Technical Capacity:The candidate or tenderer must have completed services under at least three contracts implemented at any moment during the last four years before the submission deadline. For each contract, the value of completed services must not be less than €716,000. When submitting through eSubmission, candidates must upload documents to the correct sections: the request to participate form under Other documents, the declaration from section 7 under Other documents, and the Declaration on Honour on Exclusion and Selection criteria under the Declaration on Honour tab. The submission receipt provided by eSubmission with official date and time of receipt constitutes proof of compliance with the deadline. Submissions received after the deadline will be rejected. Maximum attachment size per document is 50 MB, with a maximum of 200 files per submission. Candidates may withdraw or replace their submission before the deadline by accessing the eSubmission system. All communications will be sent to the email address provided in the submission. 13

Evaluation and Award

The award method is best price-quality ratio. Candidates will be notified by email of evaluation outcomes following the request to participate stage. The notification will be sent to the contact email address provided in eSubmission. The same email address will be used for all subsequent contracting authority communications. It is the candidate's responsibility to provide a valid email address and check it regularly. Candidates meeting selection criteria will be invited to submit detailed tenders on the provisional date of 03 June 2026. The provisional contract commencement date is 01 November 2026, with a 24-month performance period. Award of the contract is subject to availability of appropriations, and if appropriations are unavailable, the contracting authority may abandon the procurement or cancel the award procedure without candidates being entitled to compensation. 14
