Who Should Apply

The lead applicant must be a **legal person**, **non-profit-making**, and effectively established in **Jamaica**. Eligible organization types include **Non-Governmental Organizations (NGOs)**, public sector operators, local authorities, or international (inter-governmental) organisations. This is a **restricted call** with a two-stage process. First, only a **Concept Note** (Annex A.1) must be submitted via the **PROSPECT** online portal. Pre-selected applicants will then be invited to submit a **Full Application** (Annex A.2) including a detailed budget and logical framework. Online submission is mandatory unless exceptional security/technical reasons apply.

Eligibility & Budget Requirements

Projects must be implemented entirely in **Jamaica**. The grant covers **70% to 95%** of eligible costs; full financing (100%) is possible only if justified as essential. Applicants may propose **financial support to third parties** (small community-based organizations) ranging from **10% to 40%** of the total budget, with a maximum of **€60,000 per third party**.

Key Budget Rules:Indirect costs are eligible at a flat rate of up to **7%** of direct eligible costs. A contingency reserve of up to **5%** is allowed with prior authorization. Ineligible costs include debts, land purchases, currency losses, and bonuses.

Important Considerations for Applicants

Organizations must register in **PADOR** (or the new Participant Register) to obtain a unique ID before submitting. The lead applicant is limited to **one application** under this call. All applicants must adhere to **zero tolerance for sexual exploitation, abuse, and harassment (SEA-H)** and complete a self-evaluation questionnaire if the grant exceeds €60,000. Visibility of the EU emblem is mandatory unless security derogations are approved.
