payment conditions and audit obligations.
- 9Confirm the submission system, mandatory forms, electronic signatures and internal approval requirements.
- 10Submit before 28 January 2027 and retain evidence of successful submission.
Important uncertainties
The public summary available for this analysis does not provide sufficient information to confirm the financial envelope, award methodology, duration, detailed deliverables, evaluation criteria, selection procedure, reporting requirements, consortium rules, subcontracting rules, intellectual property provisions or appeal arrangements.
These omissions should be treated as information requiring verification rather than as evidence that the conditions do not apply. The complete official call documentation should prevail over this summary if any difference exists.
Strategic assessment
This opportunity is highly specialised and is not a general funding scheme open to all food safety organisations. Its principal access barrier is institutional eligibility through Member State designation. Organisations that are not designated should consider whether they can participate through an eligible competent organisation only if the official call documents expressly permit such arrangements.
The strongest applications are likely to be those that demonstrate a direct connection between the applicant’s statutory or recognised competence and the scientific assessment of authorised food additives. Scientific credibility, independence, quality assurance and the ability to deliver evidence suitable for EFSA’s formal opinion process are likely to be more important than a broad or commercially oriented project concept.
Official source
The official EFSA call listing confirms the opportunity title and deadline.1 Applicants should use the official Funding and Tenders Portal record and its associated documents as the controlling source for all eligibility, financial, technical and procedural requirements.
