Programme purpose, objectives and priority themes

Global objective:reinforce the role of civil society organisations as independent actors of good governance and development, enabling them to contribute effectively and inclusively to governance, policy-making and development processes at local and national levels in support of the Sustainable Development Goals. The call is divided into two Lots with distinct specific objectives and required outputs.

Lot 1: Just Green Transition — specific objective and required outputs

Specific objective:strengthen CSO capacity to engage in and contribute to an inclusive and just green transition in one or more of the following sectors: energy transition (including JETP), sustainable agriculture and land use, forestry, circular economy, sustainable natural resource management including coastal and marine conservation. Every action under Lot 1 must deliver three outputs: 1) Capacity strengthening of CSOs (technical, organisational, evidence-based advocacy); 2) Policy and systems change: more inclusive and accountable green transition policies and oversight with CSO participation; 3) On-the-ground action: community-led green transition initiatives that improve natural resource governance and sustainable, climate-resilient livelihoods.

Lot 2: Ending Violence and Empowering Women and Girls — specific objective and required outputs

Specific objective:prevent and eliminate all forms of violence against women and girls by improving access to survivor-centred services, strengthening prevention and protection mechanisms, and promoting full participation and socio-economic inclusion of women and girls. Every action under Lot 2 must deliver three outputs: 1) Capacity strengthening of CSOs and service providers (survivor-centred, disability-inclusive, frontline responder resilience and digital security); 2) Policy and systems strengthening for prevention, referral pathways and justice, with strengthened multi-stakeholder coordination and accountability; 3) On-the-ground action improving integrated services, safe spaces, protection and sustainable livelihoods for targeted women including survivors and those at risk.

Cross-cutting expectations:All actions must include comprehensive capacity-building for local actors, meaningful engagement of women, girls and youth, and attention to HRBA, gender equality and disability inclusion, climate and environmental issues, indigenous peoples and minority rights, youth participation and safeguarding (SEA-H self-evaluation requirement). Third-party assessment, M&E, monitoring and independent final evaluation are required where specified. Financial support to third parties (FSTP) is mandatory as a component and must represent at least 20% of the proposed budget, subject to per-recipient maxima (generally €60,000 except where otherwise justified).

Eligibility and who should apply

This is a restricted call for proposals targeted at Civil Society Organisations (CSOs) and associations of CSOs. Lead applicants must be legal, non-profit CSOs established under Indonesian law or in an EU Member State; international organisations are not eligible to apply or act as co-applicants. If the lead applicant is not established in Indonesia, at least one co-applicant must be a local organisation legally established in Indonesia and fully involved in design and implementation. The number of co-applicants must not exceed three. Affiliated entities that have a pre-existing structural link (control or membership) may participate; affiliated entities do not become signatories but their costs can be eligible. Grant features, funding modality and budget

Total indicative budget €9,507,000. Grants are action grants. The contracting authority may finance actions via reimbursement of eligible costs (actual costs and/or simplified cost options) and/or financing not linked to costs (FNLC) where specified. Any grant request must be between €1,000,000 and €2,000,000 per action. EU co-financing percentage: minimum 75% of total eligible costs and maximum 95% (in mono-beneficiary local partnerships where all partners are local organisations) or 80% in general. The balance must be financed from other sources than the EU general budget. Contingency reserve up to 5% allowed subject to prior approval. Concept notes are the only document evaluated in Step 1. Shortlisted lead applicants will be invited to submit full applications (Annex A.2 full application form) and supporting documents. Submission is online only via PROSPECT; PADOR registration is mandatory. An information session (hybrid) is scheduled for 06 October 2026 Jakarta time; registration requested by 21 September 2026. Evaluation includes administrative opening checks, concept note scoring (out of 50, minimum 30 to proceed), then full application evaluation (financial/operational capacity and award criteria with detailed grids). Evaluation and selection

Step 1 concept note screening comprises administrative check and scoring against relevance and design criteria (maximum 50 points; subcriteria scored 1-5 and some sub-scores doubled). Only concept notes scoring 30 or more are considered for pre-selection. Pre-selection then proceeds by ranking and inviting a number of concept notes whose total requested EU contributions equal at least 200% of the available budget to apply at full application stage. Step 2 full application evaluation covers selection criteria (applicants’ financial and operational capacity) and award criteria (relevance, design, implementation, sustainability and cost-effectiveness) with a 100-point grid and minimum thresholds. Successful applicants are provisionally selected and undergo a final eligibility check (supporting documents). A reserve list will be established. The contracting authority reserves the right not to award all funds, to reallocate between lots, or to cancel the call.

Evaluation report procedures, contractual expenditure verification and third-party assessment: for grants above €5,000,000 contractual expenditure verification is required with an ISRS 4400-based Agreed-Upon Procedures report (Annex VII-A). For FNLC components and for grants above specified thresholds a third party assessment validating achievement of results is mandatory (Annex VII-B). ¹

Key compliance, ethics and safeguards

Applicants and beneficiaries must comply with EU values and policies, data protection rules, environmental legislation and core ILO labour standards. Zero tolerance for SEA-H applies: certain beneficiaries must complete a self-evaluation questionnaire (Annex L) and implement measures; SEA-H requirements are administrative pre-conditions in many cases. Anti-corruption, anti-bribery and prevention of unusual commercial expenses are enforced; beneficiaries must avoid conflicts of interest and must not be listed on EU restrictive measures lists.

Rules on partnerships and consortium requirements

The lead applicant must act with co-applicant(s). Number of co-applicants must not exceed three and at least one co-applicant must be a local organisation legally established in Indonesia. Lead applicants not established in Indonesia must demonstrate an established track record of partnership with Indonesian CSOs and show that the action is based on initiative and meaningful involvement of local co-applicants. Affiliated entities are allowed where a structural link (control or membership) exists and must meet eligibility rules; affiliated entities do not sign the grant but their costs may be eligible. The lead applicant becomes the coordinator and the sole interlocutor with the contracting authority; co-applicants become beneficiaries if a grant is awarded. Mandates from co-applicants and affiliated entity statements are required with the full application.

Consortium requirement

Consortium (multi-beneficiary partnership) is expected and encouraged:lead applicant plus up to three co-applicants, at least one co-applicant must be locally established in Indonesia for actions where lead is outside Indonesia. A clear partnership agreement and allocation of responsibilities and resources is strongly recommended and evaluated under 'quality of partnership'.

Eligibility of activities and exclusions

Eligible actions:capacity building, advocacy, policy dialogue, evidence-based research, pilot community initiatives, M&E and learning, coalitions and multi-stakeholder platforms, public-private partnerships, financial support to third parties. Ineligible actions: projects supporting political parties or proselytism, actions causing human rights violations or serious environmental damage, projects consisting only of individual sponsorships or scholarships, one-off conferences unless part of a broader action, actions consisting exclusively/primarily in capital expenditure (except limited exceptions), and any discrimination or activities breaching EU values.

Administrative and financial controls, audits and verifications
