Nature of support, application stages, success rates and timelines

Nature of support:financial grant (EU contribution) for Horizon Innovation Actions. Projects will also receive non-monetary support via alignment with EU networks, evaluation frameworks (EU-CEM), access to European data infrastructure initiatives, stakeholder networks (ECAVA, CCAM) and visibility through EU-level coordination activities and expected technical/regulatory engagement.

  1. 1Application stages: Single-stage submission (1). After submission, proposals pass admissibility checks, eligibility checks (including ownership control), external evaluation by experts against award criteria, ranking and selection, grant preparation and signature (including any national guarantee approvals where required).
  2. 2Indicative timeline: submission opens 20 October 2026; deadline 16 February 2027; evaluation and grant preparation timelines follow Annex F of the Horizon Europe General Annexes and the Funding & Tenders Portal Online Manual. Exact timing of evaluation and grant signature is subject to normal Horizon Europe processes.
  3. 3Success rates: not specified. The topic expects selection of around one large-scale demonstrator. Because the call is competitive and only one grant is expected, the success rate will depend on the number and quality of submissions; applicants should assume a selective competition and prepare proposals to meet high thresholds in innovation, impact, implementation and alignment with EU policy objectives.

Co-funding and business plan requirements

Business plan and market-readiness strategy:mandatory elements. Proposers must include a business plan and a credible initial market-readiness strategy as part of the dissemination and exploitation activities and demonstrate how the project will become fit for deployment and attract further investments. The call notes an exceptional extension of the Part B page limit to include these documents and requires that the business plan and market-readiness strategy be updated during implementation (yearly deliverable and final report).

  1. 1Business plan components expected: targeted market(s), estimated total addressable market size (EU and global), competitive landscape, financial projections (revenue, profitability, investment and cash flow forecasts), user and customer needs analysis, value proposition and expected market position, and commercialization/industrialisation plan.
  2. 2Market-readiness strategy components expected: obstacles and requirements for market deployment, investment commitments and private/public financing pathways (including synergies with EU deployment programmes like the Innovation Fund), regulatory compliance strategy, certification and permitting strategy, standards development, skills and capacity needs, procurement pathways, user acceptance and scaling risks along with mitigation measures, and a comprehensive risk assessment.

Ownership control restrictions, OCA and guarantees

The topic includes ownership/control restrictions to protect the Union’s strategic assets, interests, autonomy and security. Participation is limited to legal entities established in Member States, Iceland and Norway and associated countries. Entities established in eligible countries but directly or indirectly controlled by a non-eligible country or entity are not eligible unless an exception with guarantees applies. The call refers applicants to the Guidance on participation in EU calls with ownership and control restrictions and to the Ownership Control Declaration Annex. Applicants must complete and upload the Ownership Control Declaration as part of their proposal where required; public bodies validated in the Portal are exempted as they are considered controlled by their country. If the Central Validation Service or the EU service performing an Ownership Control Assessment (OCA) identifies non-EU control that affects eligibility, the participant may be invited to provide a guarantee approved by the competent national authority. If guarantees are not possible or accepted, the participant must be replaced or the proposal may be declared ineligible.

The Ownership Control Declaration is a mandatory annex for many participants and describes ownership, ultimate owners, corporate governance, commercial and financial links and potential other control indicators. The guarantee, where allowed, must be approved by national competent authorities and demonstrate that participation will not contravene EU security, strategic autonomy or public order objectives and that appropriate measures are in place (technical, legal, organisational) to avoid unauthorized access, control or transfers of sensitive data or IP. See ownership control guidance and the Ownership Control Declaration template 1.

Templates, documents and recommended preparation checklist
